MANDATE OF THE DEPARTMENT:
The mission of the IMT unit is to lead, guide and standardize the development and provision of all UNAIDS Information & Communications Technology infrastructure, systems and services. The IMT unit is responsible to standardize and integrate all information management and information technology activities across the Secretariat and to ensure that these are delivered in a coherent way and can be linked to the wider information management work of UNAIDS. The IMT unit identifies and evaluates new technologies and architectures, anticipates their business benefits to the organization and puts in place solutions that enable and empower UNAIDS staff to obtain timely information for decision-making purposes. Through the work of the IMT unit, UNAIDS shall be in a leading position in its use of information management technologies in the UN system.
Main tasks and Responsibilities of the Position:
Reporting to the Unit Head, Systems Integration and Development (SID), the Technical Officer/Operations (software and databases) is responsible for the operations and hosting platform of the UNAIDS' custom developed systems. The Technical Officer/Operations (software and databases) manages and maintains the production environment analyzing and monitoring the different applications and their use globally, and carries out database administration of the different Database Management Systems used in UNAIDS HQ. Beyond providing technical expertise, the incumbent partners with users and IMT colleagues to continually assess their IT functionality and reliably provide the most relevant environment in support of the UNAIDS staff work. The Technical Officer/Operations (software and databases) specifically is responsible to:
- Provide expert advice to the IMA, SID and NIM teams regarding the impact of proposed changes on the configuration of applications and hosting platform.
- Prepare and maintain technical documentation of the installation and configuration of UNAIDS customized applications.
- Test and put in production new releases for customized applications following, enforcing and maintaining release management procedures.
- Collaborate with IMA and SID staff in the preparation of second/third level support plans for the applications developed by those units.
- Partner with IMA, SID and SDK in developing training workshops to ensure smooth deployment of new applications, upgrades and patches.
- Partner with user colleagues and teams to explore operational requirements, assess functionality of IT systems and recommend optimal business solutions.
- Troubleshoot, document and track, in consultation with SID, IMA and/or NIM teams, the cause of reported problems in production applications.
- Perform database administration, routine maintenance and monitoring of the SQL Server, MySQL and other underlying technologies.
- Develop, implement and maintain disaster recovery plans for SQL Server and MySQL underlying technologies.
- Be the Risk Manager focal point for evaluating, testing and applying security patches to the SQL Server, MySQL and other underlying technologies.
- Monitor UNAIDS production applications and study their behavior to reduce or avoid downtime failures. Recommend improvements to the monitoring framework.
- Be the focal point for incident escalation from the Global Service Desk (SDK) and collaborate on issues related to applications functionality (known errors, fixes, etc.) performing second/third level support activities as required.
- Coordinate with external consultants the outsourced support on peek times.
- Participate in on-call rotation
- Perform any other duties as requested by the supervisor.
REQUIRED QUALIFICATIONS
Education:
University Degree in Computer Science, Mathematics or a related field.
Desirable: ITIL foundation certification.
Competencies:
Excellent knowledge of HTML/ASP/ASP.NET, C#.NET and XML
Excellent knowledge of IIS, MS Windows servers OS, Windows Desktop OS
Good knowledge of MS SQL Server and MySQL technologies.
Good knowledge Server Virtualization technologies
Knowledge of Content Management systems, Web Servers and equivalent technologies.
Good knowledge of open source technologies.
Experience:
At least 5 years of experience in software development and database administration in an operational role, providing second and third level support. Good experience supporting and troubleshooting complex data server platforms. Good experience in software development conducting acceptance tests and deployment. Good experience in systems design and software development lifecycle. Good experience deploying and operating open source technologies. At least two years of experience working in an international-multicultural environment.
Languages:
Advanced level of English with working Knowledge of French
Desirable: Knowledge of any other UN official language.

Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy.
Annual salary: (Net of tax)
55 259 USD at single rate
59 200 USD with primary dependants
Post Adjustment: % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
