MANDATE OF THE DEPARTMENT:
The Joint United Nations Programme on HIV/AIDS (UNAIDS) is an innovative partnership that leads and inspires the world to achieve its shared vision of zero new HIV infections, zero discrimination and zero AIDS-related deaths. UNAIDS unites the efforts of 11 UN organizations-UNHCR, UNICEF, WFP, UNDP, UNFPA, UNODC, UN Women, ILO, UNESCO, WHO and the World Bank and a Secretariat - and works closely with global, regional and national partners towards ending the AIDS epidemic by 2030 as part of the Sustainable Development Goals. The Programme Branch provides leadership and coordinates support for an expanded and integrated UN system response to AIDS at country, regional and global levels. It promotes the production and use of strategic information on the HIV epidemic, including information on epidemiologic status, economic and demographic impact; costing of interventions, prevention and care gaps and strategies; the scale-up and implementation of monitoring and evaluation efforts and direct support to enable countries and regions to implement the findings. In addition to expanding the evidence base for the AIDS response, the Programme Branch focuses on key aspects of the response, including regional and country collaboration for increasing the cost effectiveness and efficiency of country programmes, eliminating infections in children, creating sustainable and affordable treatment and care activities.

Main tasks and Responsibilities of the Position:
The Deputy Executive Director supports the Executive Director of UNAIDS in the overall management of the Joint Programme and is involved, directly or indirectly, in all aspects and levels of its work. The Deputy Executive Director, within the delegated authority, assumes responsibility for running the UNAIDS Secretariat in the absence of the Executive Director.
Under the overall guidance and in collaboration with the Executive Director, the incumbent:
1. Leads, initiates, facilitates and advances UNAIDS Programme Branch with a strong emphasis on strategic information, data strengthening, strategic planning; leading, motivating and managing staff at all levels, and providing overall guidance and direction on policies and strategies; 2. Champions UNAIDS's mission, goals, objectives and priorities to ensure their visibility to Cosponsors in assisting the UN system at Country level to work in an integrated and complementary fashion, with emphasis on strategic information, policy and strategic guidance on HIV, and to raise awareness of UNAIDS' mandate and work with potential new partners, other organizations and institutions to establish productive working relations; 3. Provides authoritative specialized advice and support to Governments, Joint Teams, and UNAIDS Cosponsors in all aspects of strategic information, policy guidance, national strategic planning, programmatic priority-setting and programme implementation related the response to HIV, and guiding the UN system at Global, Regional, and Country level to work in an integrated and complementary fashion; 4. Coordinates and advises Cosponsors and other UN organizations to facilitate the provision of technical and programmatic support to governments and civil society to deliver an expanded response to HIV; 5. Provides expertise and authoritative advice on effective approaches to ending the AIDS epidemic as a public health threat while partnering with bi-lateral and multi-lateral aid organizations, Non-Governmental Organizations, community-based organizations and people living with HIV; 6. Provides coordination and leadership for the Branch on tracking, monitoring and evaluating the status of the epidemic and the effectiveness of the response, in close collaboration with Cosponsors and other stakeholders; 7. Ensures the development, and dissemination of highest quality and timely strategic information, policies and technical information, guidelines, research, and best practices related to all sectors involved in the response to HIV with particular attention to accelerating work on human rights and prevention; 8. Leads the management of UNAIDS Secretariat Programme Branch, with particular attention to strengthening programme staff capacities that incorporate international best practices, strategic information, integrated planning, effective resource management and monitoring, and programme monitoring and evaluation; 9. Ensures proactive stewardship and efficient utilization of available resources, by overseeing the organization of partner and stakeholder consultations with broad attendance, encouraging the participation of new entities to enhance partnerships, and developing mechanisms for and promoting an effective and substantive exchange of views and sharing of experience with all stakeholders including Governments, civil society, people living with HIV, donors, regarding HIV-related development issues; 10. Leads the UNAIDS Secretariat Programme Branch contributions to the UBRAF and PCB processes and outcomes.

REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree in public health, social or physical sciences, development studies, international relations and/or social planning. Desirable: PhD qualification in one or more of the above areas.

Experience:
A minimum of 18 years' experience in increasingly challenging leadership and advisory functions at a senior management level in development cooperation programmes at international levels, with demonstrated achievement in developing countries. Experience with and knowledge of the United Nations system in technical programmes, complemented by demonstrated experience in relevant areas of UNAIDS such as Strategic information, HIV Programming, Policy Development, and Monitoring and Evaluation. |
Languages:
Essential: Excellent knowledge of English and working knowledge of French. Desirable: Knowledge of another UN official language an asset.

In addition to the salary, the post adjustment for Geneva applies.
