MANDATE OF THE DEPARTMENT:
The mandate of the Monitoring and Evaluation (EVA) Division is to: 1) provide scientific leadership by setting international M&E standards and producing normative guidelines under the auspices of the UNAIDS M&E Reference Group; 2) establish and maintain a global monitoring system and database that supports the global tracking of indicators measuring progress on the UNGASS Declaration of Commitment and other international initiatives such as Universal Access and the Millennium Development Goals (MDG), supplementing this monitoring system with special evaluation studies of international significance as needed; 3) produce global reports and thematic papers for global dissemination; 4) provide technical support to the regional and country level UNAIDS Advisers in their efforts to support the national M&E system; and 5) coordinate and strengthen the global, regional and country M&E partners communications and collaboration network in support of a harmonized and aligned approach to indicator monitoring, evaluation approaches, and capacity building to attain Three ones, specifically the Third One, one national M&E system.

Main tasks and Responsibilities of the Position:
The incumbent works under the overall supervision and guidance of the UNAIDS Country Coordinator. Primary responsibilities are to lead the development and strengthening of the national M&E system and to contribute to effective national leadership and strategic management of HIV/AIDS country programmes, including but not limited to managing and overseeing the utilization of data and information, as appropriate, to ensure evidence-based programme planning and implementation, with approximately 70% of the time directed at strengthening the national M&E system through direct technical assistance to national counterparts, and the remaining 30% to internal activities of the Joint Programme, including strengthening the M&E initiatives of the Joint UN Team on AIDS.
1. Lead the provision of support for the development and implementation of the national M&E system, including: a. an annual costed M&E work plan, b. establishment and coordination of a national M&E technical working group, c. a national data utilisation and M&E communications strategy; d. provincial data auditing and data quality assurance mechanisms; e. a national HIV information system (i.e. CRIS or equivalent)
2. Lead the UN system's support to government for the establishment and maintenance of a national M&E coordination entity, and support other mechanisms for harmonization and effective synergy among key stakeholders and alignment to the national NSP (i.e. Assess extent of harmonisation and alignment using the Country Harmonisation and Alignment Tool - CHAT);
3. In collaboration with government, civil society, UN and bi- and multi-lateral partners, supports the country-led process of UNGASS reporting and also provide technical assistance in the monitoring and reporting of progress on achieving Universal Access targets;
4. Supervise the M&E staff of UNAIDS and the M&E team of the Joint UN Team on AIDS;
5. Lead and manage the gathering of relevant data for input into UNAIDS' annual epi update in consultation with the regional support team (RST) and the headquarters;
6. Oversee the development and implementation of the M&E framework and accompanying annual costed work plan of the UN joint programme of support;
7. In collaboration with government, civil society and development partners, lead the development of a clearly prioritized and costed evaluation and operations research agenda;
8. In collaboration with co-sponsors and other development partners, lead the development of and implement a comprehensive and integrated capacity building strategy for M&E, including a clearly delineated division of labour, implementation plan and budget for national and local government and civil society organizations; 9. Provide M&E technical advice and assistance to other experts from government, civil society, academic institutions and bilateral/UN agencies on specific projects and/or initiatives and broker technical assistance between experts and project managers;
10. Ensure adherence of the Joint UN Team on AIDS to the UN Division of Labour in the provision of support to national M&E strengthening;
11. Provide technical support to the national AIDS coordinating authority to develop and implement its M&E functions;
12. Facilitate collaboration between the national M&E working group and the national surveillance working group, including antenatal clinics (ANC) sentinel surveillance;
13. Produce reports and other information with respect to the HIV and AIDS situation and responses and the mobilization and allocation of national and international resources, where necessary;
14. Other related duties as required by the UNAIDS Country Coordinator (UCC).

Experience:
Essential: Eleven to fifteen years' experience in the design, development, operational application and evaluation of AIDS programmes in developing country settings, with experience in providing strategic direction and developing functional M&E frameworks based on consolidated analytical inputs. Extensive experience in developing and implementing M&E systems and related programs in the developing countries. Demonstrated knowledge of and experience in the UN System. |
Languages:
Essential: Advanced level of English and Portuguese. Desirable: Knowledge of another UN official language an asset.

Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. The above mentioned post is a rotational post and has a standard duration of assignment of 4 years. The standard duration is linked to the hardship classification of the duty station.
