MANDATE OF THE DEPARTMENT:
The mandate of the Regional Support Teams is to provide leadership and coordinate support for an expanded UN system response to AIDS at regional and country levels. Promote, support, and provide guidance to the UN system in the region on Universal Access to HIV prevention, treatment, care and support and implementing the Global Task Team recommendations. Coordinate the development of strategic information and document the trends on the epidemic and the response as well as provide intellectual leadership on the status of the AIDS response in the region. Provide managerial support and technical advice and guidance to UNAIDS country offices.
Main tasks and Responsibilities of the Position:
UNAIDS is working with countries and civil society to move towards gender-transformative HIV responses that catalyze gender equality and social change for women and girls, drawing upon the UNAIDS Agenda for Accelerated Country Action for Women, Girls, Gender Equality and HIV.
Guided by the UNAIDS Strategy 2011-2015: Getting to Zero and in support of the 2011 HLM Political Declaration, UNAIDS key functions are to 1) provide strategic and intellectual leadership leveraging the comparative advantages of Cosponsors and partners for tangible results; 2) undertake evidence-informed political advocacy for firm political commitment to the achievement of the MDGs, in particular 3, 4, 5, and 6; and, 3) foster innovative partnerships, including with networks of women living with HIV and the women's movement, enabling synergies to leverage resources
Under the overall supervision of the RST Director, the Gender Equality Adviser will:
The incumbent will be assigned all or part of the following responsibilities:

LEADERSHIP FOR HUMAN RIGHTS AND GENDER EQUALITY: Proactively promote efforts and support UNAIDS to exert strategic leadership on human rights and gender equality at country level by providing strategic policy/programmatic guidance to UCO colleagues, cosponsors and, as necessary, to international partners on national human rights based and gender-transformative HIV responses, including human rights, law, gender equality and transformation, gender based violence, sexual and reproductive health and rights, ethical issues and rights-based programming and by establishing and strengthening alliances with civil society and movements for social justice in line with the local epidemic(s) and context and, working closely, as appropriate, with the Community Mobilisation and Networking Advisor.

EXCELLENCE IN NATIONAL PLANS, POLICIES AND FRAMEWORKS: Advise and guide country partners on the integration and implementation of HIV-related human rights and gender equality principles, norms and evidence-informed programmes in national legislative frameworks, HIV policies and plans and other relevant development plans, policies and frameworks, in line with the local epidemic(s) and context.

INFORMATION AND ACTION FOR SOCIAL CHANGE: Monitor trends and developments in, and support the assessments of, the legal and social environment within the country, in partnership with people living with HIV, women's movements, and members of key populations, and convene/catalyse partners who can exert positive influence to reduce stigma and discrimination, address harmful gender norms and practices and advance protective laws, gender equality and access to justice.

ALLIANCES FOR HUMAN RIGHTS AND GENDER EQUALITY: Provide support and engage key partners, including parliamentarians; women leaders; judiciary; police; Ministries of Justice, Interior, Gender/Women's Affairs, Development, Health, and Social Protection; National Human Rights Institutions; civil society organisations working on human rights and gender equality and groups/networks of key populations in the HIV response, working closely, as appropriate, with the Community Mobilisation and Networking Advisor.

ACCOUNTABILITY AND LINKS TO GLOBAL MECHANISMS: Leverage global accountability mechanisms and processes (e.g. UNAIDS Programme Coordination Board, UN reporting, including UN Women, Human Rights Council's Universal Periodic Review; human rights treaty body reporting; Global AIDS Response Reporting, CEDAW, ECOSOC, CSW) to reinforce mutual accountability and for political advocacy and mobilize resources.

DELIVERING AS ONE FOR RIGHTS AND GENDER: Closely collaborate with cosponsors and proactively facilitate human rights and gender equality policy and programmatic coherence across the work of the Joint UN Team on AIDS, Joint UN Team on Gender, and leverage synergies between the UN's work on HIV and its broader work for human rights and gender equality.

Any other related duties as assigned.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in law, social science, development, human rights, public health, women's studies, international relations and/or public administration, complemented by specialization in gender, law and/or human rights.

Experience:
Essential: At least seven years experience in human rights, law, and/or gender equality as related to the HIV epidemic, country-level programming and/or human rights/gender equality advocacy and planning processes.

Desirable: Experience at country level or with UN System, UNAIDS, national or international institutions, with a sound understanding of their missions, mandates and operations.
Languages:
Essential: Advanced knowledge of English or advanced knowledge of Spanish.
Desirable: Knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
Annual salary: (Net of tax)
US$ 67,483 at single rate
US$ 72,467 with primary dependants
Post Adjustment: 40 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
