MANDATE OF THE DEPARTMENT:
Serving Communities and Countries to End Inequalities and AIDS. The Joint United Nations Programme on HIV/AIDS (UNAIDS) leads and inspires the global effort to end AIDS as a public health threat by 2030 and to contribute to the achievement of the Sustainable Development Goals (SDGs) through reducing inequalities and promoting health, human rights, gender equality, and social justice. UNAIDS works to ensure equitable access to HIV services, address structural barriers that hinder HIV outcomes, and integrate sustainable HIV responses into broader health, social protection, and development systems.

The UNAIDS Philippines Country Office provides strategic leadership and coordination of the Joint United Nations response to HIV in the Philippines. In the context of one of the fastest-growing HIV epidemics in the Asia-Pacific region, the office supports national and local stakeholders in strengthening evidence-informed, rights-based, and people-centered HIV responses. It works closely with government agencies, United Nations Cosponsors, civil society organizations, communities affected by HIV, development partners, and other stakeholders to advance national HIV priorities and commitments.

The Country Office promotes the generation, analysis, and use of strategic information to better understand epidemic trends, identify service gaps, measure progress, and guide policy and programme decision-making. It supports the development and implementation of policies, strategies, and interventions that improve access to HIV prevention, treatment, care, and support services, particularly key populations and communities most affected by HIV.

In addition, the office strengthens community leadership and meaningful engagement in health, social protection, gender equality, and human rights processes, while providing technical guidance and coordination support to national partners. Through these efforts, UNAIDS contributes to a sustainable, inclusive, and multisectoral HIV response that advances the goal of ending AIDS and reducing inequalities in the Philippines.

The position will contribute to the generation and use of strategic information and evidence for HIV related policy development, programme planning, implementation, monitoring, and reporting. The incumbent will support the development of national and subnational HIV strategies, prevention plans, and community-led responses, while facilitating coordination among stakeholders and technical experts. In addition, the position will strengthen partnerships, support resource mobilization efforts, contribute to the integration of HIV into broader health and development systems, and help ensure that national responses are evidence-informed, rights-based, gender-transformative, and responsive to the needs of key populations and communities affected by HIV.

Scope of Work:
