MANDATE OF THE DEPARTMENT:
The UNAIDS Regional Office for Asia and the Pacific provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes, and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the UNAIDS Regional Office for Asia and the Pacific promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.

Main tasks and Responsibilities of the Position:
Under the overall guidance of the Regional Director, the Manager, Regional Operations provides oversight and policy guidance, and is overall responsible to ensure the efficient management of operations - administration, human resources management, budget, financial management, information technology, travel, procurement and contracting - within both the regional and the respective country offices in the region. The incumbent has the following key responsibilities: 1) Overall management of operations and provision of authoritative advice • Provides expert advice to the Director and staff of the regional office and the respective country offices in the region on the full range of operations management: administrative, human resources, budgetary, financial, information technology, travel, procurement and contracting, ensuring consistency in the application of relevant corporate rules and procedures across locations. • Provides guidance to, collaborates with, and builds capacity of staff in the region, particularly UNAIDS country office management, to ensure their full understanding of all applicable corporate operations guidelines and practices. • Institutes and enhances Risk Management and Internal Control systems, as appropriate, to facilitate efficient, effective and compliant implementation of the regional and country offices’ workplans. Organizes the operations functions at the regional office and monitors the work of operations staff in country offices and serves as a key advisor to country offices on Enterprise Risk Management (ERM) and Internal Control Framework (ICF). • Serves as the focal point in the regional and country offices on the introduction of new operations policies, processes, systems, platforms and tools, and leads relevant capacity building to all users in the region. • Ensures compliance by regional and country offices of mandatory management exercises within predefined deadline -– (i) Annual asset verification, (ii) Internal control assessments, (iii) Risk Assessments, and (iv) Lease verification. • Coordinates with relevant Global Centre departments the application of policies and procedures in the area of operations for the region and serves as a focal point for communications between Global Centre and Regional and Country offices. 2) Financial management and related matters • Develops the operational budget of the regional office and provides guidance and input to the operational budgeting of country offices. • Ensures oversight of efficient and compliant payment processes, monitoring, and control. Advises the Regional Director on fund utilization and ensures timely adjustments to respond to emerging needs at regional and country level, recommending reprogramming and coordinating and conducting all necessary consultations. • Provides senior management with historic patterns of financial performance and financial forecasts, providing advice on current/future levels of funding. • Coordinates activities and provides advice to the Director and the operations team in the region on audit exercises. Reviews internal and external oversight and audit reports and recommends appropriate course of action. Prepares draft replies. Oversees and supports regional and country offices in addressing observations from Internal and External audits in the region. Monitors the implementation of corrective measures. • Oversee the Financial and Procurement Delegation of Authority across the region as per guidelines of delegation. • Supports Global Centre, Regional Office, and Country Offices in the implementation of spot-checks and review of financial reporting of contractual partners. 3) Human resources management • Leads and supervises the regional operations/admin team, provides guidance to operations/admin/drivers’ staff in the region. • Acts as a second level supervisor for operations/admin/drivers’ staff in the region. • Advises the Regional Director and UCDs on operations/admin functions and needs in the region. 4) Other operations management activities • Oversees all contracting and contract administration activities ensuring compliance with the corporate regulations, rules, procedures, and guidelines. • Advises and guides staff in the regional and respective country offices on procurement and travel and promotes awareness across the region on good business practices and processes related to procurement and travel. • Contributes to the development of tools and platform for data and content management on operations-related matters and ensures information and knowledge sharing with relevant staff. • Leads emergency preparedness and business continuity activities and ensures safety and security of UNAIDS staff, assets, and premises. • Leads, coordinates, and serves as Vice-chair, of the Regional Programme Review committee (PRC), maintaining up-to-date minutes, decisions, and statistics. • Serves as Chair of the Regional Property Disposal Committee and coordinates the annual physical verification process of assets and inventory. 5) Representation • Represents the office in regional as well as locally held meetings, such as with other UN external / internal partners, banks and administrative suppliers. • Maintains contact and participates in meetings with other United Nations Agencies to coordinate on operational matters and activities and ensure that agreed harmonized business practices, such as those related to common premises and services, are implemented. • Represents UNAIDS in the R-OMT and related working groups. • Represent UNAIDS in Operations-related forums and groups in the region both within and outside the UN. Performs other duties as required.

REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree at Master´s level or equivalent in Public Administration, Business Administration, Economics, Finance, or another area related to the duties and responsibilities.
Desirable: Specialization or a relevant professional qualification in accounting, financial control, audit, or a related discipline. |

Experience:
Essential: A minimum of 10 years of operations management experience, including in more than one of the following areas: result-based budgeting, finance, logistics, travel and contract management, human resources management and learning at the international level. Experience with Enterprise Resource Planning Systems.
Desirable: Relevant international organizations’ experience, preferably including the United Nations system. |
Languages:
Essential: Proficiency in English.
Desirable: Knowledge of additional UN official languages.

Additional Information:
In-depth substantive knowledge of and experience in result-based operations work (budget, finance, logistics, human resources). Ability to disseminate good administrative/management practices including through learning activities. Ability to act as a credible voice in the operations field of work, including to identify opportunities for improvement, establish effective frameworks and maintain and grow relationships with internal and external organizational stakeholders. Strong interpersonal skills to build teams and foster respectful work environments.
