MANDATE OF THE DEPARTMENT:
The mandate of the Monitoring and Evaluation (EVA) Division is to: 1) provide scientific leadership by setting international M&E standards and producing normative guidelines under the auspices of the UNAIDS M&E Reference Group; 2) establish and maintain a global monitoring system and database that supports the global tracking of indicators measuring progress on the UNGASS Declaration of Commitment and other international initiatives such as Universal Access and the Millennium Development Goals (MDG), supplementing this monitoring system with special evaluation studies of international significance as needed; 3) produce global reports and thematic papers for global dissemination; 4) provide technical support to the regional and country level UNAIDS Advisers in their efforts to support the national M&E system; and 5) coordinate and strengthen the global, regional and country M&E partners communications and collaboration network in support of a harmonized and aligned approach to indicator monitoring, evaluation approaches, and capacity building to attain Three ones, specifically the Third One, one national M&E system.
Main tasks and Responsibilities of the Position:
The incumbent works under the supervision and guidance of the UNAIDS Country Coordinator (UCC) and together with the UN Theme Group on AIDS (UNTG). Primary responsibilities are to strengthen the Joint UN Programme's contribution to effective national leadership and strategic management of HIV country programmes, primarily through facilitating and supporting the development and/or strengthening of national systems and national capacity to monitor and evaluate HIV situations and responses and to utilize data for programme planning and implementation.
1. Consult with national governments and civil society partners to advocate for the importance of effective systems for the provision of essential data.
2. In collaboration with government, civil society, UN and bi- and multi-lateral partners, provide leadership for the development of effective national monitoring and evaluation systems.
3. In collaboration with government, establish and maintain a national M&E coordination entity, and support other mechanisms for harmonization and effective synergy among key stakeholders, as appropriate.
4. In collaboration with government, civil society and development partners, develop a clearly prioritised and costed evaluation and operations research agenda.
5. Provide specialist expertise in the design and development of a national monitoring and evaluation framework for the National Strategic Plan, in accordance with the Three Ones Principles.
6. Provide technical guidance to government in the development and implementation of a costed workplan for the national monitoring and evaluation framework.
7. Provide technical guidance to government and civil society on appropriate data collection and reporting processes, data management systems and data analyses for the provision of accurate and timely information for HIV/AIDS policy and strategy development and related programme planning.
8. In collaboration with co-sponsors and other development partners, develop and implement a comprehensive and integrated M&E capacity building strategy, including a clearly delineated division of labour, implementation plan and budget for national and local government and civil society organizations.
9. Provide M&E technical advice and assistance to other experts from government, civil society, academic institutions and bilateral/UN agencies on specific projects and/or initiatives and broker technical assistance between experts and project managers.
10. Produce reports and other information with respect to the HIV and AIDS situation and responses and the mobilization and allocation of national and international resources, where necessary.
11. Collaborate with government, civil society and development partners to ensure compliance with international reporting requirements (such as UNGASS and Universal Access).
12. Other related duties as required by the Country Coordinator.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in public health, business administration, public administration, management, social sciences, demography, development planning, and statistics
Competencies:
Ability to consolidate information from multiple sources. Demonstrated skills in the formulation, design, development and implementation of monitoring and evaluation frameworks. Ability to prepare strategic information for decision makers. Ability to work with basic presentation software, e.g. Microsoft PowerPoint. Ability to achieve consensus and coordination through teambuilding and other methods
Experience:
Essential: Minimum seven to ten years of experience in the development, design, and implementation of monitoring and evaluation systems in developing countries.
Desirable: Experience with international donors, in the UN system and in the region.
Languages:
Essential: Excellent knowledge of French and a good working knowledge of English
Desirable: Knowledge of another UN official language an asset
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. The above mentioned post is a rotational post and has a standard duration of assignment of three years. The standard duration is linked to the hardship classification of the duty station.
Annual salary: (Net of tax)

71393 with primary dependants
Post Adjustment: % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
