MANDATE OF THE DEPARTMENT:
The Global Financial Mechanisms and Impact Team part of the Aid Effectiveness and Country Capacity Division and leads the development and management of mechanisms to ensure that country partners have access to relevant and credible technical support that is timely and of highest quality standards. UNAIDS has established Technical Support Facilities covering five sub regions to ensure scale up of timely and quality technical assistance to country partners. Also, UNAIDS provides the Secretariat for the Global Implementation Support Team which was established following the recommendations of the Global Task Team on Improving Coordination Among Multilateral Institutions and International Donors (GTT). The GIST functions as a forum for international partners to mobilize and harmonize technical assistance and support a rapid response for the effective use of resources to "make the money work" in countries.
Main tasks and Responsibilities of the Position:
Reporting to the Team Leader Global Financial Mechanisms and Impact Team, the incumbent will support the GIST Secretariat and the work on the Technical Support Facilities (TSF) but not limited to the duties outlined below.

1. GIST Secretariat

Working closely with the GIST Coordinator:
- Support the GIST Secretariat in setting a strategic agenda and effective action including identification of priority thematic and technical areas;
- Identify appropriate consultants/ experts to undertake analysis on global level technical support issues as identified by the GIST and oversee quality and consistency with UNAIDS policy;
- Provide technical inputs into the design of the studies to ensure quality and appropriateness of proposed approaches by experts/consultants;
- Review findings, undertake analysis of results of a range of studies and reports (including those commissioned by GIST and other relevant studies commissioned by UNAIDS or international partners) and provide options and recommendations for action by GIST in addressing the challenges to scaling up technical support and its effectiveness;
- Develop key messages and disseminate the outcomes of the studies and recommendations both within UNAIDS and to the wider GIST membership;
- Develop and advise on advocacy strategies for positioning the mandate of GIST and in influencing the provision of technical support by international partners to align with the Three Ones principles;
- Provide support in the preparation of thematic documentation of the meetings or other discussions;

2. UNAIDS Technical Support Facilities

Working closely with the TSF team:

- Provide technical and strategic inputs to the strengthening of the management and operations of the UNAIDS Technical Support Facilities;
- Undertake analysis and facilitate sharing of lessons and progress on TSF with key stakeholders including the UNAIDS Cosponsor Focal Points, other departments within UNAIDS, and with country stakeholders;
- Develop and design the mapping of technical support providers in different regions;
- Review periodically the quality assurance system established by the TSFs and provide technical inputs on strengthening the same;
- Undertake periodic review to assess the effectiveness of the technical support provided by the TSFs and advice senior management on strategies for further strengthening the technical support provision by the TSFs;
- Identify priorities and define key data to be captured for the development of an information management systems, for effective collection, sharing, storing, administering, monitoring and presenting information on provision of technical support by various partners. This will include identifying an appropriate IT consultant and oversight of the development of the information management system.
REQUIRED QUALIFICATIONS
Education:
University degree in public health, social or physical sciences, public administration, management or related fields.
Competencies:
Expertise in development and management of technical cooperation programmes, including technical support components
Demonstrated coordination, organizational and facilitation skills
Good IT skills especially in developing/managing databases.
Extensive knowledge of administrative and management process and operations, preferably within the UN system.

Experience:
A minimum of 3 to 6 years experience in managing and implementing development cooperation programs related to HIV/AIDS, including field experience, preferably within the UN system, complemented by a good understanding of the HIV epidemic and the contributions made by UN programmes and agencies. Good knowledge of UNAIDS Secretariat and Cosponsors roles and programmes.
Desirable: Demonstrated understanding of the political dimensions of UNAIDS work with regard to the international community. Experience of support to and collaboration with major funding mechanisms (e.g. GFATM, World Bank, PEPFAR).
Languages:
Excellent knowledge of English with a good working knowledge of French.
Knowledge of another UN official language an asset.
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. This is however not a rotational position.
Annual salary: (Net of tax)
55,259 US$ at single rate
59,200 US$ with primary dependants
Post Adjustment: 0 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
