MANDATE OF THE DEPARTMENT:
The UNAIDS Regional Office for Asia and the Pacific provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes, and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Regional Office for Asia and the Pacific promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.

The UNAIDS Myanmar Country Office provides leadership and coordinates the expanded UN system response in Myanmar. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Myanmar Country Office scales up HIV services focused on key populations and locations most at risk. The UNAIDS Myanmar Country Office promotes effective use of strategic information to better understand and track the epidemic and its trends, and to measure progress and sustainable impact of the response in Myanmar.

It supports efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection, and human rights mechanisms, and provides support and technical guidance as necessary to national partners and policymakers.

Under the new Cooperative Agreement between CDC and UNAIDS (CDC/UNAIDS Co-Ag) for five years starting October 2021, it is aimed to build capacity of country to achieve HIV epidemic control and to support sustainability of country HIV responses in key areas of Strategic Information, Key Populations and Community Engagement. Strategic Information team contribute to building capacity on national HIV estimates, improving effective and
sustainable Health Information Systems, supporting Fast Track strategies to reach key populations and supporting community-led monitoring led by Community System Strengthening Team.
Main tasks and Responsibilities of the Position:
Under the overall guidance and support of UNAIDS Country Director (UCD), the incumbent is critical in the implementation of key activities and deliverables funded by extra-budgetary funding from CDC within the UCO's overall work across policy, community empowerment and support to Joint team.

Under the overall management of the UCD and the direct management of Policy and Strategy Adviser, the incumbent will liaise with various stakeholders in providing technical assistance to development of national strategy, guidelines for HIV response. The scope of work should also support donor grant development and HIV response reporting. Specifically, the main tasks of the position include:

Liaise with various HIV stakeholders to support the process of programme review and the development of the new National Strategic Plan, in terms of drafting terms of references, concept notes and adjudication reports to procure consultants/technical assistance as required.
- Work closely with admin and finance to ensure logistics support for recruitment of consultants are finished timely.
- Closely following up and supporting the consultants with regard to the completion of the workplan.
- Attend program-related meetings and prepare the minutes.
- Support the Joint United Nations Programme on HIV/AIDS such as planning of UNAIDS biennium workplan, supporting the co-sponsors for development of co-sponsors’ workplan and populate information and data in the web-based programme.
- Regularly follow up with co-sponsors for the implementation of the activities and preparing the Joint Program report.
- Attending webinars and workshops for timely planning of work planning and Joint Programme reporting.
- Support in developing training materials, organize and facilitate training and workshops on gender, human rights and social protection targeting networks and CBOs.
- Support the capacity building of community networks and CBOs such as providing and/or organizing capacity building trainings and workshops.
- Support to translation of policy papers, guidelines, manuals, other technical documents and IEC materials into local languages and printing.
- Liaise and coordinate with the UCO Community Systems Strengthening team, Strategic information team and other departments to ensure timely completion of activities which are set out in the workplan.
- Provide support on drafting of semi-annual report to USCDC and to UNAIDS HQ
- Perform other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree or equivalent in social sciences, development studies or public health (or a related field). For internal candidates, first university degree and 4 years of professional experience will be considered as equivalent.

Desirable: Specialization in one of those above fields.

Experience:
Essential: Minimum two years of professional experience working in Myanmar in the area of research, data and/or information management and analysis. Proven advanced knowledge of Excel and Access. Knowledge of Health Information System, mapping software and other statistical packages desirable. S/he should also be familiar with HIV epidemic and national response in Myanmar. Proven analytical thinking, drafting, and presentation and facilitation skills.

Desirable: Experience in the UN system, experience with people living with HIV
Languages:
Essential: Proficiency in English and Burmese.

Desirable: Knowledge of additional UN official languages.

Annual salary: (Net of tax)
USD $31332 at single rate
