MANDATE OF THE DEPARTMENT:
The UNAIDS Regional Office for Asia and the Pacific provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes, and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Regional Office for Asia and the Pacific promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.
The UNAIDS Philippines Country Office provides leadership and coordinates the expanded UN system response in the Philippines. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Philippines Country Office scales up rights-based HIV services for all, focused on underserved populations including key populations, women and girls, people living with HIV and locations most at risk. It also works to ensure that equitable financing for the HIV response and broader health systems is available. The UNAIDS Philippines Country Office further promotes effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response. It strengthens the capacities of communities and their meaningful engagement in health, social protection, and human rights strategies and mechanisms, and provides support and technical guidance as necessary to national partners and policymakers.

Main tasks and Responsibilities of the Position:
Reporting to the UNAIDS Country Director, with a matrix reporting to the Regional Advisor, Equitable Financing, the Technical Officer will work with various national and local governments of the Philippines, communities of people living with HIV and key populations, civil society organizations, the joint UN team on HIV and AIDS, other development partners such as the Global Fund and PEPFAR, and academic institutions in promoting and improving the sustainability, efficiency and equity of financing of the HIV response. This will include in particular supporting increasing domestic resources for the HIV response, and more specifically for programmes for key populations including HIV prevention and community-led responses and improving efficiencyby exploring opportunities for transitioning to optimized models and by improving mechanisms for convergence of HIV programmes with other health and social sector programmes. The support provided to the Philippines, which will follow the UNAIDS principles of implementing data-driven, human rights-based and gender-sensitive approaches, will create momentum to support broader ASEAN efforts to improve sustainable financing of the HIV response in line with the 2022 ASEAN Declaration on HIV.
The Technical Officer position is responsible for equitable and sustainable financing of the HIV response through coordination with national and local authorities and key stakeholders in the Philippines. The Technical Officer will support the national HIV response through (1) the production and use of detailed and up-to-date financial data for program design, (2) the development of diversified and sustainable financing mechanisms and implementation solutions, and (3) advocacy and partner coordination for increased and diversified mobilization of financing, including domestic financing and enhanced dialogue with international actors and development banks. These activities will focus on increasing funding for national HIV responses, with an emphasis on HIV prevention services for key populations and community led responses, and on creating a solid foundation for Universal Health Coverage (UHC) that integrates HIV prevention and treatment.
The incumbent has the following key responsibilities:
1. Support the Philippines in the generation and use of detailed and up-to-date financial data on HIV program costs, HIV-related expenditures and optimal resource allocation to inform decision-making on the financing of national HIV responses. The Technical Officer will provide analysis as well as strategic and technical advice. He/she will coordinate technical support to ensure: - Regular expenditure monitoring to collect detailed data on funding flows for each programmatic area (including prevention, gender equality, human rights), for priority populations (including key populations) and for implementers (including community-led organizations), through the implementation of National AIDS Spending Assessments (NASA) or other expenditure tracking methods. - A robust costing of community responses to guide efforts to increase the financial sustainability of community-led responses and facilitate access to public financing for communities (“social contracting”) in the Philippines building on the outcome of DFAT grant implemented by ACHIEVE. - Robust costing of national strategic plans (NSPs), a key step in ensuring that a national program can mobilize and allocate resources optimally. - Budget development for the next Global Fund proposal for the 2027-2029 funding cycle, to be developed in 2026 based on cost projections for the national AIDS program. - Allocative efficiency analyses (e.g. through the implementation of the Optima model) to determine the optimal allocation of funds to maximize the impact on the HIV response and/or. - In-depth analyses to understand the reasons for the high costs of antiretroviral drugs and other commodities, and to define approaches to lowering these costs at national and regional levels.
2. Support the Philippines to develop diversified and sustainable financing mechanisms and implementation solutions for health and the HIV response, including facilitating community access to public financing (“social contracting”) and the integration of HIV into Universal Health Coverage and health insurance mechanisms. These mechanisms will aim to optimize the financing of HIV prevention and treatment services for key populations and community responses. The Technical Officer will provide strategic analysis, advice and coordinate technical support to develop: - Financing analyses feeding into the development of country NSPs, including analyses of barriers and pathways to financial sustainability. - Support to the development and implementation of the national HIV sustainability roadmap. Support will be based on the global guidance on roadmaps for a sustainable response to HIV and will consider the main obstacles, risks and measures linked to financing community responses, mobilizing domestic resources, access to health products in the context of graduating from Lower Middle-income Country status, and integrating HIV into Universal Health Coverage and health insurance. - Assessment of the risks associated with graduation from Lower Middle-income Country status, such as the potential impact on the use of the flexibility provided by the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), and on the prices of medicines and health products. - Targeted support for the development and implementation of the roadmap on community access to public finance (“social contracting”). - Contribution to the development of the Global Fund proposal for the Philippines specifically in the development of the financial landscape and other relevant financial analyses in order to optimize the allocation of Global Fund resources. - Analysis and development of project proposals for innovative financing mechanisms for the response to HIV. - Analysis and development of strategies to optimize utilization of PhilHealth’s OHAT package and/or. - Analysis to explore possibilities of including HIV prevention benefit package in PhilHealth.
3. Mobilize, coordinate and equip national stakeholders in the Philippines with evidence and tools to effectively advocate for improved and diversified mobilization and allocation of domestic resources for health and HIV response including for key populations and community responses. The Technical Officer will provide strategic analysis and advice, and coordinate technical support for: - The development of analyses and partner engagement to support the Philippines’ multistakeholder Sustainable HIV Response Working Group. - The development of an investment case to advocate for increased public investment in the country’s HIV response, including prevention services for key populations and community-led responses. - The preparation of a high-level dialogue on financing in the Philippines, aligned with the development of the next national strategic plan for health. - The development and implementation of an advocacy plan for increased domestic resources, funding allocations to key populations and community-led responses. - Partner coordination and advocacy in support of the government and community organizations to develop and implement policies to reduce the price of antiretroviral drugs and improve access to generic medicines.

REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree at Master’s level or equivalent in economic research, macroeconomics, health economics/finance, public health management or other related fields with a background in economics. A relevant first university degree and seven (7) years of relevant work experience will be considered as equivalent for internal candidates only.

Experience:
Essential: Minimum of five (5) years of experience in health economics and health and/or HIV financing. Experience in advocating for increased health and/or HIV financing with national stakeholders (such as department of finance/budget management).
Desirable: Experience working with international organizations on health financing issues, experience working in Southeast Asia.
UNAIDS values candidates who have life experience or have worked with or supported networks of people living with HIV/AIDS and key populations.
