MANDATE OF THE DEPARTMENT:
The Community Support, Social Justice and Inclusion Department leads and supports advocacy efforts to place human rights, gender equality and community engagement at the center of policy and programmatic efforts to scale up HIV testing, prevention, treatment, and care services. The department strategically engages and reignites the leadership of young people, people living with HIV (PLHIV), women, key populations, human rights defenders and other movements for social justice. It supports development of global and national policies and strategic interventions to address critical enablers to ensure that AIDS responses are grounded on human rights, gender equality, participation and inclusiveness and diversity, and leverages and supports work across SDGs 3, 5, 10, 16 and 17.

The Community Mobilization (CM) team works to foster change through activism and community engagement. It champions bold and dynamic collaboration with communities for an AIDS response grounded in rights, equity and social justice, and with people living with HIV and key populations at the centre. Through harnessing the strategic strengths of a broad range of civil society organizations (including NGOs, CBOs, FBOs, and organizations of PLHIV and key populations) it provides leadership and vision to strengthen the AIDS response at all levels. It articulates UNAIDS’ strategic direction for working effectively with civil society, to optimally mobilize new partners for the AIDS response, sustain and deepen the involvement of those already engaged and broker linkages between partners and sectors in effective AIDS action to the benefit of affected individuals and communities. CM also strengthens the capacity of the UN and partner organizations to work effectively on social and programmatic enablers and provides liaison with Cosponsors on civil society and community mobilization issues.
Main tasks and Responsibilities of the Position:
Under the supervision of the Special Adviser, Community Mobilization, and working in close collaboration with the other staff members, the incumbent is assigned the following responsibilities:

Build and strengthen partnerships with global, regional and country level networks of people living with HIV and ensure regular information sharing and engagement between UNAIDS and PLHIV networks, including networks of women and young people living with HIV.

Provide guidance and technical assistance for regional and country offices and teams across UNAIDS HQ to ensure meaningful involvement of people living with HIV and to link networks of people living with HIV with technical and other resources, as available.

Lead ongoing dialogues with PLHIV networks to support UNAIDS to understand and respond to priorities of people living with HIV, to share information, and to highlight advocacy led by people living with HIV.

Proactive engagement with UN agencies for the development, enhancement and
effective implementation of UN HIV sensitive workplace policies necessary for supportive, inclusive and safe environments for all UN employees living with or affected by HIV.

Liaise with HRM to provide advice to UN+ members and other UN staff living with HIV seeking guidance on HIV workplace related issues such as, but not limited to, insurance, stigma and discrimination and confidentiality and make referrals when necessary.

Coordinate the production, translation and dissemination of key documents for the quality of life of people living with HIV, including supporting appropriate participatory and community-led research as needed.

Foster and maintain relationships with key partners such as UN Cares team, Human Resources Directors, HIV Learning Strategy Facilitators, UN Medical Services. Staff Associations, FICSA, Ombudsmen and Staff Counsellors.

Establish and maintain contact with UN+ members including facilitation of discussion and online communications, dissemination of information via the UN+ website, and convening and reporting to the UN+ Advisory Group.

Support, as requested, the development of positive staff groups within other institutions.

Ensure UN+ participation and visibility at key events.

Perform all other related duties as assigned, including replacing and backing up others.
REQUIRED QUALIFICATIONS
Education:
Essential: a Masters’ degree or other advanced university degree in social sciences, health, communications or international relations or a related subject. A relevant first university degree and 9 years of relevant professional experience will be considered as equivalent for internal candidates.

Experience:
Essential: At least 7 years’ experience in HIV advocacy, organizational development, community-led research, community mobilization, and/or partnership and policy development, working with people living with HIV networks and organizations. ,At least 4 years’ experience at the regional and/or international levels working with diverse stakeholders.
In depth understanding and experience of dealing with the multiple challenges faced by people living with HIV such as stigma, discrimination, health and workplace related issues as well as the mechanisms for self-empowerment, community advocacy, and mutual support developed by networks of people living with HIV
Desirable: Experience of having worked with diverse key population groups.

Desirable: Strong communication skills and experience. Experience protecting confidentiality.
Experience with, or good understanding of, the UN system.
Languages:
Essential: Advanced knowledge of English. Knowledge of another UN official language would be an asset.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
USD 72,637 at single rate
Post Adjustment: 64.3% % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
