The Regional Office provides leadership and coordinates support for an expanded UN system response to ending the AIDS epidemic at regional and country level. It steers, promotes and supports regional and national partners and the UN system towards ending AIDS as a public health threat by 2030. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the Regional Office promotes effective use of strategic information of the epidemic trends and the status of its response and provides technical leadership on people-centered HIV prevention and response in the region focused on key populations and locations most at risk.
Main tasks and Responsibilities of the Position:
Under the guidance and direct supervision of the Manager, Regional Operations, the Officer, Operations, supports the effective financial and administrative management in the office. This specifically includes the management of the operating budget, financial analysis and reporting, and administration and has the following key responsibilities:

1 - Overall operations administration
a) Ensures the efficient delivery of operations and administration services including monitoring of financial, administrative, and human resources-related activities.
b) Assists in monitoring and assessment of the implementation of operational activities in the region and makes recommendations for systems and procedures strengthening.
c) Assists in the preparation and adjustment of the office´s operational workplans coordinating appropriate inputs and clearances from management and other staff in the office.
d) Provides backup support as required to ensure the smooth running of the office's operational activities and supervises regional quality control and compliance procurement team.
e) Supports Regional Operations Manager in coordinating the UCO timely completion of their year-end instructions Closure Checklists

2 - Financial administration and related matters
a) Ensures timely payments to suppliers, reviews bank reconciliations, petty cash accounts and clears monthly financial statements for signature by the authorized officer(s).
b) Assists in financial risk assessment of the UCOs and supports Regional Operations Manager in monitoring financial systems and reports for unusual activities, transactions investigating anomalies.
c) Supports the preparation and adjustment of the office´s budget coordinating appropriate inputs and clearances from management and other staff in the office.
d) Conducts funds utilization monitoring and assists in the preparation of periodic financial reports for the region in an appropriate format.

3 - Office administration activities
a) Assists in the management of common premises and services arrangements with other United Nations agencies, providing inputs as required.
b) Responsible for ensuring reconciliation of fixed assets and inventory of office premises, equipment and transport.

4 - Other operations management activities
a) Ensures the timely and accurate preparation and management of supply and service contracts and agreements. Reviews status of implementing partner contracts and ensures follow up with responsible officers on receipt of timely technical and financial reports including support in conducting spot-checks, liquidating final payments, closing and evaluating contractors.
b) Participates in routine human resources-related including staff development activities.
c) Ensures compliance with Minimum Operating Security Standards (MOSS), escalating any security and safety concerns as appropriate.
d) Contributes technically to the operational training in the UCOs as part of the raining plan or as determined by Regional Operations Manager.

Performs other duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree at Master´s level or equivalent in Public Administration, Business Administration, Economics, Finance, or another area related to the duties and responsibilities. A relevant first university degree and 4 years of relevant professional experience will be considered as equivalent for internal candidates only.
Desirable: Specialization or a relevant professional qualification in accounting, financial control or a related discipline.

Experience:
Essential: A minimum of 2 years of operations administration experience, including in one or more of the following areas: budgeting, finance, contract management or human resources management. Experience in the use of a variety of financial management tools and computer software packages.
Desirable: Relevant international organizations' experience.
Languages:
Essential: Fluency in French and working knowledge of English.
Desirable: Knowledge of additional UN official languages.
