MANDATE OF THE DEPARTMENT:
To deliver the UNAIDS mandate and provide leadership in the global AIDS response, the UNAIDS Secretariat counts on a capable and highly qualified workforce that is multi-skilled, diverse, mobile and able to work across disciplines. Within the Management Department, the Department of People Management (DPM) ensures that human resources are aligned with the organizational strategy and priorities. The work of the Department is based on effective policies and services for recruitment, workforce staffing, organizational development, performance, staff support and culture change, security and Geneva Global Center building management.
Main tasks and Responsibilities of the Position:
Reporting to and under the guidance of the Director, Management, the Director, DPM, is responsible for the following:

1. Conceptualize, establish and advocate for a strategic human resources vision for UNAIDS, linked to the Global AIDS strategy and targets and the UNAIDS mission and results framework.
2. Lead the Department in the implementation of the UNAIDS Secretariat Human Resources Strategy through innovative and modern policies, procedures, systems and initiatives, with emphasis on a respectful workplace and ethical behaviours.
3. Provide leadership, management, motivation, and develop a new team of staff managing all aspects of organizational development, staff and support services, and staff safety and security to ensure the effective development and implementation of workplan, performance management, and monitoring and reporting of agreed results. Ensure compliance with all corporate Human Resources processes and frameworks.
4. Nurture an equal, safe and empowering work environment and culture within the team and work with counterparts in culture change and other key stakeholders to pursue an organization wide transformation towards such an environment.
5. Guide the on-going development, revision, management and implementation - including effective communication - of HR policies, procedures and systems across all levels of the organization.
6. Provide guidance and advice to senior management on the overall, strategic and legal management of workforce planning and human resources management at all levels.
7. Promote organizational development initiatives to support the strategic objectives of the organization, through learning and career development, performance and talent management, succession planning, and team building throughout the organization.
8. Oversee the effective provision of staff security and support services, ensuring timely and client-focused provision of HR and administrative services, and on-going constructive relationship with counterparts in WHO and human resources services providers and security interventions for emergencies affecting UNAIDS offices or staff.
9. Oversee the effective management of UNAIDS Headquarters facilities and conference services.
10. Ensure an on-going constructive and transparent relationship with the UNAIDS Secretariat Staff Association through regular exchange of information and proactive consultation on policies, procedures and initiatives.
11. Provide information on strategic human resources issues to the Programme Coordinating Board, and represent the organisation and work with relevant Inter-Agency bodies and external stakeholders as appropriate.
12. All other related duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university degree in human resources management, public administration or management, business administration, international relations, or other relevant academic subject area. For internal candidates, a first university degree and 17 years of relevant professional experience will be considered as equivalent.

Experience:
Essential:
At least 15 years of progressively responsible experience in human resources management in private or public organizations within an international environment, including at least 7 years in senior level positions in departments of Human Resources within the UN, directly managing HR teams.

Desirable:
Experience at regional and country levels.
Languages:
Essential: Advanced level of English and French

Desirable: Good working knowledge of another UN system official language
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy.

In addition to the salary, the post adjustment for Geneva applies.

Annual salary: (Net of tax)
USD 103660 at single rate
Post Adjustment: 75.6 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
