MANDATE OF THE DEPARTMENT:
The Regional Support Team (RST) for Eastern and Southern Africa (ESA) provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the Regional Support Team (RST) for Eastern and Southern Africa (ESA) promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.
UNAIDS is mandated by the UN General Assembly to collect data from countries and report progress towards global AIDS response targets.
The Data for Impact Practice leads this AIDS response tracking and reporting, tracks progress and responses towards established targets, identifies inequalities and gaps in the AIDS response, and works to enhance countries' strategic information capacities on the HIV epidemic and response with regards to epidemiology and demographic impact, prevention, treatment and care, societal enablers including laws and policies, and resources (resources with the Equitable Financing Practice). At country and regional level, the Practice leads the generation of strategic information to inform different programming and planning processes,and coordinates the joint programme planning and monitoring through the Unified Budget, Results and Accountability Framework (UBRAF).

Main tasks and Responsibilities of the Position:
Within the matrix management reporting structure of the East and Southern Africa Regional Office and the Global Data for Impact Practice, the Senior Regional Advisor focuses on a manageable set of deliverables that are aligned with the UNAIDS data for impact practices and the needs in Eastern and Southern Africa (ESA) region.
In addition, he/she will have the role of coordinating all the DFI activities in the region and avoiding duplication and ensuring the complementarity of activities. He / she will ensure that the data for impact advisers in the region are at the same level of expertise, fully equipped to perform their tasks optimally with increased support on granular data that can impact the HIV response in the countries and in the region.
He /she has the following key responsibilities:
1) Data collection, analysis and reporting
- Proactively coordinates, guides, and supports UNAIDS country offices, country data for impact advisers, their counterparts and others as required with strategies, processes and technical advice on a wide array of state-of-the-art data collection and analysis matters related to the epidemiology and the AIDS response, including:
- Compilation and analysis of data and trends on HIV epidemiology, key populations, geographical location, policies including societal enablers (including criminalization, gender equity and stigma and discrimination) and programmes that are part of the AIDS response;
- Triangulation and modelling of epidemiological and response data, including through the use of standard estimation tools, to assess impact and identify programmatic gaps with a specific focus on inequalities.
- Leads the compilation of country-specific data and analyses from UNAIDS country offices and regional sources that feed into regional assessments and reports for use by the regional support team, cosponsors, relevant regional political organizations, economic commissions, donors and other stakeholders.
- As appropriate contributes to the further development of regional strategic information hubs.
- In collaboration with the global center of DFI, coordinates UNAIDS reporting from the region, and makes contributions to global level data collection, analyses and reporting.
- Supports the development of evidence-based targets in countries related to the HIV response.
2) Evidence-based programmatic and policy advice
- Provides advice and builds national capacity to focus evidence-based response to relevant geographical areas and populations with a specific focus on inequalities.
- Provides strategic advice about specific programmatic actions and programming for the region based on evidence of the evolution of the epidemic and its response.
3) Capacity building and knowledge management
- Identifies needs, plans, coordinates, implements and evaluates regional capacity building activities for UNAIDS staff, national counterparts and others as required in collection, analysis, reporting and utilization of data, in collaboration with the global center "Strengthening capacities and dissemination" unit. Participates in global capacity building activities, as needed.
- Facilitates strengthening of national monitoring and evaluation systems including health information systems with a special attention to data quality and how to improve it (e.g. through the use unique identifiers) by direct interventions and strengthening the capacity in this respect of UNAIDS country office staff and their counterparts.
- Identifies and promotes good practices from within the region and from other regions to benefit the response in countries of the region, in other regions or globally, through appropriate representation of UNAIDS positions in the region.
4) Contributions to global processes
- Facilitates and coordinates monitoring and reporting at regional level and contributes data and analyses to the global level (through the Global AIDS Monitoring system).
- Monitors the United Nations Joint Programming on HIV, inter alia via the implementation of the Unified Budget, Results and Accountability Framework and the United Nation Sustainable Development Cooperation Framework.
5) Performs other duties as required.

Education:
Essential: Advanced university degree at Master´s level or equivalent in Public Health, Epidemiology, (Bio)statistics, Demographic Studies, or another field related to the responsibilities. A relevant first university degree and 12 years of relevant professional experience will be considered as equivalent for internal candidates only. |

Experience:
Essential: A minimum of 10 years of experience in HIV epidemiology, including extensive experience in health monitoring and modelling. Experience in the design, development and operational application of strategic information systems of AIDS programmes.
Desirable: Demonstrated knowledge and sound understanding of the United Nations Joint Programming on HIV. Prior experience in countries of the region and/or other regions that have a broadly similar pattern of the epidemic and its response. |
Languages:
Essential: Proficiency in English
Desirable: Knowledge of additional UN official languages preferably French and Portuguese..

Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The abovementioned position is a rotational position, and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
