MANDATE OF THE DEPARTMENT:
The Evidence, Strategy and Results Department leads the UNAIDS technical and programmatic approach to the HIV epidemic and enhances understanding of the global response. It develops evidence, strategies and tools to improve decision-making, analyses trends and engages stakeholders at all levels to expand knowledge and maximize the use of resources. The Department contributes to achieving Universal Access and the MDGs through advocating ambitious and effective policies and programmes to address the needs of vulnerable people. ESR comprises the Prevention, Vulnerability and Rights (PVR) and the Improved Country Response (ICR) divisions.
The Information for Improved Country Response (ICR) Division generates information on the epidemic and the response to inform and guide decision-making and implementation of AIDS programmes at all levels. It designs and promotes innovative methods for knowledge sharing in order to guide practical, forward-looking programmatic decisions and improve results in communities and at the country level, regionally and internationally. The Division leads the harmonization and integration of measurement systems, tracks national and international resource flows, generates estimates on resource needs, and identifies areas for efficiency gains.

Main tasks and Responsibilities of the Position:
Under the supervision of the Team Leader, Response Monitoring and Analysis Team, the incumbent is assigned the following responsibilities:
Proactively participate in promoting and strengthening the use of Strategic Information (SI) tools by national AIDS programmes, with emphasis on "know your epidemic and response" (KYER) approach, to facilitate decision-making and policies, drawing the attention of the Team Leader and others to specific needs, gaps and pitfalls, and proposing remedial action, as appropriate.
Identify innovative approaches in data management and tools to create synergies and bring efficiencies for data use, carrying out data analysis and management of global HIV and AIDS data and/or multidisciplinary data sets from different sources.
Collaborate with data analysts within the team, division and department, and/or throughout UNAIDS as appropriate, ensuring effective communication on and dissemination of data, integrated approaches in data management and use in training events; capacity building efforts as related to data management tools, guidelines and training materials and their dissemination; participating in the development and updating of training modules, materials, presentations and tools; and organizing training workshops and other events on use of the data management tools and M&E.
Research up-to-date information, draft and document guidelines on SI tools for dissemination and use throughout UNAIDS, by countries, cosponsors, key partners and partner agencies, regularly updating relevant websites and on-line forums.
On assigned subjects, consolidate and analyze data concerning Strategic Information strengthening and integration, drafting and/or contributing to the development of background materials, presentations, research papers and briefings.
Provide support to the Team Leader for the effective management of the team budget, work plans and projects, including budget and work plan review and analysis; drafting project proposals and other documents; monitoring contract implementation, etc.
Perform other related duties as assigned, including replacing and backstopping for others

| REQUIRED QUALIFICATIONS |
Education: Essential: First University degree (BA) in development, public health, social science, data analysis or management Desirable: Degree or studies in business management.

Competencies:
Proven background in database management, data analysis, computing and some knowledge of data modelling; Understanding of monitoring and evaluation as related to national responses to HIV and AIDS, and of the HIV epidemic and its impact on developing countries.
Knowledge of the UN system and its delivery mechanisms and/or of organizations, institutions and individuals interested and supportive of efforts in country response against HIV.

Experience:
Essential: At least five years' experience in the management and development of data management systems, co-operation programmes at national or international levels, including experience in planning, managing and evaluating information technology tools and/or field experience in the area of country responses to HIV. Desirable: Experience in the UN System or UNAIDS preferably at country level and working with technical meetings or working groups.

Languages:
Essential: Advanced knowledge of English with a good working knowledge of French. Desirable: Knowledge of another UN official language.

Post Adjustment:
95.7 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
