MANDATE OF THE DEPARTMENT:
The Office of the Director provides leadership and management to the Evidence Strategy and Results (ESR) Department, in keeping with the biennium priorities agreed with the Deputy Executive Director for Programme. The office oversees and coordinates the work of ESR, establishes programmatic and policy leadership of UNAIDS and develops strategy based on up-to-date evidence on relevant aspects of the response to AIDS at country, regional and global levels.

The Department is composed of two divisions with seven teams and a Strategy Support and Evaluation group. The Department collaborates and works as one and interacts systematically with global, regional and country level Secretariat staff and Cosponsors, to build mutual understanding, to enhance coordination, and to develop and promote policies and strategies that are grounded in country realities, coherent across UN agencies, and that respond to the needs of vulnerable populations.
Main tasks and Responsibilities of the Position:
The Senior Adviser manages the work of the Office of the Director, ESR in areas of coordination, coherence, quality and timeliness of inputs from ESR staff, including facilitation of intra- and inter-divisional communication and cooperation, serving as an interface with external partners and entities on behalf of the Director, ESR, as appropriate, and contributing to internal oversight functions and other related issues.

Management, Coordination of External Relations/Communication Strategies:
- Proactively lead the day-to-day management of the Office of the Director, including, but not limited to, proactive agenda setting;
- Apply and elaborate guidelines to ensure that corporate objectives are effectively met with particular attention to the formulation and implementation of strategies and processes that fully integrate the decisions of the Senior Management Team;
- Manage the preparation and/or integration of contributions to briefing notes, policy papers, memos, presentations and other documentation, ensuring the highest standards of quality, accuracy, clarity and presentation;
- Advise and brief staff across the Secretariat on the content, presentation and timing of ESR contributions as appropriate, so as to ensure that ESR staff are fully involved in issues related to Departmental goals that require substantive inputs; and
- Take a lead role in organizational efforts to promote results and a more strategic focus in support of corporate priorities and policies, such as the Outcome Framework, the SIE and AIDS + MDGs.

Operational Management:
- Proactively contribute to and promote the implementation of effective monitoring of the advancement of policy and programmatic issues and events under the line responsibility of the Director, ESR in light of established work plans, namely:
- Monitor advancement of policy and programmatic issues and events, drawing the attention of the Director, ESR to gaps and problems together with proposed solutions to facilitate decisions;
- Ensure continuity in activities and the smooth running of OOD and taking necessary actions within the delegated authority; and
- Ensure cohesion across all units of the Department.

Partnerships:
- Support the Director of ESR and the Departmental Management Team in management and programmatic issues by promoting close collaboration and coordination with all Departments of the Secretariat, including the members of the SMT, Cosponsors and others as appropriate;
- Assure effective coordination and collaboration with the Programme Effectiveness and Country Support Department through the active exchange of information, strategic guidance and support;
- Work with the Management and External Relation Branch, through a mutual exchange of advice and support, in particular with Partnership, Communications and Governance Departments;
- Provide regular updates, and guidance, as needed, to the EXO with regard to the work of ESR, through regular communications and meetings;
- Work with the Resource Mobilization team in conjunction with relevant ESR staff and other internal partners to develop donor proposals and ensure the effective oversight of all grants received; and
- Coordinate and support activities involving Director, ESR and key stakeholders as required.

Results:
- Ensure timely and accurate analysis of management and policy and programmatic issues related to ESR areas of responsibility, strategy recommendations, efficient communication and management of resources.
- Effective and timely responses to internal and external partners and stakeholders that promote the overall vision and mission of UNAIDS.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in management, development studies, public health or related fields.
Desirable: Post-graduate training or degree in management, development studies or public health.
Competencies:
Proven organizational, analytical and managerial skills, complemented with the ability to lead multicultural teams and promote consensus. Thorough knowledge and understanding of AIDS and its implications, policy and programmatic issues, the UN system environment, and its partners at various levels.
Experience:
Essential: A minimum of eleven years of experience in national, international or multilateral environment, including at least five years' experience in executive decision-making positions in the field of HIV, preferably concerning policy development, and agenda-setting mechanisms of international organizations/institutions.

Desirable: Knowledge and experience in policy and programmatic issues, strategy recommendations, effective communication and management of resources.
Languages:
Advanced knowledge of English with a good working knowledge of French.
Knowledge of another UN official language would be an asset.
Additional Information:
Positions at the international professional category within UNAIDS maybe subject to the organization's mobility policy.
Annual salary: (Net of tax)
79537 US$ at single rate
85615 US$ with primary dependants
Post Adjustment: 75.9 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
