MANDATE OF THE DEPARTMENT:
The mandate of the Aid Effectiveness and Country Capacity Division (ACE) is to lead UNAIDS efforts to provide effective and sustainable technical support that develops countries capacity and systems and to establish mechanisms for the effective use of the UN resources and the development partners in countries within the context of UN reform and the broad health and development agenda. Ultimately, these efforts contribute to scaling up national responses towards Universal Access to HIV prevention, treatment, care and support and to the achievement of the Millennium Development Goals.

The Country Capacities, Ownership and Accountability contributes to the ACE mandate by leading in establishing strategies and mechanisms for the UN to be more effective in building long-term country capacity and systems in the AIDS response and in harnessing the gains for the achievement of other health and development goals.
Main tasks and Responsibilities of the Position:
Under the overall guidance of the Team Leader, COA, the incumbent contributes to the implementation of the work plan of the Country Capacities, Ownership and Accountability within the Aid Effectiveness and Country Capacity Division (ACE) framework.

Technical Support Design and Planning

Take a lead role and serve as adviser on the elaboration of UNAIDS global policy and programme to strength technical support planning, converting such into operational work plans and monitoring their implementation.

Advocate and promote the development of technical support plans for countries national AIDS strategies and submitting grant proposals to the Global Fund as related to the development of strategies, provision of guidance and tools to successfully promote partnerships between government, civil society and the private sector.

Develop and/or oversee the development of innovative and effective evidence-based approaches to strategic planning, including but not limited to models towards strengthening country capacities for developing and implementing technical support planning in a sustainable way; providing policy and technical advisory services to UNAIDS offices at regional level, governments and other regional partners; identifying sub-regional and inter-country development and integration opportunities and translating them into capacity development initiatives with emphasis particular attention to cross-border issues; convincing partners of the needs for quality technical support aligned with UNAIDS guidelines and technical support plan; and monitoring and assessing the quality of technical support on the basis of established and jointly agreed indicators, as well as progress across regions and/or by countries as related to meeting technical support needs.

Elaborate strategies and mechanisms for capacity building of civil society organizations, networks of people living with HIV, and provide such with technical support and effective partnerships development between international NGOs and local civil society organizations as related to technical support implementation, including mechanisms for the efficient dissemination of information in close collaboration with RSTs, TSFs and other key partners.

Establish, test, implement and support models and strategies for engaging in policy dialogue with political and administrative institutions such NAC, CCM and health authorities in response to country demand for support to strategic planning, especially in countries where universal access has not been implemented, including specific "pilot" program of technical support planning with "focus" on five countries worldwide on the basis of MDG 2015, including the provision of direct support to five selected countries in the implementation of their Technical Assistance Plans.

Implementation Support
Take a lead role in promoting the implementation of national AIDS strategies to effectively utilize grants from the Global Fund, PERPAR and European Commission, identifying and addressing needs for technical support, coordinating and monitoring their implementation in conjunction with UNAIDS RSTs and Country Offices, within the framework of UNAIDS Outcome Framework.
Proactively contribute towards the participatory development and implementation of country-level quality assurance guidelines and tools on needs, responding to demands for technical support, to build on the work undertaken by the Technical Support Facilities, civil society technical support providers and other mechanisms, in close collaboration with UNAIDS RSTs and Country Offices, UNAIDS Cosponsors and other key partners.
Identify and document effective models for scale up of performing programmes based of country experiences, sharing knowledge based on lessons learned, with particular attention to south-south cooperation, and monitoring the implementation of national technical support plans, gathering information on outcomes and the impact on transactions costs, country ownership and coordinated technical support, in close collaboration with Cosponsors and development partners. .
Advocacy and Partnership
Play a catalytic role in promoting trust and harmonizing support among governments, civil society and institutional partners that facilitate the implementation of National AIDS Framework and mitigate the epidemic towards strengthening and maintaining partnerships with key institutions, UN agencies, Cosponsors, mains donors, international professional associations, countries and partners to harmonize and ensure that necessary resources, processes and systems are in place to support the countries, through promoting proactive dialogue and partnership between traditional and non-traditional donors in line with the Paris Declaration principles.
Identify partnership opportunities, gathering and disseminating donor intelligence, such as priorities, pledges, new donor funding modalities, with a view to mobilize and foster external partnerships to sustain UN/UNAIDS initiatives.
Promote collaboration, synergies and cross-cutting activities and exchange with a broad range of departments, clusters and stakeholders inside and outside UNAIDS by providing inputs to international fora towards shaping global and regional development strategies, policies, norms and standards, and contributing to partnership building with regional and local institutions and consultancies.
Related Responsibilities
Establish systems to disseminate wide best practices and lessons learnt, generating and sharing knowledge to shape UNAIDS global strategies, including but not limited to promoting the development of a "community practice" at regional and cross-regional levels; writing guidelines on strategic information and updating them regularly, progress reports, briefings, etc. for global, regional and national-level policy discussion; providing input and contributing to capacity development.
Perform other related responsibilities as assigned, including replacing and backstopping for others.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in public health, development, social sciences, public administration, management or related fields.

Desirable: Specialization in HIV, development issues, health policies and social programming policies in international development cooperation.
Competencies:
Thorough understanding of the HIV epidemic and contributions made by UN programmes and agencies with an in-depth knowledge of development issues and multi-sectoral approaches to meet the requirement of developing countries.
Extensive knowledge of planning, management and evaluation of technical cooperation programmes, including technical support components
Ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing
Confirmed coordination, organizational and facilitation skills.

Experience:
Eleven to fifteen years of experience in technical support planning and management, including ten years experience in areas of HIV programming, institutional development, country-level technical support needs assessment, management and planning, and/or monitoring and evaluation, in partnership with the different sectors and civil society organizations, preferably in low and middle income countries.
Desirable: Experience in or sound understanding of the political dimensions of UNAIDS work vis-à-vis national AIDS authorities, civil society and the international community, and/or experience in UN system, and interaction with major funding mechanisms such as the GFATM Global Fund on AIDS, Tuberculosis and Malaria, World Bank, PEPFAR, etc.
Languages:
Excellent knowledge of English or French and a good working knowledge of the other language.
Knowledge of another UN official language an asset.
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
