MANDATE OF THE DEPARTMENT:
The UNAIDS Regional Strategic Team in Latin America brings together the coordinated efforts and resources of all United Nations Cosponsor Agencies in support of the national response to AIDS, in harmonization with key stakeholders at different levels, striving to achieve Universal Access to prevention, treatment and care & support under the platform of the Three Ones and within a context of low HIV prevalence and a scenario of middle-income countries.
Main tasks and Responsibilities of the Position:
The incumbent will work under the supervision and guidance of the UNAIDS Regional Director Latin America.
Primary responsibilities are to strengthen the Joint UN Programme's contribution to effective national leadership and to support strategic management of the AIDS country programmes, primarily through facilitation and supporting the development and/or strengthening of the key institutions related to the national response.
Main focus will be to assist UNAIDS Country Offices (UCOs) in strengthening Joint UN Teams on AIDS taking into account the conclusions and recommendations of the Joint Teams/Three Ones study conducted by the RST/LA in 2009 and the findings of the Capacity Needs Assessment process in 2010.
This post is central to a more effective national response and responding to key corporate priorities on implementing Global Task Team recommendations on improving AIDS coordination among multilateral institutions and multi-lateral donors and national leadership for Universal Access to prevention, treatment and care.

Specific responsibilities:

1.Joint UN Teams on AIDS:
Working in collaboration with the RST Director and other Staff, the incumbent:
 Develops and promotes innovative partnerships with Joint UN Teams on AIDS and Cosponsors regional focal points and keeps them abreast of the UNAIDS global and regional initiatives
 Identifies and capitalizes opportunities for development of joint regional approaches to address Joint UN Teams related institutional development challenges faced by the countries of the region
 Provides high quality strategic capacity development expertise for Joint UN Teams to enhance the implementation of Joint UN Programme of support, document best practices and lessons learnt
 Coordinates with UCOs in overseeing and facilitating the effective functioning of the Joint UN Team on AIDS, through activities such as provision of guidance material, assessment of achievements and impediments and provision of relevant solutions
 Provides quality assurance support for the Joint UN Teams on AIDS through the UCOs, including the development of CCA (Common Country Assessment) and UNDAF (United Nations Development Assistance Framework) processes for effective Joint Programmes of Support on AIDS based on UNAIDS corporate priorities
 Strengthens the organizational development of implementing partners (e.g. line ministries, National AIDS Council or Commission, civil society organizations and People Living with AIDS associations) to effectively work with Joint UN Teams and to improve their performance in support of the national response.

2.Collaboration with UN cosponsors and key regional partners
 Assist the Regional Director at a senior level for an active and focused participation in UN regional bodies such as UNDG LAC (United Nations Development Group, for Latin America and the Caribbean) and Regional Directors Group on HIV (RDG) in order to keep HIV and AIDS high in the UN regional agenda
 Assist the Regional Director, the Chair of the RDG and the Focal Points of the RDG to maximize UNAIDS Secretariat and cosponsors regional collaboration, including the development and implementation of a joint work plan and joint specific projects; making sure they all adhere to Outcome Framework priorities
 Provide support to the Regional Director in developing and/or strengthening the collaboration with regional and sub-regional entities and donors such as PEPFAR (United States President Emergency Plan for AIDS Relief), UNASUR (Union of South American Nations), MERCOSUR (Mercado ComĂșn del Sur), ORAS (Andean Regional Health Organization), OAS (Organisation of American States), RCM (Regional Coordination Mechanism for Central American Countries), USAID (United States Agency for International Development), PASCA, CDC (Centers for Disease Control), HTCG (Horizontal Technical Cooperation Group), among others.

3. Resource mobilization:
Advise and support the Regional Director of the RST Latin America on resource mobilization by:
 Identifying sources of funding for the Latin American region.
 Leading the formulation and submission of projects and proposals in support of the response to AIDS.
 Keeping timely reporting of resources mobilized.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in public health, social sciences, development planning, international relations, or academic equivalent
Competencies:
Experience in design, management, monitoring and evaluation of HIV/AIDS programmes. Management/leadership of multi-disciplinary teams. Experience with international donors, in the UN system and in the region would be an asset.
Ability to prepare strategic information for decision makers. Ability to work with basic presentation software, e.g. Microsoft PowerPoint. Knowledge of UN system and development issues. Ability to achieve consensus and coordination through team building and other methods. Understanding of the HIV epidemic and its implications.

Experience:
Minimum eleven years experience in international development, with emphasis on design and management of major collaboration programmes with other organizations from civil society, the private sector and inter-governmental areas.
Broad experience in working with and mobilizing a range of external partners, including those from the public and private sectors, and civil society.
Desirable: Specialization in national AIDS coordination mechanisms
Languages:
Advanced level in English and Spanish. Portuguese is an asset.
Desirable: Knowledge of other UN Official languages.
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy.
Annual salary: (Net of tax)
79 537 US$ at single rate
85 615 US$ with primary dependants
Post Adjustment: 35.10 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
