MANDATE OF THE DEPARTMENT:
To coordinate the development, implementation, and ongoing evaluation of activities related to staff development and performance of UNAIDS Secretariat staff, so that they can perform at the highest possible level and continuously develop the competencies they require to manage and lead the organization.
Main tasks and Responsibilities of the Position:
Focus: To operationalize the UNAIDS Core and Managerial competency framework in people development programming and the performance management system.
Under the supervision and guidance of the Head of People Development, the incumbent is responsible for the following:
1. Consult with staff and management to identify core and managerial competencies to be targeted for staff development programmes
2. Develop training and learning modules for staff and managers based on the priority competencies identified
3. Coordinate the delivery of competency-based training and learning activities in the field and at Headquarters
4. Work closely with external training consultants on the development and delivery of projects related to staff development and performance management
5. Evaluate the effectiveness of training and learning programmes, including impact on behavior and results
6. Advise and support functional divisions in developing functional competencies linked to the UNAIDS Core and Managerial competency framework
7. Act as a facilitator and trainer in meetings and workshop sessions
8. Contribute to the development and implementation of staff development and performance management policy
9. Review and revise policies related to staff development and performance management
10. Provide advice and guidance to staff and managers on staff development and performance management
11. Promote specific staff development activities across the organization and maintain regular communications with participating staff
12. Maintain knowledge of good practice in staff development and performance management by participating in relevant internal and external meetings and professional bodies
13. All other related duties as required.
REQUIRED QUALIFICATIONS
Education:
First university degree in human resources management, organizational development, or similar related field.
Desirable: Advanced university degree in one of the areas mentioned above.
Competencies:
Demonstrated knowledge of human resource management and development in international organizations
Expertise in staff development and/or performance management
Demonstrated understanding of adult learning principles and good practice in training and learning
Competency in information and communication technology, including web-based technology
Excellent organization and work planning skills
Ability to work effectively with a diverse and multi-cultural workforce
Experience:
At least 6 years' experience working in staff development and/or performance management
Within this experience at least 3 years of work experience designing, developing, and facilitating staff development programmes
Experience working in international organizations
Experience developing and implementing policy related to human resources development, staff development and/or performance management
Desirable:
Prior experience in the development and implementation of competency-based staff development or performance management policy and systems. Work experience in the UN system is highly desirable.
Languages:
Advanced level of English with a working knowledge of French. Another UN system official language is an asset.
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization's Mobility Policy.
Annual salary: (Net of tax)
55 259 USD at single rate
59 200 USD with primary dependants
Post Adjustment: 93.7 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
