MANDATE OF THE DEPARTMENT:
The UNAIDS Regional Strategic Team in Latin America (RST LA) brings together the coordinated efforts and resources of all United Nations Co-sponsor Agencies in support of the national response to AIDS, in harmonization with key stakeholders at different levels, striving to achieve Universal Access to prevention, treatment and care & support under the platform of the Three Ones and within a context of low HIV prevalence and a scenario of middle-income countries.
Main tasks and Responsibilities of the Position:
Under the supervision of the Director of the UNAIDS RST LA, the Regional Security and Humanitarian Adviser will develop and maintain contacts with key partners, undertake field visits to monitor programmes, as well as conduct periodic programme reviews with relevant government counterparts and other partners. Identify necessary action for programme adjustments. She/He will provide technical advice and assistance to government officials and other partners in the planning and management of programme/projects related to AIDS Security and Humanitarian interventions in Latin America and the Caribbean.
The overall goal of the Security and Humanitarian Response Regional Adviser is to catalyze and facilitate an expanded response to HIV and AIDS for populations affected by natural or manmade emergencies as well as uniformed services personnel including peacekeepers. More specifically, the Regional Adviser will seek to bring UNAIDS' leadership, management and programming support closer to country and regional level actors and partners.

The work of the Regional Security and Humanitarian Adviser is to be structured under five key headings:
 leadership and advocacy,
 strategic information and technical support,
 tracking monitoring and evaluation,
 civil society engagement and resource mobilization.

A.Leadership and Advocacy:
1 - Advocate for leadership among relevant government sectors responsible for security and humanitarian response [Health, Defense, Interior, Justice] (using tools such as the "IASC (Inter Agency Standing Committee) guidelines for AIDS in Emergency Settings") to ensure the appropriate policies and programmes are in place which facilitate
a - a response to AIDS within national uniformed services sectors, including demobilized personnel
b - the integration of AIDS activities within conflict and national disaster responses
This leadership should ensure that uniformed services along with populations affected by emergencies are integrated into national planning and programming documents such as National Strategic Plans (NSP) and M&E (Monitoring and Evaluation) frameworks.
2 - Advocate with the Regional Directors Group on supporting HIV, Security and Humanitarian interventions in LAC (Latina America and The Caribbean) and stimulate other Cosponsors integration to the Interagency Working Group on AIDS in Emergencies and Humanitarian Crisis comprised by UNICEF, WFP and UNAIDS.
3 - Advocate with the Horizontal Technical Cooperation Group on HIV and AIDS (HTCG) comprised by the LA Directors of the National AIDS Programs to ensure national AIDS programs have integrated an AIDS response of the Security and Humanitarian Sector into NSP and Emergency Preparedness plans.
4 - Advocate among relevant stakeholders to strengthen regional joint work and partnerships with institutions and regional platforms such as, but not limited to, LAC COPRECOS (Latin American and Caribbean Committee for STI/HIV/AIDS Prevention and Control of the Armed and Police Forces), CARICOM/PANCAP (Pan Caribbean Partnership), Regional Security System of the Caribbean, USSOUTHCOM (United States Southern Command), REDLAC (Risk, Emergency, and Disaster Task Force Inter-Agency Workgroup for Latin America & The Caribbean), Civil Society Networks, and relevant cosponsors working on the security and humanitarian field to integrate an AIDS response in their work on security or in humanitarian settings.
5 - Advocate among the UN Joint Teams on AIDS and Country Teams to ensure all agencies working on security or in humanitarian settings have integrated an AIDS response and the issue is therefore integrated in to all appropriate planning and programming frameworks such as, UNDAC (United Nations for Drug and Abuse Control), UNISP (Joint UN Implementation Support Plan) CCA (Common Country Assessment) / UNDAF(United Nations Development Assistance Framework).

B-Strategic information and technical support:
1 - Facilitate the dissemination of existing documentation and tools to assist in the scale up of the AIDS response within security or humanitarian settings, e.g. UNAIDS series on uniformed Services, IASC (Inter Agency Standing Committee) guidelines on AIDS in emergency settings, etc.
2 - Support the collection and analysis of strategic evidence based and result based management information; support the documentation and dissemination of best practices.
3 - Provide or facilitate technical support to National, UN or International/Regional partners to integrate the response to AIDS within security and humanitarian settings into the appropriate policy, planning and M&E frameworks.
4 - Using the "IASC Guidelines on AIDS in Emergency Settings" and other appropriate training tools, facilitate capacity building activities among national, UN and International/Regional partners to scale up the response within security and humanitarian settings.
5 - Provide technical support to DPKO (UN Department of Peacekeeping Operations) and LAC uniformed services on harmonizing pre deployment and deployment prevention and training interventions targeting uniformed services of the LAC COPRECOS deployed to UN peacekeeping missions.
6 - Support the development of linkages between Humanitarian interventions and longer term-development (referring to the IASC Guidelines Matrix on Comprehensive Response) aiming at bridging the Humanitarian/Development gap creating opportunities for coordinated interventions.

C-Tracking monitoring and evaluation:
In support of the Three Ones principle, advocate for and provide technical support to the integration of specific indicators relating to security and humanitarian response within national M&E Frameworks.

D-Civil society engagement:
1 - Facilitate civil-military partnerships and coordination with the aim of scaling up the AIDS response in security and humanitarian settings.
2 - Advocate among and provide technical support to civil society organizations working within security and humanitarian settings to mainstream an AIDS response.
3 - Ensure that civil society organizations participate in all capacity building exercise provided for partners in order to scale up the response within security and humanitarian settings.

E-Resource Mobilization
1 - Advocate for and provide technical support to facilitate the integration of programmes to scale up the response among uniformed services and populations affected by humanitarian crisis into relevant national, regional and/or international resource mobilization frameworks.
2 - Facilitate the development of a resource mobilization strategy for LAC COPRECOS targeting national, regional and international donors aiming to ensure sustainability of interventions and accomplishment of the LAC COPRECOS Strategic Plan.
3 - Provide technical support on developing an intra and interregional communication strategy with other national uniformed services and regional platforms to promote the exchange of lessons learned and best practices among other military and police forces.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in public health, social or political science, public administration or development.
Competencies:
Demonstrated ability in fostering collaborative relationship with national partners, donors, cosponsors, civil society, external institutions including think tank groups and across units and departments of the office.

Experience:
At least 7 years experience in the design, development and implementation of policy and programmes in developing countries, complemented by significant experience in providing policy strategy, programmatic direction and technical support based on consolidated analysis of needs of a range of partners working on AIDS.
Demonstrated knowledge of and experience in the UN system.
Desirable: Experience of working on HIV and AIDS related to Humanitarian & Security (uniformed services: military and police) sectors is an asset.
Languages:
Excellent knowledge of English and Spanish.
Desirable: Knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy.
Annual salary: (Net of tax)
66 482 US $ at single rate
71 393 US $ with primary dependants
Post Adjustment: 35.10 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
