MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to support countries towards ending the AIDS epidemic as part of the Sustainable Development Goals. UNAIDS has led the development of a new Global AIDS strategy (2026-2030) to end AIDS epidemics as a public health threat by 2030. The strategy aims to have countries, communities and partners across and beyond the HIV response prioritize their actions around 1) maximizing equitable and equal access to comprehensive, people-centred HIV services 2) breaking down legal and societal barriers to achieving HIV outcomes 3) fully resource and sustain HIV responses, and integrate them into systems for health, social protection and humanitarian settings. UNAIDS and CDC have had cooperative agreements to achieve their collective visions since 2010. The new agreement from 2026-2027 will focus on areas where UNAIDS strategic information leadership and strong engagement with community-led organizations can leverage the joint goals of both UNAIDS and CDC.
Main tasks and Responsibilities of the Position:
Under the overall guidance and supervision of the UNAIDS Country Director, and the direct supervision of the Policy and Strategy Adviser, the Technical Officer supports UNAIDS Myanmar in advancing HIV prevention priorities and strengthening implementation of the Joint United Nations Programme on HIV/AIDS. The position contributes to expanding equitable access to comprehensive, people-centred prevention services for key populations, including people who use drugs, men who have sex with men, transgender people, sex workers and people living with HIV. The Technical Officer also supports coordination with UNAIDS co-sponsors, government counterparts, civil society organizations, community networks, INGO partners and development partners to improve programme coherence, reduce stigma and discrimination, and strengthen policy and strategic support for the national HIV response with particular focus on prevention. Specifically, the main tasks of the position include:
1. Provide technical support to HIV prevention programming, with emphasis on expanding equitable, people-centred and rights-based prevention services for key and vulnerable populations.
2. Support engagement with key population networks, including people who use drugs, men who have sex with men, transgender people, sex workers and people living with HIV, to identify prevention priorities, service gaps and opportunities for stronger community-led responses.
3. Contribute to policy and strategy support on HIV prevention, stigma and discrimination reduction, human rights and community-led service delivery, in line with national priorities and the Global AIDS Strategy.
4. Map prevention interventions, partners, service delivery models and implementation gaps across government, civil society, community-led organizations, INGO partners and other stakeholders to inform joint planning and advocacy.
5. Work with the Strategic Information team to review and synthesize research findings, programme evidence and strategic information related to HIV prevention and key population issues, including materials in English and Myanmar language.
6. Support the planning, implementation, monitoring and documentation of prevention-related project activities, ensuring timely coordination, follow-up and reporting of agreed activities, deliverables and results.
7. Develop and contribute to terms of reference, concept notes, briefing notes, meeting documents, technical inputs and other materials required for prevention programming, Joint Programme activities, technical assistance and partner coordination.
8. Support annual reporting to USCDC by compiling inputs, documenting progress, tracking deliverables and preparing narrative contributions on prevention, community engagement, policy support, strategic information and Joint Programme-related activities.
9. Contribute to the design, implementation and documentation of HIV prevention campaigns, including social media and communication activities that promote accurate, rights-based and non-stigmatizing messages for and with key populations.
10. Support capacity-building activities, including workshops, trainings, seminars, consultations and coordinate with government ministries, civil society organizations, community networks and other partners to ensure effective participation and follow-up.
11. Support coordination and implementation of the Joint United Nations Programme on HIV/AIDS by liaising with co-sponsors, consolidating inputs, following up on agreed actions and contributing to Joint Programme workplans, reviews and reports.
12. Support the planning and reporting of the UNAIDS biennium workplan and Joint Programme activities, including collecting data and updates from co-sponsors, entering required information into web-based programme systems and performing other related duties as required.

REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree or equivalent in social sciences, development studies or public health or a related field. For internal candidates, a first university degree and 2 years of professional experience will be considered as equivalent.

Desirable: Specialization in one of those above fields.

Experience:
Essential: Relevant experience such as advocacy and networking in the context of HIV response. A good understanding of context of HIV and AIDS in Myanmar.

Desirable: Experience in the UN system. Experience with people living with HIV and key populations.
Languages:
Essential: Advanced level of written and spoken English. Fluent in Burmese.

Desirable: Knowledge of additional UN Official languages.

Annual salary: (Net of tax)
USD $26952 at single rate
