MANDATE OF THE DEPARTMENT:
UNAIDS is mandated by the UN General Assembly to collect data from countries and report progress towards global AIDS response targets. The Data for Impact Practice leads this AIDS response tracking and reporting, tracks progress and responses towards established targets, identifies inequalities and gaps in the AIDS response, and works to enhance countries’ strategic information capacities on the HIV epidemic and response with regards to epidemiology and demographic impact, prevention, treatment and care, societal enablers including laws and policies, and resources (resources with the Equitable Financing Practice). At country and regional level, the Practice leads the generation of strategic information to inform different programming and planning processes, and also coordinates the joint programme planning and monitoring through the Unified Budget, Results and Accountability Framework (UBRAF).

The UNAIDS Asia Pacific Regional Office provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Asia Pacific Regional Office promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.

The HIV and AIDS Data Hub for Asia and the Pacific within the regional office (hereafter, the Data Hub) was launched in 2008 and has become a key resource and important support for countries and regional partners in the Asia Pacific region.

Main tasks and Responsibilities of the Position:
Reporting to the Regional Advisor, Strategic Information, the Officer, Data Hub takes a proactive role in supporting countries in data collection, organization and validation to generate strategic information for the regional office and partners. The Officer also performs data collation, analysis and synthesis to produce content and products on behalf of the Data Hub. The incumbent has the following key responsibilities:

1. Data collation, analysis and synthesis
- Conducts data collation, analysis and synthesis to prepare Data Hub products and populate websites, when necessary, seeking collaboration from regional and national partners for their Strategic Information needs.
- Coordinates the preparation of new Data Hub regional strategic information products such as data syntheses, reviews, presentations, talking points and others.
- Performs validity checks on newly obtained data. Prepares data in relevant, useful and user-friendly formats for various levels of stakeholders.
- Quality-assures products of the Data Hub.

2. Strategic Information support to country and regional partners
- Participates in the provision of strategic information support to country and regional partners in modelling estimates including of modes of transmission, new and prevalent HIV infections, AIDS deaths, treatment needs of
countries and others, using the established corporate tools.
- Coordinates submissions, responds to queries, validates and expands HIV and AIDS data for assigned countries, sub-regions, specific key populations, topics or else on demand.
- Identifies issues and builds partnerships with and capacities of key country and regional stakeholders around data generation, analysis and use.

Performs other duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master´s level or equivalent in Public Health, Epidemiology, (Bio)statistics, Demography or another field related to the responsibilities. For internal candidates, a first university degree with 7 years of experience will be considered as equivalent.

Experience:
Essential: A minimum of 5 years of experience in data management, statistical analysis and/or HIV epidemiology, including experience in health monitoring and modelling. Experience in the use of various research methodologies and sources, including electronic sources. Experience in public health data synthesis and analysis.

Desirable: Prior experience in countries of the region and/or other regions that have a broadly similar pattern of the epidemic and its response.
Languages:
Essential: Proficiency in English.

Desirable: Knowledge of additional UN official languages.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position, and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
USD 64121 at single rate
Post Adjustment: 41.8 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
