MANDATE OF THE DEPARTMENT:
The Evidence, Strategy and Results Department leads the UNAIDS technical and programmatic approach to the HIV epidemic and enhances understanding of the global response. It develops evidence, strategies and tools to improve decision-making, analyses trends and engages stakeholders at all levels to expand knowledge and maximize the use of resources. The Department contributes to achieving Universal Access and the MDGs through advocating ambitious and effective policies and programmes to address the needs of vulnerable people. ESR comprises the Prevention, Vulnerability and Rights (PVR) and the Improved Country Response (ICR) Divisions.

Main tasks and Responsibilities of the Position:
Under the overall supervision of Director and Deputy Director, ESR, and closely collaborating with management staff in the Office of the Director, the incumbent is assigned the following responsibilities, within the delegated authority and in line with UNAIDS administrative and financial rules, as well as ESR specific procedures:
Develop and monitor the implementation of appropriate administrative, financial and budgetary practices, including systems and databases, processes and procedures to facilitate the administration of the Department, acting as focal point and ensuring liaison with UNAIDS administrative services, including critically reviewing submissions and requests to ensure their correctness and adherence to the rules and procedures, solving problems, avoiding delays and bottlenecks, and advising Department staff on the above, and ensuring a cohesive approach with work plans and budget, and following-up on financial issues in a proactive manner.
Serve as ESR focal point, closely working with, supporting and coordinating all aspects of budget and finance with team leaders and staff responsible for the teams budget and finance, and proactively liaising with FMA on key departmental budget and work planning exercises, as well as work plans and budget monitoring and management. Gather and analyze information on the application and implementation of UNAIDS, ESR and the team strategy at the regional and country levels, designing organizational approaches, reviewing and adapting such in the light of lessons learnt and taking into consideration the priority areas of the UNAIDS Outcome Framework, ESR and the team mandate. Review, provide input and edit, when necessary, the teams work plans, conducting qualitative analysis, advising and making recommendations to Team Leaders, with particular attention to success and pitfalls, facilitating cross-fertilization of ongoing activities and initiation of new activities, mapping summaries of trends; and other issues as relevant.
In close collaboration with team and divisional staff, as appropriate, participate in the development and maintenance of databases to monitor and assess progress made towards reaching the Millennium Development Goals, including but not limited to facilitating and ensuring effective exchange of lessons learnt and knowledge-sharing through the use of reports and databases on achievements and challenges in the implementation of ESR strategies.
Perform other related responsibilities as assigned, including replacing and backstopping for others.

Experience:
Essential: At least seven years' experience in programme management processes, strategic planning and budgeting Desirable: Experience in the UN system, UNAIDS or Cosponsors |
Languages:
Essential: Advanced knowledge of English, with a good working knowledge of French. Desirable: Knowledge of another UN official language.

95.7 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
