MANDATE OF THE DEPARTMENT:
The Management Department promotes effective Operations of the Joint Programme, and provides overarching management functions in human resources, finance, budget, information technology, and administration to enhance UNAIDS' capacity to implement its mandate and vision. Within the Management Department, Digital & Technology Solutions (DTS) ensures that information technology is a strategic enabler of the vision of Getting to Zero and contributes to the transition from managing a disease to ending an epidemic. The DTS team makes new ways of collaboration possible, facilitates greater sharing of knowledge, and provides new tools to reach out and communicate with our key stakeholders and constituencies. To play this critical role, the department is an agent of change, contributing to making UNAIDS work fast, smart and efficiently.
Main tasks and Responsibilities of the Position:
Reporting to the Lead, ICT Business Intelligence, the Officer, Business Intelligence analyzes requirements across UNAIDS (at user, unit or corporate level) and develops/refines solutions that, in concert with the overarching IT strategy, significantly improves the performance of individual staff and contributes to the achievement of UNAIDS goals. In developing solutions, the incumbent links user needs with the range of IT services by coordinating with relevant DTS colleagues. The incumbent integrates learning, testing & validation and performance assessment to deliver a comprehensive service. The incumbent also partners with staff in other teams to continually assess their IT needs and to provide the most relevant systems in support of their work.

In conjunction with the rest of the division, perform the technical management of the main UNAIDS information systems including the data analytics systems and corporate applications by ensuring reliable performance in conformity with organization needs and expectations.

Develop solutions in line with UNAIDS strategy, following industry standards and established content requirements and provide feedback on standards based on implementation experience.

Analyze, define and assess the evolving requirements for the UNAIDS information systems and implement solutions to meet these requirements.

Develop, refine, maintain and provide third-level support to the most relevant automated business systems for the UNAIDS user community, in line with information systems architecture.

Provide technical expertise and ICT project management support for the new corporate systems.

Partner with colleagues and teams to explore operational requirements, assess functionality of ICT systems and recommend optimal business solutions.

Keep track of new technologies, assess utility of off-the-shelf products and creation of internal systems within context of UNAIDS IT strategy, enterprise architecture and individual user needs, recommending appropriate usage.

Manage external contractors and consultants for the implementation of third-party applications and outsourced developments.

Develop training, testing and validation protocols that validate utility of systems while strengthening client literacy and ownership of their IT environment.

Perform other duties as requested by supervisor.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at the master's level or equivalent in Computer Science, Mathematics or a related field. A relevant first university degree and 7 years of relevant professional experience will be considered as equivalent for internal candidates only.

Experience:
Essential: At least 5 years of experience in the development of web based information systems and MySQL databases. Proven experience in developing data analytics solutions and building web sites using other CMS (Content Management System) including developing multilingual web application. Proven experience in architecting data warehouse and extracting data from heterogeneous data systems. Proven experience in Project Management (Prince 2 certification desirable) and managing external contractor (outsourcing). Proven experience in BI (Business Intelligence) and data analytics projects.

Desirable: Experience in BPMS (Business Process Management System).
Languages:
Essential: Advanced Level of English.
Desirable: Good working knowledge of French or another official UN language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's MobilityPolicy. The above mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
USD 64,121 at single rate
Post Adjustment: 40.1 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
