MANDATE OF THE DEPARTMENT:
The Chief of the Information for Improved Country Response (ICR) Division is responsible for technical and management oversight and guidance of the Division, which is one of two Divisions within the UNAIDS' Evidence Strategy and Results (ESR) Department. The ICR Division generates information on the epidemic and the response to inform and guide decision-making and implementation of AIDS programmes at all levels. It designs and promotes innovative methods for knowledge sharing in order to guide practical, forward-looking programmatic decisions and improve results in communities and at the country level, regionally and internationally. The Division leads the harmonization and integration of measurement systems, tracks national and international resource flows, generates estimates on resource needs, and identifies areas for efficiency gains. Composed of three teams, the Division collaborates and works as one, and interacts systematically with global, regional and country level Secretariat staff and Cosponsors, to build mutual understanding, to enhance coordination, and to develop and promote policies and strategies that are grounded in country realities, coherent across UN agencies, and optimally responsive to the needs of vulnerable populations.

Main tasks and Responsibilities of the Position:
Under the overall guidance of the Director, ESR, the incumbent's responsibilities include:
Provide leadership, vision and innovation for the development of strategic responses to the HIV epidemic based on the "Know Your Epidemic/Know Your Response" approach and promote these responses at the country, regional and global levels through national and global partners and UNAIDS Cosponsors;
Develop and promote policies and strategies grounded in country realities, coherent across UN agencies and responsive to vulnerable populations needs;
Produce and disseminate up-to-date estimates and analyses of the epidemic and its impact, forward-looking strategic intelligence and generation of evidence around effective strategies;
Develop innovative approaches to data systems, knowledge sharing and management; and ensure the implementation of an harmonized monitoring system;
Advocate and apply innovative methods to guide practical, programmatic decisions and improve results in communities;
Leads, manages and guides the ICR Division through the definition of priorities and strategies; team building and development; guiding, motivating and coaching of staff; planning with particular attention to managing the Division's work;
Develops and manages the Division's workplans and budgets, ensuring that decisions are strategically and economically sound and appropriately focused on results and impact; monitors and reports on activities;
Serve as a member of the ESR management team and support the Director, ESR with his functions;
Act as management support and back up to the Director, ESR as requested; and,
Performs any other duties as assigned.

| REQUIRED QUALIFICATIONS |
Education: Advanced university degree in public health, epidemiology and/or biostatistics |
Competencies:
- Primary expertise in: epidemiology and evidence-based strategic analysis; advanced skills in quantitative methods, statistical analysis, economic analysis and evaluation research design - Sound knowledge of the AIDS epidemic, state-of-the art interventions and programme appraches, and the nature, strengths and limitations of the global response - Broad knowledge of development issues and approaches - Extensive experience leading successful product-focused collaborative work involving representatives from a range of government, civil society, and bi/multi-lateral agencies - Widely published, including systematic reviews, evaluation tools and reports, and peer-reviewed papers - Extensive experience in strengthening of technical capacities related to the collection and analysis of strategic information, and its translation to effective programming at the global, regional and country level - Extensive knowledge of strengths and limitations of HIV surveillance and M&E systems in countries and regions, and currently applied analytic approaches

Experience:
At least 15 years of relevant experience in international public health with a focus on health promotion and AIDS programmes, and a minimum of 5 years provision of technical assistance for strengthening of country-level systems; knowledge of quantitative and qualitative evaluation and research methods; experience of management of multi-disciplinary teams at a senior level; familiarity with the UN system and major international actors in the field of HIV. |
Languages:
Essential: Advanced knowledge of English. Desirable: Knowledge of another UN official language would be an asset.

Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. The above mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Post Adjustment:
85 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
