MANDATE OF THE DEPARTMENT:
The UNAIDS Regional Office for Asia and the Pacific provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes, and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Regional Office for Asia and the Pacific promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.

The UNAIDS Cambodia, Laos and Malaysia Country Office provide leadership and coordinates the expanded UN system response in Cambodia, Laos and Malaysia. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Cambodia Country Office scales up HIV services focused on key populations and locations most at risk. The UNAIDS Cambodia, Laos and Malaysia Country Office promote effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response in Cambodia, Laos, and Malaysia. It supports efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection, and human rights mechanisms, and provides support and technical guidance as necessary to national partners and policymakers. UNAIDS is mandated by the UN General Assembly to collect data from countries and report progress towards global AIDS response targets.
Main tasks and Responsibilities of the Position:
Within the matrix management reporting structure of the UNAIDS Cambodia, Laos and Malaysia Country Office and Regional Office for Asia and the Pacific, the National Programme Officer on HIV Prevention will support the UNAIDS Multi Country Office of Cambodia, Lao PDR, and Malaysia in providing normative and strategic guidance, technical assistance, and routine assistance for the implementation and improvement of the HIV prevention programming in country.

1) Programme Innovation for Combination HIV Prevention
- Support in providing normative thematic guidance in the activities to scale up HIV prevention interventions to achieve 95-95-95 targets and differentiated service delivery
models with a focus on those most vulnerable and addressing inequities in service access.
- Support technical and coordination guidance on implementation of national policies and protocol related to Combination HIV prevention (especially for key populations), differentiated service delivery approaches, including advocacy for the introduction of innovations and harmonization to global standards.
- Support national partners in adopting, implementing, monitoring, and reporting strategies and innovations on HIV Combination Prevention, especially interventions related to ARV-based prevention (U=U, PrEP), new prevention technologies and use of virtual space for delivery of services, as well as addressing persistent inequities in access to existing prevention interventions such as condoms and lubricants, and harm reduction services;
- Support the effective focus of HIV programming at country level for key populations and promoting approaches to scale up trusted service access platforms for key populations
- Support advocacy on greater focus of HIV prevention programme delivery to accomplish targets set in the NSAP and donor grants (i.e. HANSA).

2) Community Engagement
- Support normative thematic guidance in the national response in scaling up effective community-led service delivery approaches, including playing a key role in the coordination of community-led monitoring.
- Support community-led organizations and national HIV response to achieve the 95-95-95 targets through community-led interventions based on the updated 2024-2026 National Strategic Plan on HIV/AIDS.
- Encourage, guide and advocate for the inclusion of community-led responses into national AIDS strategies, plans and policies for prevention, treatment, care and support.
- Convene networks of PLHIV, key populations, and other affected populations with national decision makers and facilitate meaningful engagement of PHLIV, key population, and other affected community networks in decision making mechanisms.
- Support the effective leadership of communities, particularly of networks of people living with HIV and key populations, including women and youth-led PLHIV and key population networks, within strategic planning, policy, community development programmes and service delivery, including through community systems strengthening.
- Support relationship building with civil society and community leaders, ensuring to stay abreast of current/hot issues and tensions at national level and provides support, as we are able, to communities during human rights crises.

3) Elimination of HIV-related Stigma and Discrimination
- Support the development, implementation, monitoring, and reporting of the action plan for the Global Partnership of Action to end all forms of HIV-related stigma and discrimination.
- Support the advocacy and interventions to end criminalization and other forms of stigma and discrimination against people living with HIV and key populations.
- Support providing normative thematic guidance in the activities to implement HIV interventions to achieve 10-10-10 targets for the enabling environment.

4) Promotion of integrated services and systems for health and HIV
- Support national partners to integrate and institutionalize HIV into national efforts for health systems strengthening (HSS) and community systems strengthening (CSS),
including facilitating discussions (in collaboration with the sustainable financing practice) of Sustainability of HIV Financing into national Universal Health Coverage agenda and other social protection measures.
- Support and facilitate the work on people-centred and context-specific strategies and systems for HIV and health (including data and information systems) and programmes
for addressing comorbidities, coinfections and other health needs with a particular focus on health and HIV service access of people living with HIV, key populations and
other priority populations for the HIV response.
- Support national initiatives that integrate HIV into multi-sectoral approaches, including programmes related to urban settings.

5) Supporting partnerships between governments, ministries and key health development partners
- Supporting the day-to-day tasks related to partnership management with key donors related to HIV prevention at the country level, including participating and supporting
stakeholder meetings and reporting to partners.
- Support UNAIDS and Government of Lao PDR in providing direct support to country stakeholders to access and implement GF funding to address the most urgent gaps
and inequalities.

REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in public health, social or political science. A relevant first university degree and seven (7) years of relevant work experience will be considered as equivalent for internal candidates only.

Experience:
Essential: At least five (5) years of experience at national or international level in the area of programme development, evidence, policy analysis and monitoring and evaluation.

Demonstrated knowledge and sound understanding of the HIV response in Lao PDR.
Languages:
Essential: Proficiency in English and Lao
Desirable: Knowledge of additional UN official languages.

Annual salary: (Net of tax)
USD 35116 at single rate
