MANDATE OF THE DEPARTMENT:
The mission of the Systems Integration Unit is to provide global guidance, policy leadership and support to priority regions and countries in order to effectively combine HIV responses with efforts to achieve wider health and development outcomes, in line with the Millennium Development Goals (MDGs). This includes: a) Identifying and promoting strategies to maximize synergies between HIV responses and national health systems and their components, b) Strengthening the evidence base for efficient and effective integrated programming and service delivery, c) ensuring the effective integration of AIDS priorities into global health partnerships, and d) providing substantive leadership for the AIDS+MDG agenda.
Main tasks and Responsibilities of the Position:
The Senior Expert, Treatment Advocacy, is a member of the Systems Integration Unit, Evidence, Strategy and Results Department (ESR) and reports to the unit's Team Leader. He/she works closely with WHO the lead agency on treatment within the UNAIDS Division of Labor. Her/his primary responsibility is to develop and operationalize UNAIDS strategies for scaled up and sustainable access to ART through the advancement of the treatment 2.0 agenda. This includes advocacy for a new prevention/treatment paradigm including simplified treatment regimens and lower costs, the identification of more cost-effective and sustainable treatment-centered approaches, and advocacy for increased resources and innovative financing of a further scale up, the development of related guidance and support for regions and countries, as well as strengthening of community-based treatment demand, uptake and service delivery.

The incumbent will perform the following duties:
1. Lead, develop strategies and policy guidance and coordinate UNAIDS Secretariat action related to AIDS treatment by :

- Further developing, refining, and advancing the treatment 2.0 agenda, including the preparation of policy papers related to its applicability, potential gains for prevention and opportunistic infections, resource requirements (both services and drug related, financial and human resources), as well as adherence support and community involvement, as required.

- Ensuring the implementation of the UNAIDS business case and action plan for access to treatment, in close collaboration with co-sponsors and those responsible for related outcome areas, particularly HIV TB integration and PMTCT.

- Leading UNAIDS' efforts and participating in initiatives to promote and accelerate the development of simplified drug regimens and diagnostics and to effectively reduce ARV and diagnostic prices, through using flexibility in trade agreements, patent pooling and where suitable local production, in collaboration with other diseases programs.

2. Advocate for scaled up access to treatment and maximize its impact for prevention by:

- Developing strategies for the engagement of high level leaders in the advancement of the treatment 2.0 agenda.

- Leading on and/or contributing to UNAIDS engagement regarding research, drug innovations and price reductions with the pharmaceutical industry, diagnostics manufacturers and regional drug regulatory bodies.

- Ensuring buy-in from and supporting global, regional and country-level treatment advocacy groups, in particular for the treatment as prevention aspect of treatment 2.0.

- Advocating for the engagement of affected communities in planning and design of treatment programs and for their decentralization and strengthening of community based service delivery, and increased demand for and increased uptake of testing and treatment services, in close consultation with the UNAIDS Partnership team.

3. Build capacity of UNAIDS staff and country teams to accelerate access and impact of HIV treatment by:

- Reviewing and analyzing country and region-specific evidence regarding treatment scale-up, identifying bottlenecks to scaled up HIV treatment programs and health systems and health financing requirements, engagement of key sectors and documenting treatment contributions to the achievement of the health MDGs.

- Building capacity of regional and country staff with regards to all aspects of access to treatment and the treatment 2.0 agenda, in close collaboration with co-sponsors and other partners.

- Collaborating with co-sponsors and key partners in strengthening national procurement and supply management systems, including monitoring of stock-outs, treatment disruptions and loss-to follow up.

4. Perform other related tasks as requested.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in public health, health economics, social sciences or related fields.
Desirable: Advanced university degree in communications or international law.
Competencies:
Extensive knowledge of advocacy, communication, planning, management and evaluation of technical and operational support to regions and countries. Thorough understanding of the HIV/AIDS epidemic and its impact on countries. Good knowledge of the global health architecture, national health systems functioning and health sector reform processes. Thorough understanding of prevention and treatment services delivery, integrated models for provision of care, community health services and their linkages with Health Strengthening System (HSS) such as human resources, innovative financing, procurement and supply chain models

Experience:
A minimum of 11 years of experience in the management and implementation of complex HIV programmes including advocacy at various levels. At least 5 years of experience in the management of ART programmes with demonstrated achievements. Experience with integrated service delivery and community based services of UN policies at various levels.
Languages:
Essential: Excellent knowledge of English .
Desirable: Knowledge of another UN official language an asset
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. The above mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
Annual salary: (Net of tax)
79537 US$ at single rate
85615 US$ with primary dependants
Post Adjustment: 82.5 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
