MANDATE OF THE DEPARTMENT:
The purpose of the post is to provide support for UNAIDS Country Coordinators (UCCs) and UN Country Teams (including country HIV/AIDS Theme Groups) in support of scaled-up, broad-based and multisectoral national responses to HIV/AIDS

Main tasks and Responsibilities of the Position:

1. UCC and Theme Group support: a. Support UN Country teams in the development and review of the HIV/AIDS components of CCA and UNDAF's and HIV/AIDS Implementation Support Plans (ISPs). b. Support UCCs in the implementation of country ISPs - including accessing technical support, brokering of partnerships, arranging experience exchanges, etc. c. Work closely with UCCs and RST colleagues to ensure effective and well-coordinated support for a) the implementation of CRIS; b) the integration of HIV/AIDS into their humanitarian response and the utilization of the vulenrability assessments for improved decision making on their humanitarian response; and c) follow up on the recommendations of the SG's Task Force on women, girls and HIV/AIDS. d. Provide training and facilitation support for UN HIV/AIDS Theme Groups as required. e. Support the development, implementation and evaluation of PAF proposals. Prepare periodic reports on PAF proposals and utilization within the ESA region and make recommendations as to how proposal preparation and implementation could be improved. f. Identify joint programming opportunities (using UNDG guidance) and facilitate, support and monitor such initiatives. g. Assist UCCs in the preparation and conduct of national Strategic Planning and Review Exercises. Coordinate and facilitate regional level UNAIDS and cosponsor participation in such exercises. h. Serve as focal point for a cluster of countries in the ESA Region as a point of entry for UCCs to liaise with appropriate RST advisors. i. Provide countries with strategic guidance and assistance in a key technical area.
2. High-level advocacy. Ensure regional-country level coordination and support for the UNAIDS Executive Office, UN Special Envoys, and other senior advocates and officials.
3. Strategic information: work with UCCs and Geneva units to ensure that UNAIDS' data bases on country information are fully up-to-date - i.e., UNAIDS web-based epidemiological profiles and country fact sheets, inventories of UCC skills and best practices, Theme Group and UNCT staffing lists, etc.
4. Briefing notes and information materials. With UCCs and Geneva, ensure that briefing notes, ad hoc reports and information materials required by the ESAR-RST, TCS and the Executive Office are prepared in a timely manner.
5. Monitoring and reporting: monitor the implementation of ISPs and UCC workplans and prepare annual and ad hoc analytical reports on implementation progress, experience and lessons learned. Distill lessons learned and make recommendations as to how the RST and Geneva support for UNAIDS' country operations could be strengthened and improved.
6. UN country team performance monitoring: develop and implement a system to monitor the performance of UN country teams, theme groups and UNAIDS country offices. Participate in performance reviews of UCCs and prepare reports on the UN's HIV/AIDS-related performance for UNAIDS executive staff and the Regional Directors Group.
7. UNAIDS staff training and learning. Coordinate/manage staff training and learning opportunities within the region.
8. Cosponsor liaison: maintain close relations with all UNAIDS Cosponsors at the regional level to ensure that UNAIDS staff are kept abreast of other agency initiatives and to explore and facilitate opportunities for collaborative advocacy and programming.
9. regional level support including: a) coordinate/manage the preparation for periodic Regional Management Meetings of ESAR, UCCs and the RST; b) support for the UCC Net and mechanisms to share information and experience across countries within the region; c) empower and capitalize on regional level partnerships and initiatives.

| REQUIRED QUALIFICATIONS |
Education: Advanced university degree in development, economics, social or physical sciences, public health, public administration and/or management |
Competencies:
- Extensive knowledge of planning, management and evaluation of technical and operational support to developing countries in Africa. - Ability to advocate and communicate effectively, orally and in writing - In-depth and wide-range knowledge of development issues and multi-sectoral approaches to meet the requirements of developing countries. - Thorough understanding of the HIV/AIDS epidemic and its impact on developing countries in Africa - Knowledge of the UN system organizations and their delivery mechanism - Knowledge of organizations, institutions and individuals interested in and supportive of efforts against HIV/AIDS - Ability to work in a multi-cultural environment

Experience:
Seven to ten years experience in implementing and managing country and/or regional HIV/AIDS and/or development projects, five of which should be in Africa, preferably in the southern region.
Strong knowledge of the role and functioning of the UN Resident Coordinator system and experience in facilitating UN operations at the country level
Proven competence in providing programmatic and technical support in policy and strategy development related to an expanded HIV/AIDS response.
Significant experience in management and coordination activities. |
Languages:
Advanced level of English (written and oral). Working knowledge of French and Portuguese an asset

32.7 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
