MANDATE OF THE DEPARTMENT:
Under the supervision of the Deputy Executive Director of Management and External Relations, the Financial Management and Accountability department provides leadership in the areas of financial policy, planning, governance and management. The department also provides organizational oversight, monitoring and reporting of resource utilization, ensuring compliance with internal controls and the mitigation of risk at headquarters, regional and country levels.
The department ensures accurate accounting and tracking of contributions and expenditures, appropriate internal controls and oversight, and effective, efficient and transparent financial management and accountability for resources.
The department provides quality assurance and oversight of budgeting, fund transfers, workplanning, management of financial and fixed assets, field support and travel, and is responsible for performance monitoring and reporting on resource management and fund utilization.
The department works with other headquarters departments and regional support teams as well as Cosponsors in the development and implementation of policies, processes, procedures and infrastructure to improve the management of resources. Guidance and support is provided on a daily basis to Secretariat units at headquarters as well as regional support teams and country offices.
Within the department, the Finance division is responsible for the overall direction and coordination of UNAIDS financial and accounting operations and ensuring proper use of its financial resources in compliance with the applicable rules and regulations.
Main tasks and Responsibilities of the Position:
Under the direct supervision of Chief Finance, the Finance Officer is responsible for the supervision of regional and country level financial management and accounting operations, for advising on the positioning and adjustment of UNAIDS Secretariat financial management and accounting into Cosponsor's Enterprise Resource Planning systems (ERPs), more particularly WHO's Oracle - GSM and UNDP's Peoplesoft - ATLAS.

The incumbent will also assist in the introduction of the International Public Service Accounting Standards (IPSAS), which UN system organizations have agreed to adopt and implement as of 2010. In particular, the incumbent is responsible for the following:
- Manages and controls the disbursement of UNAIDS funds at regional and at country level in assigned programmatic areas, to ensure conformity with the financial rules and regulations
- Institutes and enhances systems, procedures and guidelines with Cosponsors, to manage and control the adequate recording of UNAIDS Secretariat income and expenditures at global, regional and country levels, interfacing systems and data as required between Cosponsors in order to adequately monitor transactions and facilitate reporting at headquarters level.
- Provides expertise to UNAIDS Secretariat senior management on implications with introduction of International Public Service Accounting Standards (IPSAS) for budgetary and financial management. Preserving UNAIDS best interests with Cosponsors servicing Secretariat in administrative and financial management.
- Leads reconciliation process of various general ledger accounts and sub ledger accounts on regular basis.
- Provides ongoing support, advice and assistance in the areas of policy interpretation, systems operations and resolution of problems related to financial and accounting policies, procedures and practices, including the financial implications of proposals, agreements and actions, more particularly at regional and country levels.
- Assists Chief Finance in the development and upgrading of guidelines and procedures for implementation of fiscal policies and expenditure management throughout the Secretariat, with emphasis on fraud awareness and the development and maintenance of appropriate internal controls.
- Assists Chief Finance in the preparation of the statutory and ad hoc corporate financial management and accounting reports; including the preparation and review of the interim and biennial reports and statements on financial matters for consideration and decision by the Programme Coordinating Board.
- Performs other related duties as required.
REQUIRED QUALIFICATIONS
Education:
Advanced University degree in Accounting, Business Administration, Finance or Professional accounting qualification such as CA, CPA or equivalent.
Competencies:
Thorough understanding of the United Nations Accounting Standards; International Public Service Accounting Standards (IPSAS) and related accounting systems, procedures and financial policies and regulations. Thorough knowledge of accounting systems and financial policies, procedures and regulations. Experience in IT applications in these areas.

Strong managerial and supervisory skills. Tact and negotiating skills, good judgment and decision making skills. Demonstrated ability to solve problems and propose alternative options in a rapidly evolving and dynamic environment.

Mature judgment, high degree of initiative and responsibility. Ability to work in a team and be diplomatic and client oriented. Proven ability to write in a clear and concise manner and effective oral communication skills. Strong communication, interpersonal skills and the ability to establish and maintain effective working relations with people in multi-cultural, multi-ethnic environment, with sensitivity and respect to diversity.

Experience:
At least seven years in financial managerial responsibility in large international organization, preferably with decentralized operations. Extensive accounting and consolidation experience using ERP systems. Excellent computer skills, including proficiency in complex computerized financial and accounting systems.
Desirable: Experience working with International Public Sector Accounting Standards, International Financial Reporting Standards or other international accounting standards. Proven Project management skills and experience in conversions and transitions to an ERP system.
Languages:
Advance level of English with a working knowledge of French.
Desirable: Good working knowledge of another UN language
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. The above mentioned post is a rotational post and has a standard duration of assignment of 4 years. The standard duration is linked to the hardship classification of the duty station.
Annual salary: (Net of tax)
66 482 US$ at single rate
71 393 US$ with primary dependants
Post Adjustment: % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
