MANDATE OF THE DEPARTMENT:
The Department of Resource Management (DRM) is a strategic department supporting headquarters and field activities through the development and maintenance of high-quality, time- and cost-efficient, and predictable (a) policies, (b) services, (c) systems, and (d) processes, that are developed in the best interest of the Joint Programme, and ensure UNAIDS organizational capacity to respond promptly and effectively to the environment in which it operates. The Department of Resource Management drives the adoption of new tools for improved business practices within the UNAIDS Secretariat.

Main tasks and Responsibilities of the Position:
Under the supervision of and in accordance with plans established by Director, Resource Management and in agreement with the Coordinator, Staff Security, WHO and working with UNAIDS Building and Security Manager, the incumbent will design plans, monitor security situation and provide guidance and technical advice to ensure the security and the safety of all UNAIDS field staff, to enable the efficient implementation of all UNAIDS activities, specifically by: - reviewing the security and safety situations in all UNAIDS areas of operations with particular emphasis on field operations, recommending measures for improvements; - frequently liaise with UN Department of Safety and Security desk officers in New York for the purpose of exchanging information and discussing how greater staff security and safety may be assured; - undertake missions to assist UNAIDS staff operating in unsafe areas, looking at both UNAIDS office premises and residential security and providing security related training on request. This responsibility will involve extensive duty travel; - undertake security assessment missions to the field for the purpose of advising UNAIDS staff on how best to deal with the security/safety problems which confront them daily; - maintain country files of all security related reports for the purpose of continuous analysis of their content in an effort to determine trends which could impact the safety/security of staff, issue necessary instructions to staff on security measures required, and provide advice to SMT on related issues or decisions required; - upon initiative or request, provide HQ and the field with relevant analysis on the security situation pertaining to a country or a region; - undertake mission to the field in response to emergency security situations, involving close collaboration with other UN bodies and UNDSS; - maintain up-to-date records of hazardous duty stations; - maintain a data base of residential security measures applicable in the duty stations and respond to queries pertaining to that matter; - maintain up-to-date records of MOSS in force in countries where UNAIDS has operations; - as requested, participate in meetings at the policy level, advise on security issues; - provide security training for staff at both HQ and field level. - draft and advise on appropriate policies and procedures to improve the security and safety of UNAIDS field staff; - provide timely advice or staff counseling as required

| REQUIRED QUALIFICATIONS |
Education: University degree in public or business administration, social or political sciences, international relations, government or law, or military academy degree. |
Competencies:
Demonstrated knowledge and use of standard computer software. i.e., MS Office tools, Word, Excel, PowerPoint.

Experience:
At least 7 to 10 years relevant professional experience in security work at both national and international level in an international development context with relevant military or police service. |
Languages:
Excellent knowledge of English and French. Knowledge of another UN official language.
