MANDATE OF THE DEPARTMENT:
The mission of the IMT Division is to lead, guide and standardize the development and provision of all UNAIDS Information & Communications Technology infrastructure, systems and services. The IMT Division is responsible to standardize and integrate all information management and information technology activities across the Secretariat and to ensure that these are delivered in a coherent way and can be linked to the wider information management work of UNAIDS. The IMT Division identifies and evaluates new technologies and architectures, anticipates their business benefits to the organization and puts in place solutions that enable and empower UNAIDS staff to obtain timely information for decision-making purposes. Through the work of the IMT Division, UNAIDS shall be in a leading position in its use of information management technologies in the UN system.

Main tasks and Responsibilities of the Position:
Reporting to the Manager, Field IT Services (FIT) the Global Wide Area Network Engineer (GNE) guides, implements, maintain an effective operations of the UNAIDS Wide Area Network. The GNE collaborates with service partners in cosponsoring institutions, vendors and internal users on identifying, analyzing performance issues and recommending solutions across the range of network services and functionality. The GNE provides technical expertise and operational support to the ongoing stability and reliability of the UNAIDS WAN network. Global system design and implementation Responsible for the design and implementation of secure Country Office connectivity (voice, data and video), depending on the local environments (stand-alone or shared LANs, PBXs and VSAT infrastructure) Provide technical standards and guidance during the implementation of Regional Support Teams and Country Offices on the WAN to the provider to ensure effective WAN, LAN, PBX interfacing, and complete provisions of the Acceptance Test Protocol document for each site Recommend and coordinate appropriate resources to ensure proper design, development, operation and maintenance of the WAN and related services
Standards setting and Operations Assist the Manager Field IT Services in the formulation of the WAN network requirements to carry out projects for further development of the WAN in accordance with the evolving requirements and technologies Ensure proper functioning of the UNAIDS WAN and all related services including SSL VPNs, site to site VPNs, Voice and Video Provide technical guidance in the operations and maintenance of security devices in the Regional Support Teams and Country Offices Recommend configuration changes and implement or oversee agreed modifications to the WAN for improved network performance Provide technical guidance and support to the WAN provider, Regional Support Teams and Country Offices of UNAIDS for troubleshooting and resolving problems on the network Provide technical advice to Geneva HQ, Regional Support Teams and Country Offices on optimal use of the WAN for their current and future communications needs Monitor the network usage to recommend changes to systems for limiting traffic on the network (undesirable Internet traffic, SPAM etc) and, to recommend upgrades or downgrades of links to ensure capacity meets the Country Offices' requirements Analyze and prepare reports on UNAIDS WAN usage (voice, fax, data applications, Internet, FTP, etc), using network management tools Develop and maintain technical documentations on Network Operating procedures, standards and other related WAN services.
Liaison and Coordination Liaise with suppliers to test and recommend network devices and optimal configurations (i.e. routers, traffic shaping, accelerator-QoS-VoIP boxes, firewalls, etc). Liaise with owners and developers of application systems to ensure efficient network and application operations. Liaise with UNAIDS WAN service providers to ensure provisions of the Service Level Agreements (SLAs) are met and adopted resolutions. Coordinate on a regular basis with WHO WAN team and other co-sponsoring agencies Perform other related duties as required.

| REQUIRED QUALIFICATIONS |
Education: University degree in a field related to Telecommunications, Computer science, Information Technology and/or Engineering. |
Competencies:
Cisco certifications (networks, routers, IP voice) Advanced hands-on knowledge of Microsoft Network Operating Systems is crucial. An MCSE certification is an asset Experience with Linux and open source solutions in a hybrid Microsoft environment an asset.

Experience:
Minimum 5 years work experience managing a large WAN connectivity, including at least two years experience in IP MPLS and VSAT Networks In depth experience working with TCP/IP and internet technologies Experience with VPN technologies and WLAN equipment and protocols Experience with VoIP and IP telephony preferred. Training and presentation skills and experience and asset. |
Languages:
Advanced knowledge of English with a working knowledge of French. Knowledge of another UN official language an asset.

90.4 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
