MANDATE OF THE DEPARTMENT:
The overall purpose of the RST-ESA is to support and strengthen country level capacities to scale up national programmes towards the achievement of universal access to prevention, treatment and care. More specifically, the RST supports actions which seek to: a) halt the epidemic by preventing new infections; b) expand access to treatment, care and support for people living with HIV and AIDS; and c) expand care, protection and support for orphans and families affected by HIV and AIDS.

The key strategies of the RST are to strengthen support for country level action on HIV and AIDS through: a) providing direct support to the UN system at country level to develop and implement the UN system support programme on AIDS; and b) mobilizing regional leaderships and partnerships to support country level action on HIV and AIDS.

Within the framework of RST direct support to the UN system at country level, the Senior Adviser for Technical Support is expected to provide support to UNAIDS Country Offices (UCOs) and UN Country Teams (including Joint UN Teams on AIDS, and, where applicable, UN Theme Group on AIDS) in support of evidence informed and multisectoral national responses to HIV and AIDS, with a special emphasis on Global Fund processes.
The incumbent will work under the supervision and guidance of the RST Director of the RST ESA.

Main tasks and Responsibilities of the Position:
Under the overall guidance of the RST Director, the Adviser, Technical Support, plays a lead role in strengthening the response to AIDS at all levels in the Regional Support Team for Eastern and Southern Africa (RST-ESA) through the empowerment of people living with HIV and the greater involvement of the private sector. Responsibilities include:

Strategic Direction

- Lead the development of the regional UNAIDS technical support strategy by managing consultative processes with co-sponsors and other partners for the development of the strategy and building alliances around key regional institutions to position UNAIDS role in technical support.
- Lead in the development of a technical support program including the effective operation of regional technical support facilities, and the harnessing of other technical support networks to respond to the growing need for high quality technical support in strategic areas including global fund implementation support and prevention.
- Provide technical input and contribute to the research and writing of papers, reports, etc. on technical support.

Technical Support Management and coordination

- Manage the implementation of the UNAIDS regional technical support plan and ensure its on-going alignment with UNAIDS priorities and strategies.
- Oversee the interagency reference group on technical support involving key regional institutions, networks, UN agencies, bilateral and NGO partners to improve communication and collaboration of technical support provision.
- Manage the relationship with technical support platforms in the region including ASAP, CSAT, Alliance Hub, and other identified groups.
- Provide strategic leadership and manage the relationship with the TSFs.
- Manage TSF resources including the retendering process, financial oversight, resource mobilization and reporting.
- Support the capacities of UCOs to play the role of effective broker and manager of quality technical support in a range of areas through information provision, capacity development, guidance and the development of resources and tools.
- Monitor the mobilization and implementation of GF resources in the region and support UCO and national capacities to mobilize, manage and monitor the resources.
- Maintain and strengthen relationship with GF in ESA region through the development and implementation of a joint work plan.

Knowledge Management
- Oversee the identification, production and sharing of lessons learned and good practices in technical support.
- Identify and share quality tools, frameworks, processes and information on technical support.
- Provide an on-going review of existing literature to inform the overall technical support strategy.

Perform other related responsibilities as assigned.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in development, economics, social or physical sciences, public health, public administration, management or related fields.
Desirable: Specialization relating to development issues, policy making or procedures in international development cooperation.
Competencies:
- Extensive knowledge of planning, management and evaluation of technical and operational support to developing countries in Africa.
- Experience with management of short term TA, contracting and the TS environment.
- In-depth and wide-ranging knowledge of development issues and multi-sectoral approaches to meet the requirements of developing countries.
- Thorough understanding of the HIV and AIDS epidemic and its impact on developing countries, especially within the East and Southern Africa Region.
- Knowledge of the UN system organizations and their delivery mechanism.
- Knowledge of organizations, institutions and individuals interested in and supportive of efforts against HIV and AIDS.
- Ability to work in a multi-cultural environment.
Experience:
Essential: A minimum of 12 years of experience in managing and implementing development cooperation programs related to HIV and AIDS, including three to five years' field experience.
Desirable: Experience in the UN system. Broad experience in working with and mobilizing a range of external partners.
Languages:
Essential: Excellent knowledge of English.
Desirable: Knowledge of another UN official language.

Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy.
Annual salary: (Net of tax)
79,537 USD at single rate
85,615 USD with primary dependants
Post Adjustment: % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
