MANDATE OF THE DEPARTMENT:
The RST's overall goal is to catalyze and facilitate an expanded response to HIV in the region; its work is structured around five key areas: - UN country team support for an expanded national response to the epidemic that seeks to improve the strategic quality of UN system support for HIV responses at country level - Regional level partnership development and coordination that mobilizes and facilitates regional leaders and partners to expand and better coordinate their support for country level HIV responses - Facilitation of access to technical and programming support for national AIDS responses to support the development, implementation, monitoring and evaluation of national AIDS responses - Evidence-based advocacy and generation of strategic information on trends and the response to the epidemic - Operations support to UNAIDS offices

Main tasks and Responsibilities of the Position:
Under the supervision of the RST Director, the incumbent: Provides advice and technical support to UCCs, UCOs, and UNAIDS Focal Points in the preparation and conduct of National Strategic Planning and Review exercises. Coordinates and facilitates regional level UNAIDS and Co-sponsors participation in such exercises. Provides pertinent guidance and brokers expert advice and resources (e.g., the ASAP, PAF, etc). Provides guidance, brokers expert advice, and mobilizes resources to support country technical support needs assessment and the development of technical support plans in coordination with Cosponsors, Global Fund, donor agencies, regional and global technical networks and National AIDS Centers. Leads and guides the development of the UNAIDS Technical Support Facility in the region and oversees its operations. Mobilizes resources to support the development of GFATM application proposals in the countries of the region, including brokering technical support to improve GFATM grant implementation in countries of the region. Promotes and supports the development of partnership with organizations/networks of people living with HIV (PLH) with the aim of ensuring a greater involvement of PLH in national policy dialogue as well as in the design and implementation of the national AIDS response. Provides guidance and support to UCCs, UCOs, and UNAIDS Focal Points in the strengthening of institutional and managerial capacity of National AIDS Centers. Critically analyses the trends and functioning of UNTG and joint UN Teams on AIDS with a view to strengthen their functioning in the region. Provides policy guidance and technical support, including resource mobilisation, to UCCs, UCOs, and UNAIDS Focal Points to develop and implement the UN Joint Programme of Support to the national response to AIDS. Mobilizes resources in support of UN Joint AIDS Teams capacity building. Provides pertinent guidance in the areas of his/her own expertise to develop training workshops in priority areas of work. Works closely with UCCs, UCOs, and UNAIDS Focal Points to ensure the effective implementation of the GTT recommendations and applicability of the Three Ones principles. Acts as the Secretary of the Regional PAF Review Committee. Co-ordinates the review of PAF project proposals and prepares technical comments for the regional PAF review committee. Monitors the implementation of PAF projects. Prepares periodic analytical reports on the PAF utilization in countries and makes recommendations for the improvement of PAF project proposal preparation and implementation. Provides UCCs, UCOs, and UNAIDS Focal Points with advice and guidance to support the development, implementation, and evaluation of PAF projects. Maintains close working relations with all UNAIDS Cosponsors' regional AIDS focal points to ensure that they are kept abreast of the UNAIDS global and regional initiatives (and vice versa). Identifies and seizes opportunities for development of joint regional approaches and programmes to address problems faced by the countries of the region. For the above areas of responsibility, identifies strategic information needs at country and regional levels and addresses them through systematic collection, analysis and documentation of relevant data, including best practices, regional trend analysis and progress reports in close coordination and collaboration with the country offices and Headquarters. Prepares periodic synopsis of HIV epidemic, the responses and challenges in the region for senior management. Leads the process of development of RST and the Country offices' work plans. Responsible for monitoring the implementation of work plan and both quantitative and qualitative reporting on performance. Participates in mid-term and final reviews of the RST work plan. Provides analytical inputs for the development of the UBW. Identifies lessons learned and makes management and policy recommendations to the RST Director and Headquarters as to how UNAIDS' operations in countries could be strengthened and improved.
Leads preparation for Regional Management Meetings; negotiates and coordinates pertinent inputs from the Country offices and Headquarters. Provides management backstopping to the RST Director.

| REQUIRED QUALIFICATIONS |
Education: Advanced university degree in development, economics, social sciences, public health, public administration or management. |
Competencies:
Excellent written and oral communication skills in both English and Russian Strong team building and communication skills including interpersonal skills Ability to come up with innovative solutions Ability to work independently against tight deadlines and under pressure. Sensitivity and respect with regard to (sub-)cultural differences Ability to adapt easily and continuously to changing circumstances/conditions Analytical skills.

Experience:
At least 11 years of progressively responsible professional experience in managing and implementing development cooperation programmes related to HIV/AIDS, including field experience. Experience in working for UN system organizations. |
Languages:
Advanced level in English and Russian. Knowledge of another UN language an asset.

Additional Information:
Positions in the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. The above-mentioned position is rotational and has a standard duration of assignment of 4 years. The standard duration is linked to the hardship classification of the duty station.
