MANDATE OF THE DEPARTMENT:
The Office of the Director (OOD) provides leadership to DMOS (Department of Management and Operational Support). The OOD functions as an interface between DMOS and Deputy Executive Director. The OOD interfaces between DMOS and the SMT, and integrates the three Units of DMOS while ensuring coordination with other UNAIDS Secretariat Departments and Units.
Main tasks and Responsibilities of the Position:
The Executive Officer is the primary point of contact in the office of the OOD. S/He oversees the Office of the Director, DMOS(OOD DMOS), promoting coordination, coherence, timeliness and quality of inputs to Director, DMOS and, when needed, to Deputy Executive Director, Management and External Relations.
1. Information management and communication, DMOS:
Draft / coordinate the preparation of briefing notes, policy papers, memos, presentations and other documentation, critically reviewing them to ensure the highest standards of quality, accuracy and clarity; evaluate content and compliance with established standards and procedures documents submitted for clearance;
Develop content and independently write a wide range of documents (including but not limited to memos, SMT discussion papers, option papers, briefing notes, terms of reference, project proposals, reports, talking points, and speeches);
Establish and oversee DMOS implementation of communication plan to improve communication between the OOD and other offices, at headquarters, regional and country locations, with special focus on policies and processes;
Lead regular reporting of DMOS achievements, as well as ad hoc reporting on specific issues addressed to DXD, Management and External Relations; this includes identifying and flagging possible problems/bottlenecks related to management and operations;
Develop and improve design and management of reporting systems and establish effective mechanisms to meet existing and emerging needs;
Proactively monitor and follow-up on the advancement of programmatic issues, recommending on how to implement workplans (in terms of content, budget and resources) of the OOD, preparing regular analyses including early identification and warning of problems, and recommendations for remedy;
Promote effective working relations with all DMOS staff, and motivate the OOD team, acting as bridge-builder and trouble-shooter; this includes the organisation of team building events and retreats for different groups of DMOS staff (in coordination with the HRM People Development Unit);
Research and develop timely trend analysis of DMOS related issues within UNAIDS for presentation to senior management.to inform decision making.

2. Research and advise on business practices and policies
Propose, independently design and undertake analyses in strategic management-and operations related issues, drawing conclusions and recommendations for senior management's decision-making on subject areas that are key to UNAIDS' sound functioning;
Proactively advise Director, DMOS on time and cost-effective policies and procedures in the field of management and operations with an impact organisation-wide; identify gaps and shortcomings in the existing UNAIDS policies and procedures, and recommend remedies taking into consideration strategic, financial and administrative implications;
Select, contract and manage consultants (individuals and companies) to provide expert services such as research, reviews, data analysis, and policy writing;
Design and undertake research and studies on best business practices in resource management, both within the UN system and in the private sector.

3. Manage staff surveys
Manage all aspects of the annual UNAIDS staff opinion surveys; this includes developing relations with potentially interesting consulting companies, writing requests for proposals, design an evaluation framework, coordinating the selection panel's work, contracting, managing the external consultants, and managing the process in-house;
Discuss the methodology and approach with the relevant stakeholders, and drawing upon this facilitate the development of the questionnaires and the reporting requirements;
Analyse feedback and advise senior management on follow-up, monitoring and impact evaluation of the issues emerged from the surveys.

5. Represent the office of Director and UNAIDS in various forums to discuss and resolve policy and operational issues.

REQUIRED QUALIFICATIONS
Education:
Advanced university degree in management, communication, public administration, international relations, or related field.
Competencies:
Strong communication and interpersonal skills: ability to interact effectively and diplomatically with colleagues at all levels, and stakeholders at large;
Solid project management skills; including work planning
Strategic and creative thinking: ability to quickly understand objectives, formulate plans to address them, and envisage creative solutions to problems;
Capacity to develop, organize, monitor and synthesize information;
Excellent communication skills with solid writing and editing experience;
Capacity to work under pressure and with tight deadlines, and with a high degree of independence
Knowledge of HIV related issues
Experience:
Demonstrated 7 - 10 years of progressive experience in UN programme and project management; experience with governmental and/or non-governmental organisations; demonstrated experience in communication and utilization of the ERP systems
Experience in overseeing and coordinating multi-cultural teams
Languages:
Advanced level of English
Desirable: working knowledge of French or knowledge of another UN language
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. The above mentioned post is a rotational post and has a standard duration of assignment of 4 years. The standard duration is linked to the hardship classification of the duty station.
Annual salary: (Net of tax)
66 482 US $ at single rate
71 393 US $ with primary dependants
Post Adjustment: % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
