MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to ending the AIDS epidemic at regional and country level. Promote, support and provide guidance to regional and national partners and the UN system in reaching Global AIDS targets by 2020 with a Fast-Track approach to rapidly scale up HIV services focused on populations and in locations most affected by the epidemic. Mobilize resources, political will and partnerships within the region. Promote effective use of strategic information and documentation of trends on the epidemic and the response as well as provide intellectual leadership on the status of the response to HIV in the region.

Main tasks and Responsibilities of the Position:
Under the guidance and direct supervision of the UNAIDS Regional Director for Eastern Europe and Central Asia, the Administrative Officer is responsible for the day-to-day running of the Regional Support Team (RST) Director's Office and for ensuring that the RST financial and administrative systems are implemented and maintained to ensure planned deliveries. The Administrative Officer assists programme implementation by delivering timely executive and administrative support to the RST Director on financial, human resources and protocol procedures, as well as overall guidance and monitoring of relevant political, programmatic, and other developments activities relevant to the work of UNAIDS and the United Nations in EECA, in collaboration with RST and UCO staff. The incumbent will be responsible for the following: Draft, manage and review the communication and correspondence of the RST Director, including briefing notes, reports, speeches, presentations, summaries and brief analysis of selected documents and submissions on key issues relevant to the RST EECA and UNAIDS. Ensure good information management systems and directories of the documents flows in the English and in Russian languages.
Provide overall support to the RST Director in supervision of the timely delivery and implementation of UNAIDS objectives, programmes and activities by ensuring of the the smooth running of the office agenda, the RST Director's meetings, participation in conferences, travel, and other special events. Oversee the planning, administering of protocols and organization of the RST Director's meetings, reports, schedule, and his/her participation in special events and acts as a substantive focal point as assigned by the RST Director.
Create and support monitoring and evaluation tools to track performance targets and brief the RST Director on developments through weekly, monthly, and/or annual reports. Assist in the preparation and review of biennial workplans and annual budgets and monitoring and reporting on implementation. Provide primarily data on implementation of the operational and programme plans to inform decision making. Analyze financial information and produce financial ERP reports.
Provide lead guidance, supervision and support in the RST on cost-effective policies and procedures in the field of resources management, and provide relevant oversight and guidance to other staff in the RST and in UNAIDS country offices to ensure that the operations of the RST are efficient, of a high standard and fully compliant with UN standards and procedures.
Coordinate implementation of the UN standard procedures in the RST and ensure that the staff is oriented. Manage common premises and services arrangements of the RST with other UN agencies in the UN House and track compliance to Minimum Operating Security Standards (MOSS) of the RST.
Manage human resources related issues and staff training activities; supervise UNAIDS General Service and related categories in the RST, including administrative, secretarial and clerical support as well as specialized technical functions; lead the administrative plans and allocate work assignments; coach, mentor, and evaluate the relevant staff; participate in recruitment and selection of new staff and in the development of training programs. Keep abreast of latest trends and developments in the area of assignment and provide inputs on issues to RST Director / UNAIDS RST staff.
Provide lead support for the participation and leadership role of RST Director and UNAIDS in the UN Team in Russia, the Security Management Team, the UN Regional System in Europe (R-UNSDG and RCM), the Regional UNAIDS Joint Team / Cosponsors, and other regional fora, trainings and events (RMMs, SDG reviews, UN Cares / UN For All and UN Plus initiatives, etc).
Assist in the coordination and collaboration among the RST, UNAIDS Headquarters, Departments, and UNAIDS Country Offices and ensure reports and procedures are provided to senior management and partners at regional level upon request. Provide guidance to the UNAIDS Country Offices on operations and human resources issues as required.
Develop and maintain relations with contacts inside and beyond UNAIDS/UN and advise them on UNAIDS related issues. Consult UNAIDS Country Offices and UNCTs / UNRCs in EECA without a UNAIDS Country office when required.
Perform other related duties as assigned by the supervisor, including replacing and/or backstopping for others.

REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree or equivalent in Business, Public Administration, Finance, Accounting, Management and/or related Fields. First university degree and 7 years' experience will be considered as equivalent for internal candidates only. |

Experience:
Essential: 5 years of relevant experience in administration, financial management, logistics, and Human Resources in Private or International Organizations. Experience in the use of standard office computer applications/software, applications relevant to management information and financial systems such as Enterprise Resource Planning Systems. Desirable: Experience of UN operations at country level.

Languages:
Essential: Advanced knowledge of English and Russian. Desirable: Good working knowledge of another UN language and/or good working knowledge of a local language
