MANDATE OF THE DEPARTMENT:
The Regional Office for Latin America & Caribbean provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the Regional Office for Latin America & Caribbean promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.
The Haiti Country Office (Haiti UCO) provides leadership and coordinates the expanded UN system response in Haiti. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the Haiti UCO scales up HIV services focused on key populations and locations most at risk.
The Haiti UCO Adviser Science, Systems and Services Practice has as its goal the promotion, and acceleration of sustainable transformative actions and equitable, innovative programmatic solutions, strategies, and policies for meeting the targets of the Global AIDS Strategy, especially in supporting delivery of Strategic Priority 1 (maximize equitable and equal access to HIV services and solutions) and Strategic Priority 3 (fully resource and sustain efficient HIV responses and integrate them into systems for health, social protection, humanitarian settings and pandemic responses) and relevant cross-cutting areas of the new Global AIDS Strategy.
The practice includes: Programme Innovation for Prevention, Treatment and Pediatrics, which covers the HIV treatment prevention continuum and focuses on reaching the 95-95-95 target, 95% combination prevention targets and leaving no one behind. A strong role in liaising with key partners with a primary function of securing leadership and ownership in countries and problem solving so that the financing investment is maximized. Through its work Adviser helps to build pathways for sustainability. The Adviser has a leadership role on the technical support mechanism which is key for the delivery of tailored services to Haiti UCO. Integrated Strategies and Systems for HIV and Health focuses on the importance of multisectoral approaches to HIV and health, and on ensuring that community-led responses are fully integrated in health systems and beyond.
Working together with the expertise from throughout the Global Practice and regional, Haiti UCO Adviser for Science, Systems and Services Practice build on internal and external strategic partnerships to ensure UNAIDS Secretariat leadership on service delivery and system integration to take AIDS out of isolation.
The Adviser, Science Systems and Services (Prevention/Humanitarian) provides partners and stakeholders with tailored policy guidance and strategic and technical assistance to overcome bottlenecks. S/he will work with the approach to enhance its linkages with the following areas: Human Rights, Gender Equality, Communities, and Key Populations; Sustainable Financing for HIV, Pandemics, and Health; Strategic Information, and Resource Mobilization.

Main tasks and Responsibilities of the Position:
Under the overall guidance and support of UNAIDS Country Director (UCD), the Adviser, Science, Systems, and Services (Prevention and Humanitarian) focuses on a manageable set of deliverables that are aligned with the UNAIDS Global Strategy and the capacity and the needs in the Haiti UCO. S/he is responsible for advisory services that relate to the overall practice area objectives in the office and with UNAIDS partners and counterparts, contributing specialist expertise in the UNAIDS response in the functional areas described below. The Adviser, Science, Systems, and Services (Prevention and Humanitarian) will contribute to the overall thought leadership of the practice with practical and innovative solutions, especially within Haiti UCO. The Adviser SSSA provides technical advisory and support in the following functional areas:
1) Programme Innovation for Prevention, Treatment and Paediatrics
a. Provide technical leadership on the Haiti UCO 's activities towards scaling up of combination HIV prevention programmes for key populations b. Provide technical leadership on the Haiti UCO 's in the provincial's activities to scale up HIV treatment to achieve 95-95-95 targets and differentiated service delivery models with a focus on those most vulnerable and addressing inequities in service access c. Facilitate advocacy efforts to maintain momentum and prioritization of HIV Combination prevention, treatment and pediatrics including differentiated service delivery approaches d. Support national partners, civil society and key population communities in scaling up a continuum of HIV Combination prevention, testing, treatment and support services for the five key populations e. Support national partners in adopting, implementing, monitoring, and reporting strategies and innovations on HIV Combination Prevention, especially interventions related to ARV-based prevention (U=U, PrEP), new prevention technologies and use of virtual space for delivery of services, as well as addressing persistent inequities in access to existing prevention interventions such as condoms and lubricants, and harm reduction services f. Support national and other health development partners to prioritize and drive innovative and country specific HIV prevention options and solutions for Adolescent Girls and Young Women (AGYW) interventions, including areas on Prevention of mother-to-child transmission (PMTCT), and interventions for boys and men for the prevention of Gender Based Violence (GBV) g. Ensure effective focus of HIV programming at country level for key populations and collaborate with the community advisor on promoting approaches to scale up trusted service access platforms for key populations
2) Prevention
a. Guidance on policy, innovation and evidence-based programming for key populations and pre-exposure prophylaxis (PrEP) b. Ensures effective focus of HIV programming on the five key populations and collaborates with colleagues and teams across the practice on promoting approaches to scale up trusted service access platforms for key populations c. Mobilizing and ensuring effective use of resources for combination HIV prevention, key populations and pre-exposure prophylaxis, supporting quality assurance and oversight to concept notes, proposals, strategic initiatives and technical & implementation support in this area d. Convenes the organizational gathering and sharing of country experiences in the region on good practices and lessons learned on combination prevention and key population programming e. Scaling up of combination HIV prevention programmes for key populations and of HIV prevention options and solutions for Adolescent Girls and Young Women (AGYW) f. Provide thematic leadership and oversight on ARV-based prevention (U=U, PrEP), new prevention technologies as well as addressing persistent inequities in access to existing prevention interventions such as condoms & lubricants, and harm reduction services g. Ensure effective focus of HIV programming at country level for key populations and promote approaches to scale up trusted service access platforms for communities and key populations h. Advocacy for rapid introduction of effective innovations in prevention, testing and treatment and paediatrics
3) Testing and Treatment
a. Scaling up of and innovative approaches for HIV testing and treatment, including people-centred and local context-specific differentiated service delivery approaches, models and innovations with a focus on those most vulnerable and left behind, for achieving 95-95-95 targets b. Developing and disseminating guidance on policy, innovation and evidence-based programming for increasing HIV treatment access, adherence support and differentiated service delivery c. Policy development, documentation, promotion and scaling up of best practices and innovations in HIV testing and treatment service delivery, including for key and priority populations and settings, policy making, viral load testing and other technologies d. Develop innovative approaches, including use of virtual space in context of humanitarian for delivery of services to address HIV treatment gaps among people living with HIV from all key and priority populations e. Thematic leadership in scaling up of vertical transmission and paediatric service delivery for women and children and innovative testing and optimized pediatric treatment
4) Any other assignments given by the UCD from time to time (e.g. UN level thematic working groups, UN flagships programmes)

REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree in public health, international health, social or political science. A relevant first university degree and 7 years of relevant work experience will be considered as equivalent for internal candidates only. |

Experience:
Essential: At least 5 years of experience at national level in programme development, evidence, policy analysis and monitoring and evaluation. Demonstrated knowledge and sound understanding of the United Nations Joint Programming on HIV.
Desirable: Experience in programme data analysis and preparation and implementation of evidence informed programmes; knowledge of the HIV epidemic and working in Haiti in research, data and/or information management and analysis. S/he should also be familiar with HIV epidemic and national response in Haiti. Proven analytical thinking, drafting, and presentation and facilitation skills.

Languages:
Essential: Fluency in French and working knowledge of English. Desirable: Knowledge of additional UN official languages.
