MANDATE OF THE DEPARTMENT:
The Regional Office for Asia Pacific provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the Regional Office promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.

The UNAIDS Papua New Guinea (PNG) Country Office provides leadership and coordinates the expanded UN system response in PNG. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS PNG Country Office scales up HIV services focused on key populations and locations most at risk. The UNAIDS PNG Country Office promotes effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response in PNG. It supports efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection, and human rights mechanisms, and provides support and technical guidance as necessary to national partners and policymakers.

The Global Science, Systems and Services Practice, which includes Services for All Implementation Advisers in country and regional offices, has as its goal the promotion, and acceleration of sustainable transformative actions and equitable, innovative programmatic solutions, strategies, and policies for meeting the targets of the Global AIDS Strategy, especially in supporting delivery of Strategic Priority 1 (maximize equitable and equal access to HIV services and solutions) and Strategic Priority 3 (fully resource and sustain efficient HIV responses and integrate them into systems for health, social protection, humanitarian settings and pandemic responses) and relevant cross-cutting areas of the new Global AIDS Strategy.

The practice includes:
- Programme Innovation for Prevention, Treatment and Pediatrics, which covers the HIV treatment prevention continuum and focuses on reaching the 95-95-95 target, 95% combination prevention targets and leaving no one behind.
- Global Fund and PEPFAR, which has a strong role in liaising with key partners with a primary function of securing leadership and ownership in countries and problem solving so that the financing investment is maximized. Through its work the team helps to build pathways for sustainability. This team has a leadership role on the technical support mechanism which is key for the delivery of tailored services to our regional and country offices.
- Integrated Strategies and Systems for HIV and Health focuses on the importance of multisectoral approaches to HIV and health, and on ensuring that community-led responses are fully integrated in health systems and beyond.

Working together with the expertise from throughout the Global Practice, regional and country office practice members build on internal and external strategic partnerships to ensure UNAIDS Secretariat leadership on service delivery and system integration to take AIDS out of isolation. Team members work to provide partners and stakeholders with tailored policy guidance and strategic and technical assistance to overcome bottlenecks.

At the Global Centre, the department will rely on a matrix management approach to enhance its linkages with the following areas: Human Rights, Gender Equality, Communities, and Key Populations; Sustainable Financing for HIV, Pandemics, and Health; Strategic Information, and Resource Mobilization.

In this context, UNAIDS Papua New Guinea (PNG) Country Office has been managing following streams of the Australian Department of Foreign Affairs and Trade (DFAT), Global Fund and U.S. Agency for International development (USAID) funding:
- The PNG component of the 2021-2024 Indo-Pacific Regional HIV Prevention Programme with focusing on establishing community led services on prevention, testing and case management in National Capital District (NCD).
- Implementation of PNG component of The Indo-Pacific HIV Partnership (2024-2028) focusing on increasing demand and access to HIV/STI prevention and testing services for key and other priority populations using evidence-based, client-centred approaches in Eastern Highlands Province (EHP).
- The Global Fund PNG Country Coordination Mechanism (PNGCCM) Funding Recipient and PNGCCM Strengthening Support.
- With funding from the USAID, UCO supports the Key Population Advocacy Consortium (KPAC) to implement a phased and consolidated community-led monitoring (CLM) approach in PNG aimed at improving the quality of HIV services, addressing barriers to achieving the 95-95-95 global treatment goals, and empowering civil society, people living with HIV (PLHIV), key populations (KP), and local communities.

Main tasks and Responsibilities of the Position:
The Technical Officer, DFAT/USAID Programs, under the guidance of the UNAIDS Country Director (UCD), and with support from the Strategic Information Adviser, will provide program management and technical oversight for implementing DFAT and USAID-funded programs managed by the UCO. The Technical officer will also be the point of contact for differentiated service delivery, community-led services, and community led monitoring, DFAT and USAIDfunded programs led by the UNAIDS Asia Pacific Regional Office.

The incumbent has the following key responsibilities:

1. Technical
I. PNG component of the 2021-2024 Indo-Pacific Regional HIV Prevention Programme
- DFAT: Provide technical oversight and implementation support for the successful completion of the following components:
- Implementation of community led services on prevention testing and PLHIV case management in 3 provinces
- Capacity building for KPAC to establish CLS through Learning Exchange mentorship programme.
- Preexposure Prophylaxis (PrEP) expansion in Eastern Highlands Province and HIV self-Testing demonstration in National capital District Province
- Review of the PNG HIV/AIDS Management and Prevention Act.
- Dipivefrine Vaginal Ring (DVR) acceptability and feasibility study.
- Baseline assessment of barriers to HIV service access.
- Finalise creative materials for the virtual intervention program (in collaboration with the Advocacy and Communications Consultant and KPAC).

II. PNG component of The Indo-Pacific HIV Partnership (2024-2028)
- Support the institutional capacity of KPAC to effectively manage funding to support policy advocacy, programme monitoring and community-led service delivery.
- Support planning capacity and systems at sub-national levels.
- Support prevention programming through strategic planning, implementation of social media interventions and producing print materials.
- Guide development and dissemination of relevant guidelines and standard operating procedures (SOPs) to support the expansion of biomedical prevention (PrEP) and differentiated HIV testing (provider-initiated, index, community-led and self-testing).
- Support development of evidence to support efficient allocation of funds across differentiated HIV testing services including provider-initiated testing, index testing and community-led testing.
- Support PrEP Implementation and the rollout of HIV self-screening in Eastern Highlands Province.
- Support with the implementation of a Gender Equality, Disability & Social Inclusion (GEDSI) Analysis, and development of a Monitoring, Evaluation and Learning (MEL) plan and governance manual.

III. Community-Led Monitoring Program (CLM) - (USAID): Provide technical oversight and program management support to KPAC to implement CLM activities
- Oversight for the Core CLM team
- Monitoring/mentoring support for KPAC implementation of 2024 scope of work (SOW) and lift-up funds for Anti natal clinic (ANC) CLM
- Development of ToR for hiring of consultants
- Coordination with FHI360 on the implementation of ANC CLM
- Development SOW for CLM year 4

IV. The Global Fund PNG Country Coordination Mechanism (PNGCCM) Strengthening Support – DFAT: Provide technical oversight to CCM Secretariate.

V. Managing relationships, partnerships, policy, and advocacy efforts, M&E
- Lead and coordinate the Implementation of the UN Joint Team on AIDS (UNJTA) activities in Eastern Highlands Province.
- Support the Development of the implementation plan and socialization/dissemination of the NSHS 2024-2028.
- Support the Grant-making activities GF 2025 -2026 funding cycle.
- Serve as UCO Focal Point and attend the HIV Technical Working Group (TWG), PrEP Sub-Technical Working Group and other Technical Working groups and strategically position the added value and recognition of CLS and CLM in the national HIV response.
- Lead the coordination with Health Equity Matters on providing support to KPAC organizational development
- Lead and support the development of a civil society advocacy strategy based on CLM evidence and mobilize technical support to facilitate its implementation.
- Provide policy and strategic advice relating to differentiated service delivery and CLM and scale up the partnership with the key CLS and CLM counterparts.
- Establish strong ties with national programmes, and relevant sectoral strategies, priorities, and plans.
- Coordinate monitoring and evaluation activities of the projects/initiatives under his/her portfolio.
- Facilitate knowledge management and sharing.

Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at master’s level or equivalent in degree in medicine, public health, international health, health economics, health policy, political science or any other relevant field. A relevant first-level degree and seven (7) years of relevant professional experience will be considered as equivalent for internal candidates only.

Desirable: Project management, civil society advocacy and coordination, community health and public administration.

Experience:
Essential: At least five (5) years of experience in managing projects and/or working with community and civil society organizations. Familiarity and deeper understanding of community-led services and CLM concepts and processes.

Experience in managing donor assistance projects of a similar size and scope and experience managing multi sectoral projects.

Desirable:
- Prior experience managing donor assistance projects of a similar size and scope and familiarity with the DFAT, PEPFAR/, CDC and Global Fund planning, implementation and reporting processes. Strong communication and interpersonal skills, including the ability to work effectively with diverse stakeholders.
- Substantial previous experience and knowledge of Papua New Guinea, an advantage.
Languages:
Essential: Proficiency in English.

Desirable: Knowledge of additional UN official languages

Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position, and its standard duration of assignment is linked to the ICSC hardship classification of the duty station. Annual salary: (Net of tax)
USD $ 64,121 at single rate
Post Adjustment: 60.8 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
