MANDATE OF THE DEPARTMENT:
The Department of Finance and Accountability (DFA) is responsible for coordinating resource allocation at all levels, monitoring the financial implementation of workplans and budgets and ensuring accountability of the Cosponsors and the Secretariat. The Department is responsible for developing and maintaining financial policies, infrastructure and services, ensuring smooth operations, risk management, compliance with financial regulations and rules, financial integrity and coherence in programmatic delivery.

The Department of Finance and Accountability works with and provides support to other departments, liaison offices, regional support teams and country offices as well as Cosponsors to ensure effective management of resources and achievement of progress against the goals and targets of the UN High Level Political Declaration on AIDS and of the Global AIDS Strategy.
Main tasks and Responsibilities of the Position:
Under the overall guidance of the Team Lead, Finance and matrixed supervision of Team Lead, Risk Management and Compliance, the Finance Officer supports the preparation of financial reports, reconciliation of accounts, support and strengthen compliance with financial regulations, rules, policies and procedures, and provide targeted support in relation to both internal and external audits. This includes working directly with Departments across the Secretariat, the Regional Support Teams and Country Offices to ensure implementation planning, monitoring the implementation of assurance activities, and contractual deliverables are received and documented correctly.

He / she has the following key responsibilities:

Financial reporting

• Provide support to the Team Lead, Finance in the preparation of the UNAIDS biennial financial reports and audited financial statements; interim financial reports and the Programme Coordinating Board.
• Review, monitor and reconcile various general ledger accounts and sub-ledger accounts, performing regular general ledger/subsidiary ledger accounts analysis verifying validity of charges and taking appropriate accounting action. Ensure regular follow-up of outstanding items across the Secretariat.
• Develop and enhance operational guidance and procedures relating to control and monitoring of UNAIDS Secretariat expenditures at global, regional and country levels to adequately monitor transactions and facilitate the reporting at Department of Management level.
• Prepare, analyse and consolidate financial data to ensure accuracy, completeness and compliance with applicable standards (e.g. IPSAS).
• Assist in the preparation of replies to WHO Office of Internal Oversight Services and the External Audit observations and queries; follow up with all units across the Secretariat on the implementation of audits recommendations.

Compliance, internal controls and risk management

• Reinforce the implementation and monitoring of internal control systems and compliance with financial regulations, rules, policies and procedures.
• Monitor financial transactions and exception reports across the programme to detect anomalies, risks or irregularities, and support fraud prevention, detection, investigation and follow-up as required.
• Manage the Risk Management process and exercises including the development of risks and mitigation actions, monitoring progress and ensuring the escalation of critical risks.
• Coordinate the preparation and implementation of the annual internal control and related actions to ensure relevant mandatory exercises are completed.
• Provide guidance to country offices and HQ units on compliance requirements (including reviews of final financial and/or audit reports) and financial procedures. • Conduct regular quality control and methodological reviews of contracts and agreements, ensuring policies are adhered to and deliverables received and documented correctly.
• Coordinate internal and external audits, including preparation of documentation, liaising with auditors, facilitating access to information, and consolidating timely, consistent responses to audit queries and recommendations. • Perform other related duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master´s level or equivalent in Accountancy, Public Administration, Business Administration, Economics, Finance, or another area related to the duties and responsibilities. For internal candidates, a first university degree in relevant area is accepted with a minimum of seven years relevant experience.

Desirable: Specialization or a relevant professional qualification in accounting, financial control, audit or related discipline.

Experience:
Essential: At least five years of progressively responsible professional experience in a financial reporting and accounting environment, of which at least four at international level. Extensive accounting and consolidation experience using ERP systems.

Desirable: Knowledge of the United Nations System's environment with particular reference to common financial practices
Languages:
Essential: Excellent knowledge of English
Desirable: Knowledge of another UN official language.
Additional Information:
FUNCTIONAL/TECHNICAL KNOWLEDGE/SKILLS

Excellent knowledge of International Public Sector Accounting Standards(IPSAS), or
International Financial Reporting Standards (IFRS) and several years' experience in the production of statutory accounts;
Excellent knowledge of Internal Controls and experience in the development of the Statement of Internal Control
Excellent drafting skills tested in the development of financial policies, guidance papers and manuals in a corporate or public sector environment;
Proficient in the use of a major ERP system, preferably Oracle
Annual salary: (Net of tax)
71,335 at single rate
