MANDATE OF THE DEPARTMENT:
The Risk and Social Vulnerability Team: - Supports UNAIDS leadership in global policy towards reaching sustained reductions in HIV incidence; and - Develops strategic responses to vulnerability and risk in HIV and identifies and addresses gaps in lowering incidence.
The team's core functions are to: - Lead UNAIDS efforts to reframe HIV prevention as a social-justice based HIV prevention revolution. - Develop and maintain tools and strategies to assist countries in maximising HIV prevention effectiveness through responses which address risk and vulnerability. - Lead UNAIDS Secretariat policy and strategy on young people, sexual transmission, and injecting drug use. - Provide leadership to the global AIDS response in addressing HIV vulnerability through structural/social change means.

Main tasks and Responsibilities of the Position:
Under the direct supervision of the Team Leader, Risk and Social Vulnerability, the incumbent:
- Is responsible for the development and implementation of strategic approaches in relation to reducing HIV incidence among key populations including people who use drugs, sex workers and clients and men who have sex with men. - Implements strategies which position the UNAIDS Secretariat as a global leader in addressing HIV in relation to drug use, sex work and sex between men. - Develops and maintains a body of strategic information and programmatic guidance concerning HIV risk and key populations and related areas of HIV prevention. - Facilitates dialogue between UNAIDS headquarters, Regional Support Teams (RSTs) and UNAIDS Country Coordinators (UCCs) on HIV prevention programming as assigned, with a focus on key populations. - Represents UNAIDS and the UNAIDS Secretariat with key external partners from government, multilateral institutions and peak civil society organizations in relation to drug use, sex work and key populations. - Builds and maintains relationships with strategic internal (particularly Co-sponsor) and external partners in relation to HIV prevention, risk and key populations. - Provides advice to guide technical support strategies for UNAIDS globally, and in regional and country offices on HIV issues as they relate to HIV prevention programming. - Responds to requests for information on assigned areas of HIV prevention programming. - Conducts international meetings and technical consultations on behalf of the Team and Department in key areas of HIV prevention as assigned. - Prepares staff briefings, including briefings for senior management, as assigned. - Performs any other duties, as assigned.

| REQUIRED QUALIFICATIONS |
Education: Essential: Advanced university degree in social sciences, public health, epidemiology or social change communication. Desirable: Post-graduate training in relation to harm reduction and sexuality.

- Previous experience in HIV programming required, including current knowledge of the latest developments in HIV prevention in relation to drug use, sex work and sex between men, with demonstrated policy leadership expertise in relation to at least one of these. - Experience working in HIV programming internationally and a firm understanding of the priorities of the UNAIDS Joint Programme

Experience:
Essential: A minimum of 11 years of progressively relevant experience in managing strategic responses to HIV among key populations, including injecting drug users, men who have sex with men, and sex workers and clients, preferably with a minimum of 5 years at the international level. Experience working in developing countries is a requirement. Desirable: Experience in overseeing the implementation of programmatic responses to overlapping HIV-related risks faced by most at risk populations preferably in developing country contexts.

Languages:
Essential: Advanced knowledge of English. Desirable: Knowledge of another UN official language would be an asset.

Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. The above mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
