MANDATE OF THE DEPARTMENT:
The Department of Resource Management (DRM) is a strategic department supporting headquarters and field activities through the development and maintenance of high-quality, time- and cost-efficient, and predictable (a) policies, (b) services, (c) systems, and (d) processes, that are developed in the best interest of the Joint Programme, and ensure UNAIDS organizational capacity to respond promptly and effectively to the environment in which it operates. DRM drives the adoption of new tools for improved business practices within the UNAIDS Secretariat. The Office of the Director (OOD) is responsible for the planning and implementation of the ERP Project. The World Health Organisation (WHO) developed a Global Management System (GSM) Enterprise Resource Planning (ERP) that integrates data and processes into a unified planning, budgeting and monitoring system. UNAIDS adopted WHO/GSM from its go-live in 2008, first at HQ level, and progressively at regional and country levels.

Main tasks and Responsibilities of the Position:
Under the supervision of Director, DRM, the key responsibilities of the ERP Team Leader are as follows:
1. Manage the ERP Team: - Supervises, manages and motivates the ERP Team staff; - Regularly monitors ERP Team staff performance, prepares timely individual performance appraisals and discusses them with staff; - Promotes a reputation of client responsiveness in the ERP Team; - Designs, reviews and revises ERP Team's workplans and budgets and is accountable for delivery; prepares regular reports on workplan and budget implementation; - Supervises effective prioritization, taking into account emerging needs and requests from senior management; - Leads the ERP Team communication strategy to ensure senior management and staff at large are informed of all ERP key developments affecting their work; - Identifies needs for outsourcing and manages external service providers; - Keeps Director, DRM fully appraised of progress, problems and situations related to the ERP functioning.
2. Provide coordination and guidance on all ERP-related issues: - Contributes to the development of UNAIDS' strategy and detailed plans for ERP implementation in terms of support to users and training, including HR, Finance, Administration and IMT; - Coordinates the production of regular ERP communications to UNAIDS staff to keep them current of issues, problems and solutions for the ERP; - Establishes, oversees, and revises support and training plans taking into account users' emerging needs and any ERP development or enhancement; ensures that training targets are met in a timely and cost-efficient manner by involving the most adequate trainees; - In cooperation with the DRM divisions Human Resources Management, Information Management and Technology, Administration, the Department of Finance and Management of Accountability, WHO and the Global Service Center, assist and provide advice in the development of policies, procedures and processes aiming at the successful implementation of the ERP system; - Keeps abreast of all ERP-related developments by regularly liaising with all key counterparts in UNAIDS and WHO; this includes developing a network of contacts in both UNAIDS and WHO to ensure prompt information flow on gaps, requirements and bottlenecks in key processes; - Leads the interface between UNAIDS ERP and WHO GSM and Global Service Center focal points to ensure that UNAIDS' priorities are addressed and kept high on the ERP/GSM agenda until resolutions are found to UNAIDS issues; - Prepares agenda for, captures key actions points from, and ensures follow up to ERP-specific internal meetings (e.g. ERP Task Force meetings); reports back to Director, DRM on all strategic discussions and decisions; - Analyses ongoing or new problems affecting UNAIDS users, the ERP system, or business functions of UNAIDS, and provides the most effective and efficient solutions; - Identifies and establishes best practices related to ERP processes with reference to other UN organizations and advises how they might be adapted to UNAIDS.
3. Provide strategic advice to senior level decision-making: - Provides authoritative technical advice on ERP-related issues; formulates clear recommendations for the Director's decision-making after consultations with all relevant stakeholders and thorough weighting of costing, options and risk analysis; - Prepares regular and ad hoc written reports to Director, DRM on ERP scope of work; reports are expected to be detailed and comprehensive, and prepared after consulting with all relevant focal points in UNAIDS; - Prepares quality and timely briefs in view of all meetings addressing ERP issues in which Director, DRM and/or Deputy Executive Director, Management and External Relations participate; this includes, but is not limited to, meetings of GSM Board, Senior Management Team (SMT) and Management Support Team (MST); - Participates as appropriate in meetings with senior management for sharing information and providing guidance on ERP developments; - Promptly escalates to Director, DRM all emerging problems as appropriate, and follows up to ensure timely decisions are made and implemented.
4. Organize the ERP roll-out to UNAIDS country offices: - Leads process for roll-out with ERP focal points in UNAIDS, WHO and all other relevant stakeholders; - Develops commensurate training, support and communications plan to ensure smooth and efficient roll-out - Manages and monitors all problems related to the roll-out by liaising with WHO, UNAIDS focal points, and regional and country offices, and finds timely and appropriate solutions. - All other related duties as required.

| REQUIRED QUALIFICATIONS |
Education: Advanced university degree in management, public or business administration, computer science, or related fields. Desirable: Certification in project management (e.g. PMI or PRINCE2).

Competencies:
Ability to set goals and deliver against them. Proven ability to lead and coordinate a service delivery team. Proven ability and flexibility to manage change. Excellent business analysis skills. Excellent knowledge of Oracle ERP. Ability to present complex concepts simply and clearly to a non-technical audience. Ability to streamline and document processes to maximize efficiency.

Experience:
Essential: A minimum of seven years of successful management and project management experience in a similar sized organization. This experience must include: (1) business analysis, (2) participation in large IT projects, (3) contract management, (4) leading teams, (5) networking, coordinating, influencing and negotiating with a variety of counterparts, including senior managers, and (6) communication on management and technical issues. In addition, within the above mentioned experience at least five years of work experience in ERP projects. Desirable: International experience. A combination of public and private sector experience.

Languages:
Advanced knowledge in English with excellent writing skills; working knowledge of French. Desirable: Knowledge of another UN official language.

90.4 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. |
