MANDATE OF THE DEPARTMENT:
The Joint United Nations Programme on HIV (UNAIDS) Regional Support Team for Latin America (RSTLA) has been operational since 2005 with the overall aim of supporting countries to address a coordinated and comprehensive response to HIV. It brings together the coordinated efforts and resources of all UNAIDS Co-sponsor Agencies in support of the national response to AIDS, in harmonization with key stakeholders at different levels, striving to achieve Universal Access to prevention, treatment and care & support under the platform of the Three Ones and within a context low HIV prevalence and a scenario of middle-income countries. This regional team provides technical and administrative support to UNAIDS Country Coordinators, M&E advisers and several UNAIDS focal points that cover seventeen countries of the region.

Main tasks and Responsibilities of the Position:
Under the direct supervision of the UNAIDS Regional Director, the Technical Support Officer will work closely with the UNAIDS Regional Advisers, UNAIDS Country Coordinators and key partners in the region (Joint Teams, civil society, Technical support providers and country partners) to perform the following functions: 1. Project demand for technical support in the region and develop approaches to effectively provide high quality technical support to countries; 2. Design and execute development of regional Technical Support Strategy; 3. Collaborate with partners and relevant UNAIDS HQ Focal Points to identify technical support needs of country partners in preparing proposals, grant negotiation, grant implementation, system strengthening and capacity development of Country Coordination Mechanisms, Principal Recipients and Sub Recipients in the region; 4. Design and execute a capacity development strategy for strengthening capacity of regional program managers and recipients of technical support. 5. Advise about specific areas for in-depth analysis on key programmatic responses, gaps, priorities and provide inputs for strategic directions; 6. Support the RST in identifying and documenting lessons and examples of regional progress and innovations. 7. Coordinate and facilitate with and support UCCs and Joint Teams in the development of national technical support plans. 8. Design and establish a regional database of quality assured consultants and establish mechanisms to orient consultants in the region on HIV-related policies of UNAIDS. 9. Lead processes to assure quality of technical support provided by technical support providers. 10. Lead and develop partnerships with key providers of technical support, including civil society partners 11. Advise on the development and establishment of the Regional Technical Support Advisory Group, including developing its Terms of Reference and operations 12. Strengthen capacity of and promote civil society as providers of technical support. 13. Collaborate with partners and relevant UNAIDS HQ Focal Points to identify and share with UCCs and countries current policies, programs, resources, tools and good practices available for technical support. 14. Act as the focal point for knowledge management in the region including facilitating knowledge management and sharing of information and experiences, including from Technical support facilities and other technical support providers in other regions 15. Assist UCCs to source technical assistance and facilitate regional or multi-country approaches where appropriate.

Education: Advanced university degree in management, business administration, public health or in development. |

Experience:
At least seven years of experience in developing, implementing and evaluating HIV and/or development programmes in Latin America, including Experience in the planning and management of technical support to countries in Latin America.

Languages:
Excellent knowledge of Spanish and English. Desirable: Knowledge of another UN official language.

Post Adjustment:
35.1 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
