MANDATE OF THE DEPARTMENT:
The Executive Office (EXO) provides vision, leadership and inspiration to UNAIDS. It highlights and drives emerging issues, focuses areas and steers the organization, positioning it as a global leader on AIDS. In performing these functions EXO facilitates communication and coordination within the UNAIDS Secretariat and broader UNAIDS, and serves as a reference and intelligence hub.
EXO is also responsible for maintaining robust and contemporary management practices within the organization to ensure the efficiency and effectiveness of its operations.
Main tasks and Responsibilities of the Position:
Under the overall guidance of Chief, Organizational Performance and Ethics, the incumbent is assigned the following responsibilities:
- Lead the identification, characterization and prioritization of risks resulting from uncertainty in funding, financial portfolios, IT, HR strategies, project failures and, as applicable, legal liabilities with emphasis on assessing the vulnerability of critical issues and identifying methods to reduce such risks.
- Develop methods, policies and set goals for the systematic and structured implementation of risk management strategies that create added value in becoming an integral part of organizational processes, in close collaboration with the Change Management Officer to ensure consistency of strategies and goals.
- Identify and select appropriate policies, controls and/or countermeasures to measures risks towards risk mitigation for the approval of Chief, Ethics and Organizational Performance and their endorsement by the Senior Management Committee.
- Recommend applicable and effective security controls for the management of risks encompassing a broad range of issues at various managerial levels ranging from funding, financial portfolios, IT and HR strategies, projects throughout the Organization.
- Identify possible events and/or circumstances that can have negative influences on the corporate image of UNAIDS, its resources (human and financial), its projects, results and support to member States and community, as well as their impact on relationships with co-sponsors, external and key partners and funding levels.
- Periodically review the risk management plans to evaluate whether the selected risk management methods and security controls are still applicable and effective, and re-evaluating new and/or possible risk level changes particularly in the context of rapidly changing business practices and information risks.
- Perform all other related duties assigned.
REQUIRED QUALIFICATIONS
Education:
Advanced university degree in business administration, management, economics, international affairs, complemented by specialization in public health.
Desirable: MBA, CPA or CMA and/or project management certification.
Competencies:
- Demonstrated knowledge of HIV, implications and response, and of UNAIDS work, goals and achievements combined with a thorough understanding of UNAIDS' operations, infrastructure and programming, and their links with the Organization's goals and risk management issues, with emphasis on organizational performance.
- Proven expertise in corporate risk management and organizational performance, in promoting strategic partnerships for the implementation of coordinated actions with a broad range of players inside and outside a specialized organization.
- Acute sense of diplomacy with a strong awareness of political and multicultural sensitivities. Ability to work and produce results under pressure.
Experience:
At least eleven years of experience at national and international levels, including some seven years' experience in a leadership or management role with emphasis on programmatic and policy issues, risk management, and organizational performance.
Desirable: Experience or sound understanding of the role of Risk management in enhancing transparency, consensus and collaboration, and/or experience in research and policies development towards effective risk management.
Languages:
Excellent knowledge of English with a good working knowledge of French.
Desirable: Knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy. The above mentioned post is a rotational post and has a standard duration of assignment of 4 years. The standard duration is linked to the hardship classification of the duty station.
Annual salary: (Net of tax)
77 190 US$ at single rate
83 089 US$ with primary dependants
Post Adjustment: % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
