The Community Response to Stigma and Discrimination and Law Reform in West and Central Africa (WCA) project, coordinated by the UNAIDS Regional Support Office for West and Central Africa, aims to promote access for key populations, adolescents, girls and young women to inclusive, human rights-respecting HIV services in 6 WCA countries, through law reform and the fight against stigma, discrimination and gender-based violence (GBV) in healthcare settings.

As part of the global AIDS strategy 2021-2026, countries have committed to removing these barriers under the societal goals for the elimination of social and legal barriers, for an enabling environment for accessing or using AIDS services. These targets, known as the "10-10-10 targets", stipulate that: 1- less than 10% of countries have repressive legal and policy environments that prevent or limit access to services, 2- less than 10% of people living with HIV and key populations experience stigma and discrimination, and 3- less than 10% of women, girls, people living with HIV and key populations experience gender inequality and violence. UNAIDS is actively committed to achieving these goals, coordinating the work of its co-sponsors in its capacity as secretariat, and providing technical and political support to countries and partners within the framework of the Global Partnership for the Elimination of HIV-Related Stigma and Discrimination, in complementarity with existing global initiatives such as the Global Fund's "Overcoming barriers".

This project will 1-favor access to services for key populations, adolescents, girls and young women by promoting a favorable legal framework in the countries concerned, 2-reduce stigmatization, discrimination, gender inequalities and GBV in public and community health centers in the countries concerned and 3- strengthen community-led monitoring mechanisms in terms of the legal environment, stigmatization, discrimination, and gender-based violence in healthcare settings, in 6 countries in the WCA region. The project, led by UNAIDS through the regional support office and country offices, is being carried out in partnership with leading civil society organizations in the region, in complementarity with Global Fund-supported programs in the countries concerned.
Main tasks and Responsibilities of the Position:
Under the guidance and direct supervision of the Manager, Regional Operations, the Officer, Operations, supports the effective financial and administrative management in the office. This specifically includes the management of budgets, donor funds, financial analysis and reporting, and administration.

He / she has the following key responsibilities:

1) Overall operations and financial administration

a) Supports the processes of sound internal controls and appropriate financial reporting procedures / policies to minimize / manage risks associated with donor grant implementation, safeguard resources, ensure consistent compliance with the grant agreement, approved work plan / budget and UNAIDS policies and guidelines.
b) Assists in monitoring and assessment of the implementation of the project grant and makes recommendations for systems and procedures strengthening.
c) Assists in the preparation and adjustment of the grant utilization coordinating appropriate inputs and clearances from project management and other offices.
d) Supports Regional Operations Manager in coordinating the UCO timely completion of their year-end instructions Closure Checklists.

2) Financial administration

a) Ensures financial oversight of the project and interacts regularly with relevant country offices, as well as implementing partners regarding the management of donor contributions, from programming and implementation to reporting, ensuring disbursement in assigned programmatic areas in accordance with donor requirements and UNAIDS procedures.
b) Regularly monitors project disbursement requests with country and RST operations teams. Ensures timely payments to suppliers, reviewing reconciliations, and clearing financial statements for signature by the authorized officer(s).
c) Assists in financial risk assessment of the grant and supports Regional Operations Manager in monitoring financial systems and reports for unusual activities, transactions investigating anomalies.
d) Supports the preparation and adjustment of the WCA budgets coordinating appropriate inputs and clearances from management and other offices.
e) Conducts funds utilization monitoring and assists in the preparation of periodic financial reports for the region in an appropriate format.

3) Grant administration activities

a) Monitors budget expenditures against budget and provides recommendations to the project coordinator on necessary actions.
b) In collaboration with implementing partners' finance teams, donor relations, UCOs and RST operations, prepares and submits periodic financial reports to the donor ensuring that correct and accurate data and information is provided by the various fund managers in line with donor requirements.

4) Other operations support and procurement activities

a) Ensures the timely and accurate preparation and management of contracts and agreements. Reviews status of implementing partner contracts and ensures follow up with responsible officers on receipt of timely technical and financial reports including support in conducting spot-checks, liquidating final payments, closing and evaluating contractors.
b) Supports implementing partners and country offices in their budgeting and disbursement processes.
c) Ensures that implementing partners receive support from UNAIDS to do an effective self-assessment correctly identifying weaknesses and how to address them. Ensures that implementing partners effectively assess and monitor other local partners to ensure efficient use of resources.
d) Analyzes and submits financial reports from implementing partners and other partners to the project coordinator.
e) Contributes technically to the operational training in the UCOs as part of the raining plan or as determined by Regional Operations Manager.

Performs other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master´s level or equivalent in Public Administration, Business Administration, Economics, Finance, or another area related to the duties and responsibilities.

Desirable: Specialization or a relevant professional qualification in accounting, financial control or a related discipline.

Experience:
Essential: A minimum of 2 years of operations administration experience, including in one or more of the following areas: budgeting, finance, contract management or human resources management. Experience in the use of a variety of financial management tools and computer software packages.

Languages:
Essential: Fluency in French and working knowledge of English.

Desirable: Knowledge of additional UN official languages.
