MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to AIDS at country level. Promote, support and provide guidance to partners and the UN system at country level to Fast-Track HIV prevention, treatment, care and support and in the achievement of the goals of the UNAIDS Strategy for 2016 - 2021 and the targets of the 2016 Political Declaration. Coordinate the development of strategic information and document the trends on the epidemic and the response as well as provide intellectual leadership on the status of the AIDS response in the country.
Within the framework of the H6 Partnership, the Government of Canada is providing financial assistance to support a joint project which include UNFPA, UNICEF, PAHO/WHO and UNAIDS and named "Resiliency of maternal, neonatal and child health system in the departments of the South and Grande Anse". The purpose of this grant, partially implemented through UNAIDS will build sustainable and resilient strategies and approaches, especially at the lower levels of the health pyramid and in communities. UNAIDS will lead the coordination of the HIV response in support of the government. The project officer will support, monitor and coordinate the execution of the project activities in close collaboration with other UN agencies include in the initiative and the Ministries of Health and Gender at Department Level.

Main tasks and Responsibilities of the Position:
Under the overall supervision of the Country Director and working closely with the Community Mobilization and Networking Adviser and others, the Project Officer will fulfill the following role: Provides technical support for the implementation of interventions aimed at strengthening the access and use of reproductive health services, particularly for reducing morbidity and maternal mortality in the departments of Sud and Grand-Anse; with a focus on comprehensive management of sexual violence, promotion of adolescent / youth reproductive health (SRAJ) and HIV prevention. Coordinate and facilitate national capacity building activities at the departmental level and ownership of implementation strategies for efficient and sustainable project implementation. Establishes and implements mechanisms to systematically evaluate the achievement of project and activity results, by conducting regular field visits to both districts, participating in meetings and evaluation missions, preparing data regular reports on the status of project progress. Analyzes the factors that fundamentally affect the achievement of results. Recommends readjustment or catch-up actions and ensures follow-up of recommendations Work to make the project visible by producing evidence on the relevance and impact of the project and getting partners to become more involved in the implementation and communication of the program Ensures the quality of project implementation by integrating lessons learned, policies and best practices and by setting up appropriate systems and mechanisms for implementation and monitoring, in collaboration with the governmental side, NGOs, and the other partners. Document good practices and capitalize on successful experiences and formulate them for scaling up Reports: The project officer will develop an annual results-based work plan that will be broken down into a quarterly work plan. A report summarizing the progress of activities in the departments should be produced at the end of each quarter. An annual activity report will be developed at the end of the project to inform the final evaluation report. Perform any other duties as required

Education: Essential: Advanced university degree in Public Health and/or Community Health, Social Science (Psychology, Sociology etc) or a related field. A first university degree and 4 years of relevant professional experience will be considered as equivalent for internal candidates only. |

Experience:
Essential: 2 years of professional experience in the management of programs / projects in the public or private sector and in-depth knowledge of the national health system; extensive knowledge of HIV, gender-based violence and community health Desirable: Experience in project management and implementation. |
Languages:
Essential: Advanced level of French, as well as a command of oral Creole. Desirable: Good working knowledge in English
