MANDATE OF THE DEPARTMENT:
The Department of Management of Operational Support (MOS) is a strategic department supporting headquarters and field activities through the development and maintenance of high-quality, time- and cost-efficient, and predictable (a) policies, (b) services, (c) systems, and (d) processes, that are developed in the best interest of the Joint Programme, and ensure UNAIDS organizational capacity to respond promptly and effectively to the environment in which it operates. The Department of Resource Management drives the adoption of new tools for improved business practices within the UNAIDS Secretariat.
The Administration Division provides leadership, coherence and coordination of services at a global, regional and country level in the areas of Building and Facilities Management; Conference Services; Logistical Support; Production Services Unit; Operational Procurement and Safety and Security among others, and acts as UNAIDS Green Focal Point for the achievement of a Carbon Neutral UNAIDS.

Main tasks and Responsibilities of the Position:
Under the supervision of the Chief Administration and in close collaboration throughout the area of work and other staff at UNAIDS, the incumbent is assigned the following responsibilities:
Planning, Budget: - In line with the UNAIDS guidelines and established strategies, develop the division overall work plans, monitoring implementation to ensure that respective managers' goals, targets and performance standards are clear and understood by all concerned, and reviewing operational aspects of the services delivered towards effective and timely delivery. - Draft, update and monitor the implementation of UNAIDS quality insurance policy for Administration services and share best practices. - As delegated, represent the Division in meetings related to Administration and report on specific outcome and emerging and/or relevant issues. - Oversee the work of Budget - Contract Assistant in all aspects of the daily administrative work, including but not limited to processing and follow-up on budgets, financial issues, payments, travel preparation, procurement and other operational aspects of the division management, such as MoU, contracts, Agreements for partners; budget preparation and implementing financial controls; reviewing allotments analysis and verifying liquidated and un-liquidated obligations to ensure timely submission of reports; assisting team leaders in budget preparation, management and reporting requirements; verifying timeliness and accuracy of all back-charges and monitoring the User Pays system for the Division clients; producing financial/budget information and reports as required; and drawing Chief, the attention of Administration and team leaders to budget shortages or problems. - Responsibilities also include ensuring that all Division contracts are in compliance with contracting rules, availability of funds, accuracy and completeness of documents and concerns prior to forwarding for approval/signature have been identified, and coordinating with Team Leaders contract implementation of existing Agreements with partners, suppliers and MoU with WHO. - Actively participate in to the AST planning exercise and establish clear performance targets, the provision of support to regional and country offices towards improving their administration processes, and inter-agency relationship with UN agencies pertaining to administration, and in the provision of support to regional and country offices on the improvement of their administration processes, and inter-agency relationship with UN agencies pertaining to administration. - Disseminate information of the Division of Administration business practices towards potential clients and draw out the attention to overlaps in the distribution of responsibilities.
Knowledge management and technical support: - Participate in development of tools and contribute to the elaboration and regular update of databases on administration matters to institutionalise and disseminate knowledge within UNAIDS, and share information, knowledge and expertise in with clients, internal and external partners and within and outside the area of work. - Contribute to organisation and client capacity building of performance delivery on administration matters through coaching and mentoring internal clients and partners.
- Perform other related responsibilities as assigned.

| REQUIRED QUALIFICATIONS |
Education: University degree in business or public administration, finance, project management, or a related field. Desirable: Advanced degree in one or more of the above subjects.

Competencies:
- Knowledge of ERP, Budgetary and financial systems. - Knowledge of accounting practices. - Proficient knowledge of MS Word and Excel, and MS Office computer applications. - Ability to develop financial monitoring and to establish a database to produce timely progress reports. - Ability to analyze and produce budget previsions.

Experience:
At least five years of experience in budget, project planning, administration and/or finance, including experience in the development of work plans, business process, workflows, systems and monitoring tools. Desirable: Some experience at international level.
|
Languages:
Advanced level of English with a good working knowledge of French. Desirable: Knowledge of another UN official language.

% of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
