MANDATE OF THE DEPARTMENT:
The Executive Office (EXO) provides vision, leadership and inspiration to UNAIDS. It highlights and drives emerging issues, focuses areas and steers the organization, positioning it as a global leader on AIDS. In performing these functions EXO facilitates communication and coordination within the UNAIDS Secretariat and broader UNAIDS, and serves as a reference and intelligence hub. EXO is also responsible for maintaining robust and contemporary management practices within the organization to ensure the efficiency and effectiveness of its operations.

Main tasks and Responsibilities of the Position:
Reporting to the Chief, Organizational Performance and Ethics and working in close collaboration with the Risk Management Adviser and a broad range of officials within and outside UNAIDS the incumbent is assigned the following responsibilities: - Establish an agenda for the elaboration of strategies and plans for effective changes in result-based management geared to the transformation of UNAIDS processes, including the formulation of guidelines, policies and business processes to facilitate the implementation of a corporate horizontal team-oriented organizational model and other institutional development reforms needed throughout the Organization to, inter alia, to promote ethical value and effective management encompassing issues ranging from fund raising and positively responding to HR strategies by identifying, attracting and retaining qualified people with ethics and competencies to sustain UNAIDS goals; integrated implementation of IT activities to management process; meeting donors' requirements through proactive financial management as well as facilitating projects and other activities to create added value as an integral part of organizational process through change management. - Facilitate sustained planning change through change initiatives, implementation and evaluation of change management processes through capacity building, clearly defined and concrete deliverables, set targets and milestones utilizing internationally recognized project management methodologies. - Constantly monitor and report on the implementation of the above by identifying gaps and risks, drawing the attention of Chief, Chief, Organizational Performance and Ethics and the Risk Management Adviser to such, including recommending corrective action with particular attention to corporate risk management and organizational performance. - In close collaboration with Chief, Organizational Performance and Ethics, the Risk Management Adviser and a broad range of officials, recommend the implementation of appropriate actions to assess and close performance gaps, deliver organizational solutions to meet UNAIDS goals through strategic planning and proactively respond to requests from Cosponsors, Member States, partners, donors and other entities. - Convene regular meetings with cross-functional teams to discuss change management and proposed strategies; to promote consensus and identify specific concerns and problems; and to resolve issues prior to the implementation of change management and deployment of change control processes. - Develop and deliver wide and effective communication and support procedures to bolster change management in close collaboration with the Communications and Knowledge Sharing division. - Produce regular in-depth reports, assessments and presentations on the implementation of the above. - Perform other related responsibilities as assigned.

REQUIRED QUALIFICATIONS |
Education: Advanced university degree in business administration, management or political science. Desirable: Specialization in management, HR or a related subject.

Competencies:
- Demonstrated interpersonal skills with proven ability to facilitate consensus and enlist cooperation at all levels. Ability to multitasks and produce results. Acute sense of diplomacy with a strong awareness of political and multicultural sensitivities. - Knowledge management and learning, complemented by sound analytical and presentation skills. - Demonstrated knowledge of HIV, implications and response, and of UNAIDS work, goals and achievements.

Experience:
At least seven years of experience at national and international levels, with emphasis on change management and/or organizational performance management, , complemented by team based management and workshop facilitation, and experience in developing guidelines and/or policies. Desirable: Experience or sound understanding of the role of risk management as part of change management towards enhancing transparency.

Languages:
Excellent knowledge of English with a good working knowledge of French. Desirable: Knowledge of another UN official language.

Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. The above mentioned post is a rotational post and has a standard duration of assignment of 4 years. The standard duration is linked to the hardship classification of the duty station.
