MANDATE OF THE DEPARTMENT:
The Rights, Gender and Community Mobilization (RGCM) Department aims to catalyze structural and social change by using AIDS as a pathfinder. It directs and coordinates UNAIDS work on human rights, gender, and community mobilization while building internal UN capacity and accountability around these priorities. The Department builds policy and evidence-base for 'critical enablers' to secure an effective, strategic response grounded in human rights, gender equality and diversity and contributes to achieving Universal Access and the targets of 2011 Political Declaration on HIV/AIDS. It spearheads innovative partnerships with social protection, health, development and women's movements to achieve social transformation and works to strategically engage and reignite the leadership PLHIV, key population movements for social justice. RGCM comprises the Human Rights and Law (HRL), Gender Equality and Diversity (GED), and the Community Mobilization units.

The Human Rights and Law unit will provide leadership, strategic information, coordination, programmatic guidance and technical support for human rights and enabling legal environments in the AIDS response. It ensures that global standards and commitments translate to human rights action and legal protection at country level, support stakeholders to respond effectively in rights terms, and build alliances for human rights, dignity and security within the Joint Programme and beyond.
Main tasks and Responsibilities of the Position:
Reporting to Director, Rights, Equality, Community Department, the incumbent is assigned the following responsibilities:

Human rights management:
Lead, manage and coordinate the work of the Human Rights and Law team, including but not limited to: elaborating and overseeing the team strategy and workplan, budget, and individual work plans; advising, guiding and motivating staff, promoting team work and excellent performance within the team, division and department, and resolving problems towards achieving the mandate of the team.

Human rights vision and coordination:
Provide vision and leadership in the elaboration of strategies and policies regarding human rights, law and ethics, including those to reach the targets of the 2012 Political Declaration on HIV/AIDS, the objectives in the UNAIDS Strategy Getting to Zero and the MDGs. Advise UNAIDS Cosponsors, UN human rights bodies, the EXO and other UNAIDS staff in HQ, RSTs and UCOs concerning human rights and legal strategies, goals and programmes relating to HIV. Coordinate, design and lead strategic and technical work, reference groups, task teams and steering committees to build consensus and action for effective, coordinated and consistent rights-based policies.

Human rights influence:
Develop, promote and represent UNAIDS' positions regarding HIV-related human rights and law. Influence policy, positions and programmes of UNAIDS and partners on HIV-related human rights and law, leading efforts around human rights and HIV messaging, seizing strategic opportunities, and galvanizing action toward improving social and legal environments so as to critically enable effective national responses. Convene UNAIDS staff and partners to support their work to reduce discrimination and stigma; eliminate HIV-related travel restrictions; and implement protective not punitive laws, based on regional and national epidemic realities.

Human rights alliances:
Establish and strengthen strategic alliances with other social justice movements, including in the areas of human rights, women's rights, sexual and reproductive health and rights, governance, rule of law and disability. Establish and strengthen productive relationships between UNAIDS and cosponsors, governments, UN and regional human rights bodies, donors and civil society, to promote synergies and action on HIV-related human rights and law. Convene RSTs and UCOs to engage with regional human rights bodies, and in country, with Ministries of Justice, Interior, Gender, Parliaments, judiciary and National Human Rights Institutions.

Human rights strategic information:
Lead and oversee the production / analysis / synthesis / packaging of strategic information on human rights and law related to HIV, including research studies and monitoring and evaluation reports; the conduct of analysis of achievements and gaps; and the production and dissemination of up-to-date information within UNAIDS, cosponsors, and the global community. Lead the review and analysis of information related to human rights and law for UNAIDS flagship reports and reporting to the PCB, donors and relevant high level events.

Human rights impact:
Provide vision and strategy, motivation, accountability and support on how UNAIDS Secretariat, Cosponsors and partners can best translate global norms and commitments to effective and rights-based responses to HIV. Create and guide linkages and synergies between HQ, RSTs, and UCOs to intensify efforts to achieve progress towards High Level Meeting targets and the UNAIDS Strategy at the country level.

Human Rights Excellence:
Oversee the provision of training and technical support on HIV-related human rights and law to strengthen HQ, regional and country capacity to advocate on, seize strategic opportunities, respond to crises and integrate HIV-related human rights and ethics in regional and national legislative frameworks and HIV policies, plans and Operational Strategies.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in law, and extensive studies involving international human rights.

Desirable: Degree or studies in international relations, international law, ethics, political or other social science.

Experience:
Essential: Over 15 years of professional experience, including international experience, working in the area of law and human rights, policy analysis and development, international affairs, and political and strategic planning; with significant experience regarding multilateral, multi-stakeholder settings and familiarity with the UN system

Desirable: Broad experience with and knowledge of the HIV epidemic and its human rights and legal challenges.
Languages:
Advanced knowledge of English. Knowledge of another UN official language an asset.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
Annual salary: (Net of tax)
US$ 95,575 at single rate
US$ 103,400 with primary dependants
Post Adjustment: 103.3 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
