MANDATE OF THE DEPARTMENT:
The mission of the Strategic Information and Evaluation Department is to generate strategic information and analysis that increases better understanding of the state of the AIDS epidemic and the progress made at national, regional and global levels. This Department enables UNAIDS to strengthen its role as the global repository for data and analysis based on strategic information, technical assessment and outcome analysis, drawn from the best available biomedical, and social sciences, and bringing together different sources of data, methodologies and stakeholders.

The Evaluation and Economics division provides strategic leadership on policies and approaches for achieving the HLM goals related to the efficiency and financing of HIV responses. It provides economic analysis, including of HIV programme expenditure, resource allocation, source and channel of funding; identifies costs, cost drivers and technical efficiencies in programme design and implementation; spearheads the analysis of programme and intervention effectiveness for improved outcomes and impact, and leads a comprehensive global evaluation agenda, including identifying promising country response models for further investigation. It engages and supports key stakeholders to support programmes to achieve more value for money and become financially sustainable.
Main tasks and Responsibilities of the Position:
Under the overall guidance of the Chief, Evaluation and Economics Division and in close collaboration with other members of the division and departments, as well as technical staff working for Cosponsors and other key partners, the incumbent is assigned all or part of the following responsibilities:

Gather, review and produce analysis of country and global costing data as basis for further development of UNAIDS' efficiency agenda, including the linkages with policies and actions to increase country programme performance and strengthen stakeholder accountability and aid effectiveness.

Lead the global, regional and country analysis on costing data of key services including but not limited to unit costs of facility-based or community-based basic programmes, and critical enablers as key components of the AIDS response; support countries in making available or generating this type of data; populate the unit-cost repository; and develop innovative cost estimation projects to achieve greater efficiencies in countries.

Play a key role on the analysis of return for investment, cost-effectiveness and efficiency analyses of key interventions, different service delivery models according to types of providers, HIV epidemics or contexts.

Elaborate guidelines for countries on the utilization of resource tracking data collected with the National AIDS Spending Assessments, or similar available tools, for the estimation of financing gaps and as input for allocative and technical efficiency analyses. In collaboration with programme experts, develop cost-effective benchmark packages of services.

Commission HIV financial, social accounting and economic evaluation external studies toward achieving results and ensuring value for money and drawing the attention of the Chief Economics and Evaluation Division on strategic issues within her/his scope of work.

Proactively coordinate the organization's efforts to support countries to identify available pieces of information or needs for further production of data to develop Investment Cases in close collaboration with the RSTs, UCOs, UCCs and Investment & Efficiency UNAIDS advisers, as well as to the coordination between UNAIDS and other organizations engaged in costing, cost-effectiveness, return for investment in the health or development arenas.

Perform other related duties as assigned, including replacing and backstopping for others as directed by Division Chief.

REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in economics or a related field, with specialization in areas related to health management.

Experience:
Essential: A minimum of 11 years of working experience in quantitative economic analysis; demonstrated expertise in the different areas of health economics; including in resource tracking of Health and/or HIV programmes, costing and cost effectiveness analyses.

Desirable: Good knowledge of the UN System or UNAIDS or a sound knowledge of the respective mandates.
Languages:
Essential: Advanced knowledge of English.
Desirable: Knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
US$ 80,887 at single rate
US$ 87,069 with primary dependants
Post Adjustment: 103.3 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
