Main tasks and Responsibilities of the Position:
Under the supervision and guidance of the UNAIDS Country Cordinator (UCC) the incumbent will:

1. Office premises and services management: Ensure the security, good functioning and management of the UNAIDS office including: a) the management of common premises and services arrangements with other UN agencies, especially UNDP and WHO; b) manage inventory control and the maintenance of office premises, equipment and transport; c) the management of communications, pouch and mail delivery systems, etc., and d) Minimum Operating Security Standards (MOSS) compliancy of the UNAIDS office.

2. Budget management and control: Coordinate the preparation of annual workplans, and monitor and report (as determined frequency necessitates) on implementation. Monitor, implement and report on Programme Acceleration Funds (PAF) and Programme Support Funds (PSF) and ensure compliance with guidelines and agreed processes.

3. Operations, management and oversight: ensure that the operations of the UNAIDS office are efficient, of a high standard and fully compliant with UN standards and procedures. This includes: a) ensuring systems and procedures are in place and all staff are oriented and capable in their use; b) preparation and adjustment as required of annual office operations, workplans and budgets; c) ensuring timely and accurate preparation and management of local supply and service contracts and agreements; d) manage duty travel, including submitting requests for travel authorizations, and ensuring the timely completion of trip reports and travel claims; e) management and reporting on accounts; f) ensuring timely payments; g) ensuring good information management systems and that all documentation is kept in order (ex. country profile updates, registry files, etc.); h) preparing draft Terms of Reference (TORs) for consultancy contracts, managing their implementation and keeping records of all staff leave and travel; i) managing staff training ativities; j) administering the protocol and associated matters of the UNAIDS office; and k) following upon audit and management improvement recommendations.

4. Operations reporting: Prepare regular narrative and financial reports on the progress of the workplan and operations of the office. Provide timely reports on the activities of the UNAIDS office. Synthesize information in tables, graphs and charts.

5. Financial management and control: Coordinate and assist with preparation of annual workplans, and monitor and report (as determined frequency necessitates) on implementation. Monitor, implement and report on PAF and PSF funds and ensure compliance with guidelines and agreed processes. Guide resource mobilization efforts ensuring compliance with Secretariat principles and processes related to raising extra-budgetary funding (XB funding); ensure utilization of said funds is done in accordance with financial rules; monitor their use and ensure timely and quality reporting. Ensure compliance and correct use of established UNAIDS procedures when processing Memorandum of Understanding (MoUs), contracts and agreements, through thorough understanding of the Blue Book and other guides.

6. Operations capacity building: Monitor and asess the implementation of UNAIDS office operations and make recommendations as to which systems and procedures could be strengthened to improve efficiency and resource utilization. As required, develop guideliens for improved systems and procedures and make recommendations to the UCC on how the overall work and performance of the organizations could be enhanced.

7. Perform any other duties as required by the UCC.
REQUIRED QUALIFICATIONS
Education:
University degree in Finance, Public or Business Administration.
Competencies:
Good knowledge of planning and management of technical and operational support to developing countries. Experience in management capacity in a developing country is an asset. Knowledge of the UN system organizations and their delivery mechanisms. Knowledge of organizations, institutions and individuals interested in and supportive of efforts against HIV. Ability to work in a multi cultural environment.
Experience:
At least five years experience in administration, finance and budget. Experience of UN operations at country level and of using a wide variety of financial management tools and computer software packages. Significant experience in management and coordination activities.
Languages:
Essential: Advanced level in English
Desirable: Good working knowledge of another UN official language

Annual salary: (Net of tax)
55259 US$ at single rate
59200 US$ with primary dependants
