MANDATE OF THE DEPARTMENT:
The mission of the Strategic Information and Evaluation Department is to generate strategic information and analysis that increases better understanding of the state of the AIDS epidemic and the progress made at national, regional and global levels. This Department enables UNAIDS to strengthen its role as the global repository for data and analysis based on strategic information, technical assessment and outcome analysis, drawn from the best available biomedical, and social sciences, and bringing together different sources of data, methodologies and stakeholders.
The Economics and Evaluation division provides strategic leadership on policies and approaches for achieving the HLM goals related to the efficiency and financing of HIV responses. It provides economic analysis, including of HIV programme expenditure, resource allocation, source and channel of funding; identifies costs, cost drivers and technical efficiencies in programme design and implementation; spearheads the analysis of programme and intervention effectiveness for improved outcomes and impact, and leads a comprehensive global evaluation agenda, including identifying promising country response models for further investigation. It engages and supports key stakeholders to support programmes to achieve more value for money and become financially sustainable.

Main tasks and Responsibilities of the Position:
Under the overall guidance of the Chief Economics and Evaluation and in close collaboration with other members of the division and department, health economists working for Cosponsors and other key partners, the incumbent is assigned all or part of the following responsibilities:
Take a lead role in the gathering, review and effective analysis of macro-economic and health economic research findings, academic literature, experiences and lessons learnt from country programmes, and other available sources, with a view to elaborate approaches and promote best practices for HIV financing, including innovative financing strategies and policies, and to draw the attention of the Chief Economics and Evaluation and Director, Strategic Information and Evaluation on sensitive issues.
In close collaboration and leveraging support in the team and departments throughout the Secretariat at headquarters, from Regional Support Teams and UNAIDS Country Offices, as well as Cosponsors and key partners, further develop the UNAIDS economics and financing agenda; develop policy guidance for sustainable financing, taking into consideration countries' ability to pay and external aid needs, as well as overall shared responsibility and national ownership principles.
Proactively collaborate with a broad range of partners such as the World Bank, GFATM, PEPFAR, Bill and Melinda Gates Foundation (BMGF), among others, to propose and recommend approaches to ensure value for money, and financial sustainability and country ownership of HIV responses.
Provide expertise and authoritative advice to regions and key countries, including specifically to UNAIDS Investment and Efficiency Advisers, regarding national HIV financing needs, potential innovative funding sources, mechanisms and channels for health and HIV financing, solvency, with particular attention to social health insurance, as well as the economic returns of effective HIV programmes and the need and potential for reducing out-of-pocket spending.
Take a leadership role in the work of the UNAIDS Economics Reference Group (ERG), including but not limited to representing EIP and UNAIDS, participating in the International AIDS Economic Network and other working groups, recommending and identifying priorities for research, facilitating policy development; and ensuring coordinated research priorities and agendas involving international partners.
Perform other related duties as assigned, including replacing and backstopping for others.

Education:
Essential: Advanced University degree in economics or a related field, with specialization in health economics.
Desirable: PhD or higher degree in one of the above.

Experience:
Essential: A minimum of 11 to 15 years of professional experience in health economics and/or health financing at national level, involving UN and/or multilateral organizations, including experience at international level. Good experience and demonstrated track record in health planning and implementation of macro-economic analysis, costing and financing national and global health and HIV responses, including best practices for the collection and assessment, interpretation and dissemination of findings; as well as methods to produce economic estimates.
Desirable: Experience in economics analysis and modeling, costing delivery of health or other development areas, with experience in the UN System or UNAIDS or a sound knowledge of the mandates.

Languages:
Essential: Advanced knowledge of English, with a good working knowledge of French.
Desirable: Knowledge of another UN official language.

Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
